RESOLUTION TO ADOPT LOCAL LAW 1 of 2023, ENTITLED A LOCAL LAW TO PERMIT INTERNALLY ILLUMINATED WINDOW SIGNS IN THE VILLAGE OF RED HOOK

Resolution #26-2023 — 2023-06-12

WHEREAS

  • a proposed form of Local Law A of 2023 entitled "A Local Law to Permit Internally Illuminated Window Signs in the Village of Red Hook" has been laid on the desks of the Village Trustees (the "Proposed Local Law")
  • the Proposed Local Law would permit businesses to install one internally illuminated window sign not to exceed 1.5 square feet
  • a Full Environmental Assessment Form ("EAF") dated April 27, 2023 has been prepared on behalf of the Board
  • in accordance with the New York State Environmental Quality Review Act ("SEQRA"), the Board is required to determine the classification of the Proposed Local Law
  • on April 27, 2023, the Village Board classified the Proposed Local Law as a Type I SEQRA action and declared itself the only involved agency
  • the Board has reviewed Parts 1, 2 and 3 of the EAF and information obtained through its own knowledge, the public hearing, its consultants and other agencies and has sufficient information on which to base a determination of significance
  • the Board has considered the criteria contained in 6 NYCRR 617.7 and thoroughly analyzed all identified relevant areas of environmental concern
  • the Proposed Local Law was referred to the Dutchess County Department of Planning and Development pursuant to Section 239-m of the General Municipal Law, which responded on June 1, 2023 that the Village not adopt the local law unless it is clarified that only one sign is permitted per each non-residential entity
  • the Proposed Local Law does limit the number of illuminated signs to one per business
  • a duly noticed public hearing was held on May 8, 2023, during which all those who wished to speak were heard

RESOLVED

  • The Board hereby adopts a Negative Declaration, finding that the adoption of the Proposed Local Law will not result in any significant adverse environmental impacts and that a Draft Environmental Impact Statement will not be prepared
  • The Board hereby adopts the Proposed Local Law as Local Law No 1 of 2023 ("The Local Law")
  • That the Village Clerk be and she hereby is directed to enter said Local Law in the minutes of this meeting and in the Village Code of the Village of Red Hook, to give due notice of the adoption of said Local Law to the Secretary of State of New York, and take all other actions as may be required by law
  • The Village Clerk be and she hereby is directed to file notice of the Negative Declaration with the Environmental Notice Bulletin

## **Public Spaces Initiative June Board Update** - Ash Bradley‐Rickard, Chair - Perry Allen - Linda DiGasper - Betsy Brauer - Polina Malikin - Nicole Rogers - Trustee Steven Appenzeller, Liaison **Mission** To develop and facilitate the creation of public park, art, and community spaces throughout the Village of Red Hook **Public Meetings** are held the 4th Saturday of each month at 10 am, in person at the Village Hall unless otherwise noted (email Ash Bradley‐Rickard for the meeting location). _**HelloJune Spring24th Meeting**_ On Saturday June 24th the PSI team held a meeting to recap the spring events and discuss plans for upcoming activities: ## **, Native Flower Festival** Held at the Red Hook Community Center on Saturday1. May 21st showcasing the Community Center’s pollinator garden and seed commons area along with other activities. The PSI Hello Spring Event** a. Having the event wasinside heldwent atwell with ample foot traffic in the Community Center insideand garden. b. Next year the auditoriumCommunity becauseCenter ofwould like to collaborate and have their name attached to the unsettled weatherevent. TheThis auditoriumwill wasgive festivelyaccess setupto withother multiplegroups areaswithin includingthe Center like Abloom and their spaces. c. Assess timing and how many events PSI would like to conduct. Possibilities include having a PSItable informationat table,the pollinatorOld Dutch Garden Club's plant and insect information table with a free book drawing (provided by member Besty Brauer)sale, ourApple AskBlossom, a Master table with 2 master gardener volunteersHardscrabble along with plantanother takepollinator aways, artist station with local artists drawing/painting,event and multiplea kidsFall areas for decorating seed packets, egg carton planting and creating seedballsevent. d. Five attendees filled out cards requestingwhen more information about the committee when submitting for the book raffle along with multiple others who filledplants in the signgarden in sheet.bloom Outand ofthere theare 50fewer plants that were brought as take aways, none were left at the end of the day. We also had help from the Rotary clubconflicts with threeother volunteersevents foris setbeing up,considered. ## running**2. stationsThen and break down during the event. PSI considers the event a success and will be discussing next year possibilities during its June meeting. Also in discussion is looking at a Fall festival event in October at Abraham’s park in collaboration with local artists and farms for a community Pumpkin Carving event along with a lighting ceremony once done. On Saturday June 3rd, the PSI team participated in theNow Historic Red Hook Then and Now eventEvent at the Elmendorph Inn** a. The event went well and the PSI had a tablegreat setturn up next to the Pollinator garden that was installed for the Inn. David Sokol worked on the designout and plantingwith andlots veryof positivefoot feedbacktraffic was received from the Historic Society’s board members and event visitors. Linda DiGasper, our master gardener was present during the event and spoke to quite a few people who stopped by the table for information aboutpast the garden and local planting. Possible to end the parade at the park for either pumpkin decorating, carving or lighting depending on time of the parade. c. PSI members will contact farms for pumpkin donations, arrange for food trucks and invite other groups after the initial event plan is drafted. Ash will send out an initial draft for the committee to review, comment on and add suggestions. d. Discussed other possible collaborations, including with twoHRH successfulto eventshave a presence and discuss the romantic cemetery, how cemeteries led to park creation, history of cemeteries in area etc.
