School Speed Zone Support – LAMS and RHHS
Snow Removal Fee – First Offense
For a first offense in a season, the Village charges a snow removal fee of $2.00 per linear foot and a sanding/salting fee of $0.50 per linear foot when a property owner fails to clear snow and ice within 24 hours after a storm, as required by Village Code Section 165-1.[24]
Snow Removal Fee – Second Offense
For a second offense in a season, the Village charges a snow removal fee of $3.00 per linear foot and a sanding/salting fee of $0.75 per linear foot.[24]
Snow Removal Fee – Third and Subsequent Offenses
For a third and any subsequent offense in a season, the Village charges a snow removal fee of $4.00 per linear foot and a sanding/salting fee of $1.00 per linear foot.[24]

Enhanced Crosswalk Design – State Routes 9 and 199
The Village approves the addition of painted buffer areas and no-parking signage around the four existing crosswalks on State Rt. 9 (at Morgans Way, Fraleigh Street, and Prince Street) and State Rt. 199 (at the Red Hook High School entrance), following the design approved by NYSDOT for Rhinebeck. Final design is to be reviewed by the DPW Foreman and the Mayor prior to notification to NYSDOT Region 8.[20]

Temporary Parking Restriction – Park Avenue (North Side)
Parking is temporarily restricted on the north side of Park Avenue to ensure emergency vehicle access to the Cookingham West public trail system.[19]
Temporary Parking Restriction – Church Street Extension
Parking is temporarily restricted on both sides of Church Street Extension for 200 feet from Park Avenue, and on the east side of Church Street Extension beyond the 200-foot mark from Park Avenue.[19]
Crosswalk Addition – Park Avenue
A crosswalk shall be added across Park Avenue from the sidewalk to the beginning of the path in the Richard M. Abrahams Memorial Park.[19]

Municipal Parking Lot – Four-Hour Parking Limit
Parking in the Village parking lot is limited to four hours between 8:00 AM and 5:00 PM. All-day parking is prohibited except with a permit, and the lot may be closed with forty-eight hours' notice, as established by Local Law No. 5 of 2023.[18]

Crosswalk Lighting Maintenance Obligation – NYSDOT Agreement
The Village of Red Hook commits to maintain, repair, and energize solar-powered pedestrian crosswalk lighting systems (Rectangular Rapid Flashing Beacons at NYS Rt. 199 at Benner Road and NYS Rt. 9 at Morgans Way; and Pedestrian-activated Flashing LED Warning Signs at NYS Rt. 9 at Prince Street and NYS Rt. 9 at Fraleigh Street) for a period of 25 years, at Village expense, including repair and replacement of equipment and furnishing of electric current. The Mayor is authorized to execute the agreement with the State of New York through the Commissioner of Transportation.[13][14][15][16]

Bus Stop No-Parking Zones – Route 9 and Route 199
No-parking zones are established at bus stop locations on Route 9 at Village Hall and Firehouse Plaza, and on Route 199 at the intersection of St. John's Street and West Market Street, as set forth in Chapter 190 Vehicle and Traffic Code Schedules XII and XXII.[12]

Seasonal All-Night Parking – Village Streets
Seasonal All-Night Parking – State Highways Route 9 and Route 199
On New York State highways Route 9 and Route 199, there shall be no parking from 2:00 AM to 6:00 AM during the period November 1 through March 31 of each year.[9]
Seasonal Parking Violation – Vehicle Removal Authority
When snow and/or ice clearing operations are underway, any vehicle parked or abandoned in violation of the seasonal all-night parking restrictions may be removed by or under the direction of the Police Department of the Village of Red Hook or any responding police agency. The registered owner must pay an administrative fee, any penalties and fines owed to the Village, and all towing and storage charges incurred.[8][9]
Walk Signal Modification – Broadway and Market Street
The NYS Department of Transportation is authorized and instructed to remove the all-lanes-blocked walk signal sequence at the Broadway and Market Street intersection and change it to a manual push-button sequence allowing pedestrian crossing parallel to traffic only. NYS DOT is authorized to sign or mark controls or crosswalks as needed to advise pedestrians of the change.[10]

A school crossing zone is established as part of the Safe Routes to School Program.[4]
Church Street Drop-Off Zone
A drop-off zone is established on Church Street (Methodist Church) with operating hours of 8:00 AM to 12:30 PM, Monday through Friday. The zone is painted on the curb contingent upon Village attorney approval.[5]

Stop Sign Extension – Elizabeth Street
A stop sign extension is established on Elizabeth Street 100 yards from the intersection, with placement satisfying all rules and regulations of the NYS Department of Transportation.[2]

The speed limit within the school zone shall be reduced to 20 mph.[1]

Snow Removal Fee – Flat Rate $2.00/Linear Foot
Superseded by Resolution 46-2025 and then by Resolution 2-2026. The Village affirmed a flat snow removal fee of $2.00 per linear foot for sidewalk clearing when property owners failed to act within 24 hours.[17]

Crosswalk Lighting Maintenance – Resolution 19-2020
Superseded by Resolution 2-2021. The Village approved changes to Resolution 4-2019 and authorized the Mayor to execute the 25-year maintenance agreement with NYS DOT for RRFB crosswalk lighting.[15]

Crosswalk Lighting Maintenance – Resolution 4-2019
Superseded by Resolutions 19-2020 and 2-2021. The Village approved the NYSDOT pedestrian crosswalk lighting project and authorized the Mayor and Deputy Mayor to execute the maintenance agreement.[14]

Crosswalk Lighting Maintenance – Resolution 33-2018
Superseded by Resolutions 4-2019, 19-2020, and 2-2021. The Village approved installation of solar-powered highway signalized intersection lighting at four crosswalk locations and committed to maintain the systems for 25 years at Village expense.[13]

Key Bank Parking Lot – DASNY Grant Disbursement Agreement
Superseded by completion of purchase. The Mayor was authorized to sign the Grant Disbursement Agreement with DASNY for a $125,000 capital grant for the Key Bank parking lot purchase; Trust and Agency Account T10,10 was designated as the segregated account.[11]

Key Bank Parking Lot Acquisition – Negotiation Authorization
Superseded by subsequent purchase. Mayor Cohen and Trustee Blundell were authorized to negotiate for funding to purchase the Key Bank parking lot.[3]
