Full-Time DPW Laborer for Water and Sewer Operations
The Village is authorized to hire one full-time DPW Laborer at approximately $56,000 annually (at $20/hr plus benefits) under the UPSEU contract agreement, with the cost split between the Water and Sewer Funds, replacing contracted operations budget lines. Current part-time laborer Jerome Smith III was hired to fill this position, effective immediately upon passage on March 27, 2025.[12]
H2O Innovation Operation & Maintenance — Appointment as Water and Sewer Operator
H2O Innovation Operation & Maintenance, LLC is appointed as the Village's Water & Sewer Operator, effective August 1, 2025. The Mayor is authorized to negotiate and sign the contract in consultation with the Village Attorney.[13]
H2O Innovation Operation & Maintenance — Village Attorney Conflict Waiver
The Village Board acknowledges that Village Attorney Kyle Barnett represents H2O Innovation in a collection action that is winding down, and finds the potential conflict to be unrelated and inconsequential, thereby waiving any potential conflict.[13]
H2O Innovation Operation and Maintenance Agreement — Amendment 1

PFOA/S Removal and Water System Resiliency Upgrades — SEQR Classification
The Village Board finds that the water system project — including PFOA/S removal, resiliency upgrades to the Village/Town interconnect and water tower, replacement of approximately 2,400 linear feet of undersized water mains, hydrants, valves, and approximately 30 residential lead service lines on Cherry Street and Graves Street — is a Type II Action under SEQR and is not subject to environmental review under 6 NYCRR Part 617.5.[10]

USDA-RD Water and Waste System Grant Agreement
The Water and Waste System Grant Agreement with the US Department of Agriculture Rural Utilities Services is approved. This agreement supports capital improvements to the Village water system.[6]

Cross Connection Control Program — Local Law 2-2015
Local Law 2-2015 establishes a Cross Connection Control Program mandated by the NYS Department of Health to protect the Red Hook water supply. The program includes a permit fee of $75.00.[4]

Delaware Engineering — Annual Consulting Retainer
Delaware Engineering was retained as an annual consultant at a monthly rate of $850.00. Superseded upon appointment of H2O Innovation as Water & Sewer Operator effective August 1, 2025.[8]
Gregg Stolarik — Water and Sewer Systems Point of Contact
Gregg Stolarik was appointed as the main point of contact with control of software changes for sewer and water systems, working full-time at 35 hours per week with a benefit package. Superseded by subsequent operational staffing changes including the 2025 full-time DPW Laborer authorization.[8]

C.T. Male Water Department Operations Contract — Termination
The Village terminated its water department operations contract with C.T. Male effective February 1, 2018. This was a one-time termination action; the contract has since expired.[7]
VRI Environmental Services — 4-Month Probationary Operations Contract
The Village entered a 4-month probationary period with VRI Environmental Services, Inc. beginning February 1, 2018, per their proposal dated January 15, 2018. This contract expired by its terms on or around June 1, 2018.[7]
