Engineering Report and Schedule Approval

Dear Mayor Smythe:

The New York State Department of Environmental Conservation (DEC) has reviewed the following submissions for the referenced project:

Project Title: Engineering Report, WWTP Upgrade and the Schedule of Implementation for short-term upgrades

Date of Documents: January 30, 2026, and March 19, 2026 Consulting Firm: Delaware Engineering, D.P.C. Prepared by: Robert Flores, P.E. (License: 081380)

The report and the following revised schedule of implementation proposed by the Department are approved and hence made part of the above reference Order on Consent:

  • Submit design for short-term upgrades – July 20, 2026

  • Start construction – March 20, 2027

  • Complete construction of short-term upgrades – June 30, 2027

Please note, the construction for short-term upgrades cannot be started until the design plan approval is granted by DEC.

October, 6th, 2025 Deputy Mayor Melkorka Kjarval’s Monthly Reports **Red Hook Together** meets every first Thursday of the month. This month's meeting was moved to October 9th in order to not conflict with the Yom Kippur holiday. ## **Village of Red Hook Indigenous History Project:** Historian Heather Bruegl has updated us that she plans on emailing the essay narrative (as referenced in the project proposal 12/9/24 minutes page 19) to the Village in the first week of October. **Town of Red Hook Comprehensive Plan:** The Town committee meets monthly from 7:30pm to 9pm on the fourth Tuesday at Town Hall. The Town of Red Hook Comprehensive Plan Steering Committee met on Tuesday, September 23, 2025. In attendance were the committee members and Committee chair Julia Solomon & consultants Eric Pierson from Patterns for Progress. The September meeting was focused on upcoming community outreach. The Town is hosting an upcoming Comprehensive Plan Public Workshop, which will be on **Tuesday, October 21st, from 7:00-9:00pm at the High School Cafeteria** . The public is encouraged to pre-register here: https://www.pattern-for-progress.org/portfolio/visioningtownofredhookcompplan/ and attend to participate in this process which seeks to determine what issues should be addressed in the plan. Consultants from both Patterns for Progress and Pace Land Use Law Center will help facilitate breakout group sessions with community members. ## **Village of Red Hook Communications:** I have been working on updating the Village Website Menus to make it easier and more intuitive to reach information. I have also been working to split up long pages of information and group information under subheadings when possible. The website now has a “Contact” tab in the main menu which links directly to the many ways you can communicate with the Village. Whenever possible I have tried to remove duplicate information in order to reduce the chance of missing a version of the content when it is updated. I am also trying to replicate formatting and organization when possible, and I have taken time to write explanation summaries of pages that show up in sub menus and search engine results. The hope is that these improvements will seem invisible - but will help you find what you need faster and more easily. Websites are constantly evolving, and the feedback that I have received since the last update 4 years ago is shaping many of the changes reflected now. As always, please feel free to share any feedback, and/or observations of your experience as a Village website user to me directly via email at mkjarval@redhookvillage.gov, or through one of the website contact forms. **Village and Zoning Review:** There will be an Information Session regarding the Gateway North Zoning Amendment draft law on October 13th at 4pm. The goal of the information session will be to explain the law's intent and the ways in which the zoning changes attempt to do that. If you are interested in these proposed changes please attend the session, this will be one of the final informal conversations before we move into the formal public hearing format.
