The Mayor is authorized to execute a Water Supply Agreement with 65 Willow Brook Lane in the Town of Red Hook.[44]

Water & Sewer Operator — H2O Innovation
H2O Innovation Operation & Maintenance, LLC is appointed as the Village's Water & Sewer Operator, effective August 1, 2025. The Mayor is authorized to negotiate and sign the contract in consultation with the Village Attorney.[41][43]
H2O Innovation O&M Agreement — Amendment 1
Amendment #1 to the Operation and Maintenance Agreement with H2O Innovation has been executed, updating the agreement to require both parties to collaborate on sewer system operation.[43]
Full-Time DPW Laborer — Water & Sewer Operations
One full-time DPW Laborer position is authorized at approximately $56,000 annually (at $20/hr plus benefits), split between the Water and Sewer Funds, to support daily water and sewer operations. Jerome Smith III was hired to fill this position effective immediately upon adoption.[38]
Water Service Connection — 14 Blue Echo Road
The property at 14 Blue Echo Road (outside Village bounds, Town of Red Hook) is authorized to connect to the Village water system. The executed service contract includes removal of the word 'average' from consumption limits and language establishing that Village Code controls in case of conflict.[37][40]
Water Service Agreement — 32 Hewlett Road
The Mayor is authorized to sign a Water Service Agreement with 32 Hewlett Road in the Town of Red Hook to provide Village water service to that town property.[42]

DCWWA Consecutive Water System Agreement — Traditions at Red Hook
The Village has executed a DCWWA Consecutive Water System Agreement and Addendum for the Traditions at Red Hook community, authorizing the Mayor to sign on behalf of the Village.[29][35]
Frontier Services Agreement — Water Treatment Plant Static IP
The Mayor is authorized to sign the Frontier Services Agreement to provide a static IP address at the Water Treatment Plant.[36]

Water Interconnect IMA — Town/Village Extension
The Mayor is authorized to sign the Extension/1st Amendment to the Water Interconnect Inter-Municipal Agreement between the Town and Village of Red Hook, originally dated November 1, 1991.[33][34]
Water Leak Adjustment Policy
The Village maintains an approved water leak adjustment policy, allowing adjustments to water bills in cases of qualifying leaks.[32]
Water Service Agreement — Bell Jar LLC (Mighty Donuts)
The Village has executed a Water Agreement with Bell Jar LLC (a.k.a. Mighty Donuts) at 7268 South Broadway, connecting to the Old Farm Road water main. The applicant is responsible for easements and the service line after the Village curb stop.[25][30]
WIIA Financing Agreement — NYS EFC
The Mayor is authorized to execute the Water Infrastructure Improvement Act (WIIA) financing agreement with the New York State Environmental Facilities Corporation.[31]

Water Rate Schedule — Base and Tiered Rates
The current water rate schedule, adopted August 8, 2022, establishes base use rates and tiered per-gallon charges for higher consumption. The schedule supersedes prior rate schedules and is codified under Village Code Section 195-26.[8][10][13][18][26]
Water Late Payment Penalties
A penalty of 5% is applied at 30 days past due, with an additional 5% applied at 60 days past due.[26]
LIHWAP Water Assistance Program Participation
The Village participates in the Low Income Household Water Assistance Program (LIHWAP), with the Mayor authorized to sign the required NYS forms to accept and distribute water assistance payments to eligible low-income households.[24]
Residential Payment Plan for Past-Due Water Bills
The Village offers a Residential Payment Plan allowing water customers who are past due to pay off their balances based on their financial circumstances, pursuant to the adopted payment plan agreement.[27]
PFOA/S Removal and Water System Resiliency Upgrades — SEQR Classification
The water system project encompassing PFOA/S removal, resiliency upgrades to the Village/Town interconnect, water tower, replacement of approximately 2,400 linear feet of undersized water mains, hydrants, valves, and approximately 30 residential lead service lines on Cherry Street and Graves Street is classified as a Type II Action under SEQR and is not subject to environmental review.[28]

Water Main Extension — Route 9 to Old Farm Road
The Mayor is authorized to execute easements and water supply contracts with T.G.S. Associates Inc. and Red Hook Land Corp. for a water loop and main extension on Route 9. The private parties supply easements and bear all construction costs; the Village applies for the required NYS DOT permit for the directional drill crossing.[21]

Hoffman Farms Water Supply Rate — DCWWA Multiplier
The Village sells water to the Dutchess County Water and Wastewater Authority (DCWWA) for the Hoffman Farms project at a rate of 1.525 times the then-current Village water rate; this rate rises as the base Village rate increases over time.[15][20]
Hoffman Farms Water Supply — Infrastructure Conditions
The Hoffman Farms water supply agreement requires: creation of a DCWWA Zone of Assessment; developer-funded construction of all water infrastructure; submission of an offer of cession conveying infrastructure and easements to the Village for $1.00; and establishment of a developer escrow account for legal and engineering expenses.[15][20]

The Village has approved the Water and Waste System Grant Agreement with the US Department of Agriculture Rural Utilities Services.[17]

Local Law 2-2015 establishes a Cross-Connection Control Program, mandated by the NYS Department of Health to protect the Red Hook water supply. A permit fee of $75.00 applies.[12]

Water service rates effective June 1, 2011 include: water sample to lab $45.00, water shut off $50.00, water turn on $50.00, location of water lines $50.00, and water meter read $25.00.[5]
Water Tapping Fees
New tapping fees are $2,500.00, or $3,000.00 if highway installation is required.[5]

The fee for turning water back on (reconnection) is $125.00.[2]
Hydrant Fill Charges — Pool Filling
Hydrant fill charges for pool filling are: $918.00 for 30,000 gallons, $750.00 for 24,000 gallons, $387.00 for 12,000 gallons, and $200.00 for 6,000 gallons.[2]
Well Restoration and Generator Service Contract Policy
The Village authorizes reasonable costs for well restorations and electrical hookup service, with RFPs issued to at least three vendors and an annual service contract maintained for the generator.[3]

Water Supply Agreement — 35 Blue Echo Road
A resolution to authorize the Mayor to sign a water service contract with 35 Blue Echo Road (Town of Red Hook) was withdrawn and did not take effect.[39]

C3ND — Water and Sewer Operator Contracts
The Mayor was authorized to sign two C3ND operator contracts for water and sewer systems with an end date of May 31, 2022 and with the CPI-linked rate provision deleted. These contracts expired May 31, 2022.[23]
Pool Filling Rate
A pool filling rate was previously included in the water rate schedule. It was removed as part of the August 8, 2022 Water Rates and Fee Schedule adoption.[26]

Delaware Engineering — Annual Consulting Contract
Delaware Engineering was retained as annual consultant at $850.00/month. Superseded by the appointment of H2O Innovation Operation & Maintenance, LLC as Water & Sewer Operator effective August 1, 2025.[22][41]

C.T. Male — Water Department Operations Contract
C.T. Male served as the Village's water department operations contractor. The contract was terminated effective February 1, 2018, replaced by a probationary contract with VRI Environmental Services, Inc.[6][19]
VRI Environmental Services — 4-Month Probationary Contract
VRI Environmental Services, Inc. was engaged on a 4-month probationary basis beginning February 1, 2018, per their proposal dated January 15, 2018. This contract expired approximately June 1, 2018.[19]
2017
Water Rate Increase — 3% Per Quarter Over 8 Quarters
Authorized a 3% per quarter water rate increase over 8 quarters beginning March 2016 to address bonding costs for Phase II of the water project. The scheduled increases concluded by October 2017; the final increase was subsequently forfeited.[13][18]
Water Rate Increase Waiver — Final Quarter
The last scheduled quarterly water rate increase was forfeited in recognition of $2,280,000 in Drinking Water Infrastructure Improvement Act grants awarded to the Village. This action completed and closed the 8-quarter rate increase program.[18]

Water Fee — $50.00 General Service Fee
A general water service fee of $50.00 was established in 2016 to reflect expenses incurred by the Village when providing water services. Superseded by the comprehensive 2022 Water Rates and Fee Schedule.[16][26]
Water Phase II — USDA-RD Form E Update
The original USDA-RD Form E (project budget $3.8 million, dated July 14, 2014) was updated to add McCabe and Mack LLC, Rodenhausen/Chale, and bookkeeper Doris Balacic-Schueing without increasing the overall project budget. This administrative update pertained to the now-completed Phase II water project.[14]

Water Rate Schedule — 2014 15% Increase

Hoffman Farms — Letter of Intent for Water Supply
The Village issued a letter of intent to supply water to the proposed TND Hoffman Farms residential project, contingent on formal district creation, capacity availability, pricing agreements, and escrow payment of engineering and legal costs. Superseded by the executed water supply agreement with DCWWA.[11][20]

Water Rate Schedule — 2013 Conversion (Cubic Feet to Gallons)
Amended Chapter 195 Part 2 to establish a rate schedule reflecting conversion from cubic feet to gallons, effective October 1, 2013, with a minimum charge of $45.00 for usage up to 5,610 gallons. Superseded by the 2014 and 2022 rate schedules.[8]
