Mileage Reimbursement Rate
Conference and Training Attendance Authorization
Village officers and employees are authorized to attend professional training meetings and schools including NYCOM's Winter Legislative Meeting, NYCOM's Annual Meeting and Training School, NYCOM's Fall Training School, NYCOM's Public Works Training School, and county association meetings (Dutchess County Supervisors & Mayors Association, Dutchess County Planning Association, Dutchess County Transportation Council). Attendance requiring Village-paid expenses must be approved by the Mayor or Board of Trustees before commitment of funds.[8][25]
Authorized Training Attendees by Meeting Type
The Mayor, Board of Trustees, Clerk, and Treasurer are authorized for NYCOM Winter Legislative, Annual, and Fall Training meetings. The Mayor and DPW Foreman are authorized for NYCOM's Public Works Training School. The Mayor and Deputy Mayor are authorized for Dutchess County Supervisors & Mayors Association and Dutchess County Transportation Council. Planning Board and ZBA members and the Planning/Zoning Clerk are authorized for the Dutchess County Planning Association.[25]
Training Budget Allocations — FY2026–27
The Board has approved the following training budgets for fiscal year 6/1/26 through 5/31/27: $2,000 for trustees (account A1010.4), $2,000 for Village staff, with Planning/Zoning within A8010.43, Court within A1110.45, and DPW within A1640.43 or EW8320.45.[25]
Trustee Training Budget Allocation Policy
The Trustee training budget line (A1010.4) divided by four (4) is allotted to each Trustee for municipal training fees (e.g., NYCOM, NYS Comptroller) and associated necessary expenditures (e.g., mileage, lodging) without prior Board approval. Expenses exceeding a Trustee's allocation require Board discussion and approval before expenditure, and all expenses must go through the voucher audit process prior to reimbursement.[24][25]

Sick Leave Bank Policy
A Sick Leave Bank Policy is adopted for full-time Village of Red Hook employees, allowing employees who have exhausted their leave benefits and face severe loss of income to receive voluntary donations of sick days from other full-time employees with accumulated sick leave.[20]

Full-Time Treasurer Position
The Village is authorized to hire a Full-Time Treasurer at $30.00/hour with a 15% employee contribution toward health insurance, with a start date no earlier than January 6, 2025.[18]

Non-Union Call-In Minimum Pay
When a non-union Village employee is called in to work as an exception, for an emergency, or for a small amount of work outside normal hours, the employee shall receive a minimum of 1 hour of pay at the employee's standard pay rate.[16]

Part-Time Bookkeeper Position
A part-time bookkeeper position is established in place of the previously approved full-time Treasurer position.[15]

Sexual Harassment Policy
The Village has adopted a Sexual Harassment Policy as modified by labor counsel to comply with New York State Labor Law §201-g. The policy is disseminated to all Village employees, applicants for employment, paid and unpaid interns, contractors, and persons conducting business with the Village.[11]

Non-Union Longevity Pay
Non-union full-time employees receive longevity pay at $0.50/hour increments for every 5 years of full-time service, up to 25 years of employment.[5]
2011
Office Staff Meeting Compensation Minimum
Office staff shall receive a 2-hour minimum compensation for attendance at Village, zoning, and planning board meetings.[2]
Employee Training — Mayor's Budget Line
The Mayor's contractual budget line is modified to include funding for Village employee training programs, including lunch-and-learn sessions.[3]
Non-Union Vacation Time — Five-to-Ten Year Tier
Non-union full-time employees receive one additional day of vacation after the five-year anniversary and one additional day per year up to the ten-year anniversary, for a maximum of four weeks of vacation at the ten-year mark. Vacation time is non-cumulative.[4]

Effective June 1, 2024 (except as noted), the following rates were set: Rebecca Kent $22.62/hr, Lara Hart $28.20/hr, Jennifer Cavanaugh $28.00/hr, Doris Balacic-Scheuing $19.11/hr, Diana Devens $17.51/hr, Lori Urbin $30.90/hr, Angela Dourdis $26.50/hr; Court Intern Seymone Rosenberg and Village Intern Eli Staubi to $15.50/hr effective 1/1/25; Sean Morrisey to $18.00/hr effective 12/9/24. Superseded by Resolution 26-2025 and subsequent wage resolutions.[19]

Non-Union 2.5% Pay Increase (2023)
A 2.5% wage increase effective June 1, 2023 was approved for Rebecca Kent, Lara Hart, Jennifer Cavanaugh, Doris Balacic-Scheuing, and Zachary Simmons. Superseded by Resolution 42-2024 and subsequent wage resolutions.[17]
Part-Time Laborer — Zachary Simmons Wage
Zachary Simmons (Part-Time Laborer) received an increase to $17.12/hour effective June 1, 2023. No longer referenced in current wage resolutions; superseded or position ended.[17]

Non-Union 2.7% Pay Increase (2022)
A 2.7% salary increase retroactive to June 1, 2022 was approved for non-union employees Clark Kimble, Jen Cavanaugh, Lara Hart, Todd Vanbuskirk, and Rebecca Kent. Superseded by subsequent wage resolutions.[14]

Non-Union 1.5% Pay Increase (2021)
A 1.5% raise was approved for all Village non-union employees in September 2021. Superseded by the 2022 and subsequent wage resolutions.[13]

Ray Towle (Treasurer) received an increase to $35.00/hour effective September 2021. Superseded by subsequent Treasurer position changes and wage resolutions.[13]

Non-Union 1.5% Pay Increase (2015)
