Seasonal Towing Contract – H&N Towing (Current)
H&N Towing Enterprises (7309 S Broadway, Red Hook) is awarded the 2025–2026 Seasonal All-Night Parking Law Towing Contract. The Mayor is authorized to enter into an on-call contract at a rate of $205.00 per vehicle including 3 days of vehicle storage, and $75.00 per day per vehicle for each additional day thereafter.[25][28]
Enhanced Crosswalk Design – State Routes 9 & 199
The Village approves the addition of painted buffer areas and no-parking signage around the four existing crosswalks along State Rt. 9 (at Morgans Way, Fraleigh St., and Prince St.) and State Rt. 199 (at Red Hook High School entrance), following the design approved by NYSDOT for Rhinebeck. Final design is to be reviewed by the DPW Foreman and the Mayor prior to notification to NYSDOT Region 8.[26]

Temporary Parking Restrictions – Park Avenue & Church Street Extension
Parking is temporarily restricted as follows: no parking on the north side of Park Avenue; no parking on either side of Church Street Extension for 200 feet from Park Avenue; no parking on the east side of Church Street Extension after the 200-foot mark from Park Avenue. A crosswalk is to be added across Park Avenue from the sidewalk to the beginning of the path in the Richard M. Abrahams Memorial Park.[24]

Village Parking Lot – Time Limit and Permit Rules
Pursuant to Local Law No. 5 of 2023 amending Chapter 190 Vehicle and Traffic Code, parking in the Village parking lot is limited to four hours between 8:00 AM and 5:00 PM; all-day parking is prohibited except by permit, and the lot may be closed with forty-eight hours' notice.[23]

Pedestrian Crosswalk Lighting – NYSDOT Maintenance Commitment
The Village of Red Hook commits to maintain, repair, and energize at its own expense the solar-powered pedestrian crosswalk lighting systems (Rectangular Rapid Flashing Beacons at NYS Rt. 199 at Benner Road and NYS Rt. 9 at Morgans Way; Pedestrian-activated Flashing LED Warning Signs at NYS Rt. 9 at Prince Street and NYS Rt. 9 at Fraleigh Street) for a period of 25 years under NYSDOT PIN 8OPS.02 D263742. The Mayor is authorized to execute the agreement with the State of New York through the Commissioner of Transportation.[16][17][19][20]

ADA Pedestrian Improvements – Federal-Aid Project Authorization
The Village authorizes the ADA Pedestrian Improvements project (PIN 8761.48) and commits 100% of available funding for construction, with costs borne at a ratio of 80% Federal funds and 20% non-federal funds. The Mayor is authorized to execute all necessary agreements, certifications, or reimbursement requests with NYSDOT, and the Village is responsible for all maintenance of the project.[18]

Bus Stop No-Parking Zones – Local Law 3-2018
No-parking zones are established at bus stop locations on Route 9 at Village Hall and Firehouse Plaza, and on Route 199 at the intersection of St. John's Street and West Market Street, pursuant to Local Law No. 3 of 2018 amending Chapter 190 Vehicle and Traffic Code Schedules XII and XXII.[15]

Seasonal All-Night Parking Prohibition – Village Streets
No vehicle shall be parked on any village-owned street or village right-of-way within the corporate limits of the Village of Red Hook between the hours of 11:00 PM and 6:00 AM during the period November 1 through March 31 of each year, both dates inclusive.[13]
Seasonal All-Night Parking Prohibition – State Routes 9 & 199
On New York State highways Route 9 and Route 199, there shall be no parking from 2:00 AM to 6:00 AM during the period November 1 through March 31 of each year.[13]

Walk Signal Modification – Broadway & Market Street
The NYS Department of Transportation is authorized and instructed to remove the all-lanes-blocked walk signal sequence at the Broadway and Market Street intersection and change it to a manual push-button sequence allowing pedestrian crossing parallel to traffic only. NYS DOT is authorized to sign or mark controls or crosswalks as needed to advise pedestrians of the change.[14]

A school crossing zone is established as part of the Safe Routes to School Program.[4]
Church Street Drop-Off Zone Hours
A drop-off zone on Church Street (Methodist Church) is designated with operating hours of 8:00 AM to 12:30 PM, Monday through Friday; the zone is painted on the curb contingent upon Village attorney approval.[5]
Two-Hour Parking – St. John's Street South Side
Two 2-hour parking signs are placed on the south side of St. John's Street adjacent to the old Post Office building.[6]

Stop Sign Extension – Elizabeth Street
A stop sign extension is placed to Elizabeth Street 100 yards, with stop sign placement satisfying all rules and regulations of the NYS DOT.[2]

The speed limit within the school zone is reduced to 20 mph.[1]

Seasonal Towing Contract – H&N Towing (2022–2023 On-Call)
H&N Towing Enterprises was approved as the on-call towing company for the 2022–2023 season at $175 per vehicle including 3 days of storage, plus $50 per day per vehicle for each additional day. Superseded by the 2023–2024 and subsequent contracts.[21]
