VILLAGE OF RED HOOK RESOLUTION # ___ - 2026

DATED: APRIL 13, 2026

A meeting of the Village of Red Hook was convened in public session at the Village Hall, 7467 South Broadway, Red Hook, NY on April 13, 2026. The meeting was called to order by Mayor Smythe.

RESOLUTION TO ADOPT 2026-2027 BUDGET.

WHEREAS, the Board of Trustees (Board) has received and reviewed the tentative budget and held a public hearing on April 13, 2026 on same; and

WHEREAS, funding lines and expense lines have been developed, reviewed and established in Board Workshop Meetings to reflect income projections and expenses from trending and history; and

WHEREAS, the Village’s budget has three areas: General Fund; Water Fund, and Sewer Fund;

NOW, THEREFORE, BE IT RESOLVED THAT,

The resulting general fund budget will be within the NYS Comptroller Formula for the tax cap. The General Fund budget will be $2,652,305.50; and

BE IT FURTHER RESOLVED, the water fund budget and the sewer fund budget will be as follows: Water Fund at $598,100, and sewer at $451,490;

And, those General Fund, Water Fund, and Sewer Fund budgets are hereby adopted with the Treasurer to be fully advised and authorized to proceed accordingly.

Located at a village restaurant - due to excessive sludge build up in the tank. Though it did not become an emergency, it demonstrates the importance for businessesanyone to call forwhen regularan servicealarm is going off. On June 5th, Les Coon (H20 Innovations) and Jake Smith (DPW) led an in-depth walkthrough of the WWTP. InTrustee attendanceAllen were:was able to see the entire process from beginning to end. Topics## discussedReflections duringfrom the walkthrough: - The operations team have worked diligently to get a cleanly operating system - There are safety measures necessary to ensure employee well-being The Sewer Team met the morning of June 8th - in attendance were: Les Coon, Jake Smith, Robert Flores (Delaware Engineering), Mayor Smythe, Trustee Allen, and Clerk Cavanaugh. Topics discussed during the meeting: - Team will generate quote for safety measures - Biohealth Bacterial Supplement going very well! - Swapping mixers for diffusers in the anoxic tank - Concern about higher energy consumption - can be mitigated by negotiating energy contracts and/or solar? - Laying heat-tape along particular pipes in September to avoid freezing - Importance of the income survey for future capital projects - Clerk busy figuring out complexities of equitable billing ## Follow-up questions: - We currently rely on businesses to call for service, based on estimates from their grease trap past. Should we establish a routine pumping calendar within the business district? - We discussed renegotiating energy costs for the WWTP - any movement with this? - Are there written financial projections for the expansion project, with and without the various associated developments?
