VILLAGE OF TIVOLI BOARD OF TRUSTEES REGULAR MEETING MINUTES JUNE 18, 2025 A meeting of the Village Board of Trustees was held on June 18, 2025, at the Historic Watts dePeyster Hall, Tivoli NY. Mayor Emily M. Majer called the meeting to order at 7:01 PM. Present: Mayor Emily M. Majer, Trustee Peter Baldino, Trustee Sarah Imboden Absent: Deputy Mayor Bill Shilling, Trustee Emily Mangieri Also Present: Danielle Chanler and Fausto from PANDA, Karen and David Cleaveland The mayor asked all present at the meeting to stand for the Pledge of Allegiance. Clerk’s Report The Clerk’s Report for the month of June was read by Clerk Kris Cleaveland. The Village sold 430 trash tags, 2 Yard Sale Day permits, Treasurer Bonnie Day processed two payrolls. Village Hall and the Tivoli Free Library will be closed in observance of Juneteenth on Thursday June 19, 2025. Village Office hours are on the summer schedule; between Memorial Day and Labor Day, the office will be open from 9:00 AM to 12:00 PM on Fridays. On July 26, 2025, the Village will hold its 36th annual Yard Sale Day. To participate: residents must obtain an application from the Village office or website, tivoliny.org, and return completed application with payment to the Village Clerk. The permit fee is $10. We offer tables at Village Hall for anyone who is off the beaten path for an additional fee of $10. Return applications with payment, by cash or check, before July 12, 2025, to appear on the Yard Sale Day map. Summer recreational camp registration is now open until July 25, 202. Camp attendees’ parents have all raved about how much their kids love our programming. Registration forms are available on the Village website for download or printed copies are available to pick up at the Village office. The Village, Tivoli Free Library, Harris-Smith Post #524 American Legion, and Tivoli Fire Department will be hosting three community wide potluck dinners in the pavilion at 88 Broadway. The first potluck date is June 20, 2025, starting at 6 PM. Residents are encouraged to attend and bring a dish to share.

Lastly, the annual Pride Celebration Walk is on Saturday June 21, 2025, starting at 3 PM at Suminski Innski at 8 Friendship Street. The walk travels up Broadway to Hotel Tivoli, at 53 Broadway, for dancing from 4:00 to 7:00 PM. Approval of Minutes from Previous Meeting Trustee Imboden made a motion to accept the minutes from May 21, 2025, regular meeting of the Board of Trustees. Trustee Baldino seconded the motion. All in favor. Motion carried. Roll call: Mayor Majer aye; Trustee Baldino aye; Trustee Imboden aye. Treasurer’s Report There were two Treasurer’s Reports for June 18, 2025. The Village 2025-2026 fiscal year begins on June 1, 2025. Voucher Detail Reports #13, which contained any items for last fiscal year, and #1, for this fiscal year, were reviewed, with a total of $46,111.55 in payments for May/June. On a motion by Trustee Baldino, seconded by Trustee Imboden, all in favor, the Board approved the Treasurer’s Reports. Motion carried. Roll call: Mayor Majer aye; Trustee Baldino aye; Trustee Imboden aye. Trustee Imboden made a motion to pay the bills. Trustee Baldino seconded the motion. All in favor. Motion carried. Roll call: Mayor Majer aye; Trustee Baldino aye; Trustee Imboden aye. Zoning Administrator/Building Inspector’s Report Trustee Imboden read the Zoning Report dated June 17, 2025, from Z3 Consultants. There were 7 building permits reviewed, 5 building permits issued, 1 complaint, 0 complaints investigated, 1 zoning/property maintenance violation, 0 appearance tickets, 0 municipal searches, 8 inspections, code enforcement training, and fire inspections. Regular Business The first order of business was Resolution 23-2025, Resolution Authorizing the Execution of an Agreement between the Village of Tivoli and the Monumental Hudson Widow’s Son No. 7, F.& A.M. for the Lease of Certain Real Property for a Parking Area. Trustee Imboden moved to approve the resolution, seconded by Trustee Baldino. All in favor. Motion carried. Roll call: Mayor Majer aye; Trustee Baldino aye; Trustee Imboden aye. Next, the board discussed Resolution 24-2025, Resolution Authorizing an Addendum to Agreement for Professional Services between the Village of Tivoli and T&B Engineering and Landscape Architecture, P.C. On a motion by Trustee Imboden, seconded by Trustee Baldino. All in favor. Motion carried. Roll call: Mayor Majer aye; Trustee Baldino aye; Trustee Imboden aye. This addendum will allow the Village and Village-contracted engineers, Tighe & Bond, to move forward on Task Order #5A – which is a multi-phase study regarding drainage

issues on Memorial Drive, throughout Tivoli Acres, through the culvert on Broadway, and out to a stream that runs on property belonging to Kaatsbaan. Tighe & Bond will receive a lump sum of $56,000 for this task order for Phase 3 of the study, using hydrology and hydraulic analyses. In the meeting on March 19, 2025, the Board of Trustees voted unanimously to adopt Resolution 11-2025, Resolution Authorizing Task Order #7 – Feroe Avenue Drainage Improvements Construction Documents. The approval of Resolution 24-2025 was necessary for the mayor to execute the On-Call Engineering Services – Task Order #7 – Feroe Avenue Drainage Improvements Construction Documents. The execution of this task order approves the payment of $82,000 for this project to Tighe & Bond for a survey of the existing conditions, and for revising the hydrologic and hydraulic analysis for the existing and proposed municipal drainage systems within portions of Feroe Avenue, Montgomery Street, and Spring Street. The last order of business was Resolution 25-2025, Resolution for Harriet Tubman Underground Railroad New York Scenic Byway Nomination and Corridor Management Plan Adoption. Trustee Baldino made a motion to approve the resolution, seconded by Trustee Imboden. All in favor. Motion carried. Roll call: Mayor Majer aye; Trustee Baldino aye; Trustee Imboden aye. Upcoming Meeting Dates The next Board Meeting will be held Wednesday, July 16, 2025, at 7:00 PM at Historic Watts dePeyster Hall, 86 Broadway, Tivoli NY 12583. The workshop meetings will take place at 6:00 PM on July 9, 2025, and July 16, 2025. Tivoli Village Court Summary Report The Tivoli Village Court Summary Report showed a total of $1,858 in fines, surcharges, and civil fees that were remitted to the New York State Office of the Comptroller. Police Report The police report was not provided in time for the meeting last month so there were reports for both April and May for June’s meeting. April’s report showed 18 incidents, 3 uniform traffic tickets, 0 parking tickets, and 0 arrests. For May, the report indicated 14 incidents, 2 uniform traffic tickets, 1 parking ticket, and 0 arrests. Other Business The mayor discussed the colloquially termed “Trash Talk” forum that was held on June 11, 2025, at Watts dePeyster Hall. She stated that, “the way we do solid waste in the Village is unsustainable.” For now we are conducting a trial using Red Hook Village’s trash truck and employees.

A trash survey will be released in the next couple of weeks. Residents can participate regardless of their attendance at the forum. The mayor reminded residents to sign up for the Village email, so they know what’s going on in the Village. You can sign up at the Village website, tivoliny.org. A summary of the events coming up in the Village are as follows: • • • • • •

There will be a Potluck supper this Friday, June 20th, at 6:00 PM at the American Legion, possibly with music provided by The Hootenanny. Pride Walk will be led by the Tivoli Fire Department firetruck on June 21st. Janett Pabon (who is always “the party”) is hosting the dance party at Hotel Tivoli. Yard Sale Day is not until July 26th; you have time to register! Tivoli Day is the weekend after Yard Sale Day, on Saturday August 2, 2025. Summer camp registration still has spaces available! Registration closes on July 25th. The Tivoli Free Library Summer Reading Program involves the Mid-Hudson Library System “Road Trip,” from June 6 to October 18, 2025. Participants receive a stamp at each library they visit, with tiered rewards tied to your individual participation level. Libraries play an outsized role in our communities.

Non-agenda Public Comment Karen Cleaveland spoke with the board about trash and recycling pick up, parking, and speeding on Broadway. The mayor thanked everyone for coming to the meeting and tuning in on PANDA. She closed the meeting by thanking Kris Cleaveland and Bonnie Day as the front lines of the Village and for keeping things on track and organized. Trustee Imboden made a motion to adjourn the meeting. Trustee Baldino seconded. All in favor. Motion carried. The meeting was adjourned at 7:53 PM.
