## **Highway Department:**
## Materials Management
Here are this month’s costs and expenses. Please refer to the attached Resource Recovery Data Report.
## Trash & Recycling Pickup
Trash & recycling must be out before 5am on Monday mornings. Cardboard bundles should be bound together with string or tape. Paper recycling should be placed loose within a lidded tub or bin.
Recycling pickup alternates between Yellow (paper & cardboard) & Blue (metal, plastic & glass). The Dual-Stream Recycling calendar and guide is available at Village Hall, and at redhookvillage.org/recycle
Bulk Item tags are available for purchase at the Clerk's office.
## Food Waste Dropoff
**Residents are welcome to join the Village’s Food Waste Collection Program** , made possible in part by a composting grant from Dutchess County. Sign up in person at Village Hall, by phone, or online.
## Brush / Yard Waste Pickup
Pickups are scheduled for the first full week of every month, pending weather conditions and scheduling. Residents are reminded of the following:
- Avoid creating long-term piles, place piles out just prior to pick-up week.
- Lawn clippings and brush should be set out in separate piles.
- Place piles on the edge of your lawn (not on the sidewalk or in the street).
- Piles should not include construction debris, garbage, stumps, and/or branches over 6” in diameter
- Yard waste piles should never cover water or sewer shut offs or on top of fiberoptic ground vaults.
## **Snow Removal & Seasonal Parking Rules:**
No all-night street parking is permitted in the Village from **November 1st - March 31st.** Vehicles parked on the streets between 11 PM - 6 AM may be ticketed and towed at the owner's expense.
Property owners are reminded to remove athletic equipment, garbage receptacles and/or any other temporary
obstacles from the side of streets to prevent their damage during snow removal operations.
The owner and/or occupant of every building/lot in the village with an adjoining sidewalk, is required to remove snow and ice within 24 hrs of the end of a snowstorm. The Village Highway Department may remove uncleared snow/ice , at the cost of $2.00 per linear foot to the property owner. Charges will be assessed and collected with the next tax levy.

## **Street Light Complaints:**
If you notice a street light out in the Village: You may notify Central Hudson directly by going to: cenhud.com/en/outages, selecting ‘ _Report a Street Light_ ’ and filling out their online form.
## **Potholes:**
You can notify the village of potholes on Village roads by calling the Village Clerk’s office or filling out the “Report a Concern” form at: redhookvillage.org/concern. Please note that the Village is not allowed to conduct repairs on State Highways. If you would like to report a pothole on a State Highway, The Village can forward your concern - or you can submit your complaint directly to the NYS DOT by calling 1.800.POTHOLE (1.800.768.4653).

Thank you Jake for receiving the Village Green tree order at Highway Garage on Wed 11/5, and for making the time to confirm for the committee that the 7488 N. Broadway planting location was suitable for digging. And a big thank you to **everyone** for the most successful Village Halloween Night since records have been kept.

Fall Planting Day took place as scheduled on **Saturday, November 8th at 9am.** Volunteers gathered in front of Village Hall for quick introductions, team assignments, and a group photo. As one new tree was to be installed nearby, a live planting demonstration was held at that site. The teams then dispersed for planting, returning afterwards for a luncheon in the courtroom at Village Hall.
The committee has elected Tara Barrett as Chair, effective immediately. They have also completed an audit of all committee assets (the VGC storage shed, physical inventory like tools, vests, tree labels, as well as online documents.) As requested, I have set up a Village Street Tree Request Form. This is more efficient for committee members than door knocking, and offers another option for residents to engage with the Village. A record of Fall 2025 committee activity is largely captured in the document Actions of the VGC.
All current terms end 12/31/25, and all committee members are interested in reappointment. It has been a pleasure working with this hardworking team. I look forward to continuing to serve both them and the Village.

In October, Deputy Mayor Kjarval continued to collaborate with me on program rollout. Per our conversations, I suggest we refer to our program as the **Village Food Waste Collection Program** . Food waste is what we collect on our end, which is turned into compost. I continue to update references from ‘Compost’ to ‘Food Waste’ in our in-house materials. The description of the grant from Dutchess County remains the Red Hook Village Composting Program.
At the start of the month, I created a spreadsheet, [Food Waste Program Subscribers], capturing data from all participants so far. I redesigned the online form [FWP Registration]. I also supplied the Clerk with written copy to be used as confirmation of registration - online, in-person, and over the phone [FWP Confrmation].
Deputy Mayor Kjarval also assisted with design/branding elements for the program - including the logo and QR code here:

As you recall, we signed the contract with Dutchess County at our last workshop. Mayor Smythe has now submitted our first Reimbursement Request to the county. Grant expenses as of the request total **$2,268.09** .
Our hauler, Laughing Fox Farm, has provided collection data since the program’s inception. Here are our pickup dates and food waste volume diverted from landfill thus far:

Next items up: Stickers for the countertop bins supplied to residents are on order. The bins will be ready for distribution once they are unboxed, and have stickers affixed by the FWP volunteer team, which is currently lining up.
