RESOLVED

  1. the Village of Red Hook approves these corrections to the General, Water & Sewer Fund budgets as shown in the schedule: General Fund Zoning per service adjusted from $40,000 to $35,000 and Zoning contractual expense from $45,000 to $50,000; Water Fund Water Repairs adjusted to $50,000; Sewer Fund Admin per service adjusted to $4,500

  1. The Board approves the Mayor's appointments as listed: Village Clerk Jennifer Cavanaugh (term ends April 6, 2026), Deputy Clerk Diana Devens (term ends April 7, 2025), Associate Justice Thomas Mansfield (term ends April 7, 2025), Fire Inspector Gary Beck, Deputy Fire Inspector Thomas Keith, Planning Board member David Markusen-Weiss (term ends April 2, 2029), Zoning Board of Appeals Chair Erik Cuthell (term ends April 2, 2029), and various committee members as detailed
  2. The Board designates Key Bank and M&T Bank as depositories of all monies received by the Village Treasurer, Clerk, and Receiver of Taxes
  3. The Board will approve reimbursement to officers and employees at the current federal IRS rate per mile in effect at the time of the trip
  4. The Board authorizes payment in advance of audit of claims for public utility services, postage, freight and express charges, with all such claims presented at the next regular meeting for audit and the claimant and officer jointly and severally liable for any disallowed amounts
  5. The Board acknowledges review and familiarity with the Ethics Code and Procurement Code of the Village of Red Hook
  6. The following officers and employees are authorized to attend specified schools and meetings as detailed
  7. The Board appoints The Daily Freeman (aka Media News Group) as the official newspaper
  8. The Board renews the meeting schedule with regular meeting dates specified for Justice Court, Criminal Court, Planning Board, Zoning Board of Appeals, Communications Committee, Events Committee, Human Relations Committee, Public Spaces Initiatives, Village Green, and Board of Trustees meetings and workshops through 2025
Whereas
  • WHEREAS, the Board of Trustees (Board) has received and reviewed the various annual reorganization documents, including: The Meetings Schedule, Official Newspaper, and the Mayor's Appointees/Officers designations with any new appointments listed
  • WHEREAS, under Village Law §3–301(3) the Mayor must appoint, with Board approval the offices of Clerk, Treasurer, Deputy Clerk, Associate Justice, and members of boards
  • WHEREAS, the Board has determined that Village Law §4–412(3)(2) requires the designation of banks of trust companies for the deposit of all Village monies
  • WHEREAS, the Board has determined to pay a fixed rate for mileage as reimbursement to Village Officials and employees who use their personal automobiles while performing official duties
  • WHEREAS, the Board has determined to authorize payment in advance of audit of claims for public utility services, postage, freight and express charges
  • WHEREAS, all such claims must be presented at the next regular meeting for audit
  • WHEREAS, the claimant and the officer incurring or approving the claim are jointly and severally liable for any amount the board of trustees disallows
  • WHEREAS, there is to be held during the coming official year a) NYCOM's Winter Legislative Meeting, b) NYCOM's Annual Meeting and Training School, c) NYCOM's Fall Training School, d) NYCOM's Public Works Training School, and e) the following county association meetings: Dutchess County Supervisors & Mayors Association, Dutchess County Planning Association, Dutchess County Transportation Council
  • WHEREAS, attendance by certain municipal officials and employees at one or more of these meetings, conferences or schools benefits the municipality
  • WHEREAS, the Board of Trustees is meeting in person on April 8, 2024
  • WHEREAS, the Board is aware of the existing Ethics Code and Procurement Code as embodied in our Local Law and is reminded of same
  • WHEREAS, the Board intends to complete the annual reorganization with consolidated voting and move to other business
