School Speed Zone Support — LAMS & Red Hook High School
The Village Board of Trustees supports the creation of a school speed zone on State Route 199 and County Route 79 (Linden Avenue) around Linden Avenue Middle School (LAMS) and Red Hook High School (RHHS), both of which have entrances on State Route 199, with LAMS also having an entrance on County Route 79.[25][27]

Seasonal Towing Contract — H&N Towing Enterprises
H&N Towing Enterprises (7309 S Broadway, Red Hook) is awarded the 2025–2026 Seasonal All-Night Parking Law Towing Contract. The Mayor is authorized to enter into an on-call contract at a rate of $205.00 per vehicle including 3 days of vehicle storage, and $75.00 per day per vehicle for each additional day thereafter.[23][26]
Enhanced Crosswalk Design — State Routes 9 & 199
The Village approves the addition of a painted buffer area and no-parking signage around the four existing crosswalks along State Rt. 9 (at Morgans Way, Fraleigh St., and Prince St.) and State Rt. 199 (at Red Hook High School entrance), following the design approved by NYSDOT for Rhinebeck. Final design is to be reviewed by the DPW Foreman and the Mayor prior to notification to NYSDOT Region 8.[24]

Temporary Parking Restriction — Park Avenue (North Side)
Parking is temporarily restricted on the north side of Park Avenue to ensure emergency vehicle access to the Cookingham West public trail system.[22]
Temporary Parking Restriction — Church Street Extension
Parking is temporarily restricted on both sides of Church Street Extension for 200 feet from Park Avenue, and on the east side of Church Street Extension beyond the 200-foot mark from Park Avenue.[22]
Crosswalk Addition — Park Avenue
A crosswalk shall be added across Park Avenue from the sidewalk to the beginning of the path in the Richard M. Abrahams Memorial Park.[22]

Village Parking Lot — Four-Hour Parking Limit
Parking in the Village parking lot is limited to four hours between 8:00 AM and 5:00 PM. All-day parking is prohibited except by permit, and the lot may be closed with forty-eight hours' notice, pursuant to Local Law No. 5 of 2023 amending Chapter 190 Vehicle and Traffic Code.[21]

Pedestrian Crosswalk Lighting — RRFB Locations
Solar-powered Rectangular Rapid Flashing Beacons are installed at NYS Rt. 199 at Benner Road and NYS Rt. 9 at Morgans Way, and Pedestrian-activated Flashing LED Warning Signs at NYS Rt. 9 at Prince Street and NYS Rt. 9 at Fraleigh Street, under NYSDOT pedestrian safety action plan contract #2 PIN 8OPS.02 D263742.[14][15][17][18]
Pedestrian Crosswalk Lighting — Village Maintenance Obligation
The Village of Red Hook shall maintain, repair, and energize the pedestrian crosswalk lighting system at its own expense for a period of 25 years, including repair and replacement of equipment and furnishing of electric current, pursuant to an agreement with the State of New York through the Commissioner of Transportation.[14][15][17][18]

ADA Pedestrian Improvements — Project Authorization
The Village of Red Hook ADA Pedestrian Improvements project (PIN 8761.48, Dutchess County) is approved, with the Village committing 100% of available funding for construction. The project is funded at a ratio of 80% Federal / 20% non-federal funds under Title 23 U.S. Code, with NYSDOT administering and constructing the project. The Village is responsible for all maintenance of the project.[16]

Bus Stop No-Parking Zones — Route 9 & Route 199
No-parking zones are established at bus stop locations on Route 9 at Village Hall and Firehouse Plaza, and on Route 199 at the intersection of St. John's Street and West Market Street, pursuant to Local Law No. 3 of 2018 amending Chapter 190 Vehicle and Traffic Code Schedules XII and XXII.[13]

Seasonal All-Night Parking Prohibition — Village Streets
No vehicle shall be parked on any village-owned street or village right-of-way within the corporate limits of the Village of Red Hook between the hours of 11:00 PM and 6:00 AM during the period November 1 through March 31 of each year, both dates inclusive.[11]
Seasonal All-Night Parking Prohibition — State Routes 9 & 199
On New York State highways Route 9 and Route 199, there shall be no parking from 2:00 AM to 6:00 AM during the period November 1 through March 31 of each year.[11]
Seasonal Parking — Police Towing Authority
When snow and/or ice clearing operations are underway, any vehicle parked or abandoned in violation of the seasonal parking prohibition may be removed by or under the direction of the Red Hook Police Department or any responding police agency.[7][11]
Walk Signal Modification — Broadway & Market Street
The NYS Department of Transportation is authorized and instructed to remove the all-lanes-blocked walk signal sequence at the Broadway and Market Street intersection and change it to a manual push-button sequence allowing pedestrian crossing parallel to traffic only. NYS DOT is authorized to sign or mark controls or crosswalks as needed to advise pedestrians of the change.[12]

Church Street Drop-Off Zone — Hours
A drop-off zone on Church Street (Methodist Church) is authorized with operating hours of 8:00 AM to 12:30 PM, Monday through Friday. The zone is painted on the curb contingent upon Village attorney approval.[4]

A stop sign extension to Elizabeth Street 100 yards is established, with stop sign placement satisfying all rules and regulations of the NYS DOT.[2]

School Speed Zone Support — Resolution 40-2025
The Village Board expressed general support for establishing school speed zones in the Village of Red Hook. Superseded by the more specific Resolution 11-2026 (footnote 27) identifying State Route 199 and County Route 79 (Linden Avenue) as the target corridors.[25]

Seasonal Towing Contract — H&N Towing (2022–2023 Season)
H&N Towing Enterprises was approved as the on-call towing company for the 2022–2023 season at a fee of $175 per vehicle including 3 days of storage, plus $50 per day for each additional day of storage. Superseded by the 2023–2024 contract (footnote 20) and subsequent contracts.[19]
Seasonal Towing Contract — H&N Towing (2023–2024 Season)
H&N Towing Enterprises was awarded the 2023–2024 seasonal all-night parking law towing contract at rates of $205 per vehicle (including 3 days of storage) and $75 per vehicle for each additional day. Expired March 31, 2024.[20]

Pedestrian Crosswalk Lighting Maintenance Agreement — Resolution 19-2020
The Village approved changes since Resolution 4-2019 to the RRFB pedestrian crosswalk lighting project and authorized the Mayor to execute the maintenance agreement committing the Village to maintain the system for 25 years from October 13, 2020. Superseded by Resolution 2-2021 (footnote 18).[17]

The Village approved the NYSDOT pedestrian crosswalk lighting project (PIN 8OPS.02 D263742) and authorized the Mayor and Deputy Mayor to execute the maintenance agreement committing the Village to maintain the system for 25 years. Pedestrian Crosswalk Lighting Maintenance Agreement — Resolution 33-2018
The Village approved installation of solar-powered highway signalized intersection lighting at four crosswalk locations and committed to maintain, repair, and energize the systems for 25 years from December 20, 2018. Superseded by Resolution 4-2019 (footnote 15), Resolution 19-2020 (footnote 17), and Resolution 2-2021 (footnote 18) as the project design evolved.[14]

Seasonal Towing Contract — Westside Auto (2012–2013)
Westside Auto was authorized to provide seasonal towing services at $75.00 per tow and $25.00 per day storage for the duration of the Village Snow Ordinance from November 1, 2012 through March 31, 2013, between the hours of 11:00 PM through 6:00 AM. Expired March 31, 2013.[10]

Westside Auto and Towing (Steve Lown) was appointed to tow vehicles during seasonal parking enforcement from November 1 through March 31, 11:00 PM to 6:00 AM, contingent on submission of certificate of insurance. Expired March 31, 2012; superseded by subsequent seasonal contracts.[8]

Westside Auto and Towing (Steve Lown) was re-appointed to tow vehicles during seasonal parking enforcement from November 1 through March 31, 11:00 PM to 6:00 AM, with certificate of insurance required before work commenced. Expired March 31, 2012.[9]
Seasonal All-Night Parking — Original Towing Authority (Local Law 6 of 2011)
Local Law No. 6 of 2011 originally authorized the Red Hook Police Department to remove and impound vehicles parked or abandoned in violation of seasonal all-night parking regulations (November 1 through March 31, 11:00 PM to 6:00 AM), with registered owners required to pay administrative fees, penalties, fines, and towing/storage charges.
