e Undergoing a Monroe balancing analysis to exempt the project from certain restrictions in the zoning district within the Town where infrastructure is proposed.
The Project is located in the Town of Red Hook, Dutchess County, and will extend south within the Town, from the Village of Red Hook’s border along Broadway/Route 9. The proposed collection system will be approximately 10,100 linear feet (LF) of pipe and will be constructed after the district is formed. Phase 1 of the construction will allow for 50,000 gpd of wastewater to be discharged to the Village's WWTP. Under the proposed IMA with the Village of Red Hook, the Village would expand its municipal WWTP to support the additional proposed flow. The project includes the acquisition of all required easements and property interests needed to construct the collection system. Project financing will be through the NYS Environmental Facilities Corporation.
In conjunction with its review of the project under SEQRA, the Town Board of Trustees will undertake a review of the proposed project in order to determine whether and to what extent the Town of Red Hook’s zoning laws apply to the project, taking into account the nine factors set forth in Matter of County of Monroe v. City of Rochester. A copy of the State Environmental Quality Review (SEQR) Part 1 Long Environmental Assessment Form, a location figure for the impacted parcels, and the proposed concept for the collection system layout are attached for your reference.
Your agency has been identified as an involved or interested agency. In accordance with 6 NYCRR 617.6(b) (3) (i), all involved agencies must agree upon.
