Dutchess County Sewer Expansion Grant
The Mayor is authorized to execute the contract with Dutchess County associated with a $500,000 grant for sewer expansion.[26]
Sewer O&M Fee Rate
The Operating & Maintenance (O&M) sewer fee is $162 per Benefit Unit (BU) per quarter, effective with the March 2026 billing. One (1) BU equals 150 gallons per day of water consumption (or portion thereof), based on the most recent 4 billing periods of water use per property.[27]
Sewer Capital Fee — EDU Assessment Basis
The capital portion of the sewer charge is assessed on a capital-only EDU basis as set forth in Exhibit A of the February 2026 resolution, separating capital-only EDUs from O&M-only Benefit Units. Revised capital-only EDU assessments reflect corrected water-consumption data and system infrastructure information including STEP tank sizing.[27]
Sewer and Water Main Easements — Hughes Holdings of Dutchess LLC
The Village accepted permanent easements for sewer and water main access at the Hughes Holdings of Dutchess LLC property (Tax Grid No. 134801-6272-10-388518), commonly known as The Farmhouses, as approved by the Village Attorney and Village Engineer and recorded with the Dutchess County Clerk. Acceptance is subject to fulfillment of any further conditions outstanding in the Planning Board approval granted November 13, 2025.[28]

NYS Empire State Development Grant — Sewer Phase II
The Mayor is authorized to sign the NYS Empire State Development grant agreement to accept potential future funding of approximately $1.98 million for the sewer system expansion Phase II project, subject to a $250 application fee.[23]
WIIA Funding Application — WWTP Upgrade and STEP Sewer Phase II
The Village authorized the undertaking of Phase 2 WWTP and STEP Sewer System upgrades at a total estimated project cost of $19,502,800.00, with the project expanding sewer service to 170 additional properties. Mayor Karen Smythe is designated to execute grant agreements and associated documents with the NYS Environmental Facilities Corporation under the Water Infrastructure Improvement Act (WIIA).[24]
Delaware Engineering — Professional Services Agreement (Phase II)
The Mayor is authorized to sign the Professional Services Agreement with Delaware Engineering for WWTP upgrades and STEP sewer system expansion, contingent on removal of MBR reference and a requirement for written direction prior to starting different project phases. The agreement is subject to review by the Village Attorney.[25]

Delaware Engineering — Wastewater Expansion Engineering Services
Delaware Engineering was awarded the Engineering Services contract for the Wastewater Expansion Project (RFQ#2024-01) following competitive evaluation of three qualified firms.[16]
Town of Red Hook — SEQRA Lead Agency Consent (Town Sewer District)
The Mayor is authorized to consent that the Town of Red Hook be designated as lead agency for the Town Sewer District formation with discharge to the Village of Red Hook wastewater treatment plant.[17]
Intermunicipal Sewer Agreement — Town of Red Hook
SEQRA Lead Agency — WWTP Upgrade Phase II
The Village Board classified the WWTP upgrade project (Phase II) as a Type I action under SEQRA and declared its intent to serve as lead agency. The upgrade will increase treatment capacity from 75,000 gallons per day to 300,000 gallons per day at a projected cost of $20 million.[20]

Sewer EDU Reassessment — 7472 South Broadway
Following a lot line adjustment, the sewer use area EDU for 7472 South Broadway (parcel 433677) was reassessed: 2 EDUs assigned to parcel 433677 and 1 EDU assigned to parcel 435669, splitting the original 3 EDUs.[14]
Knollwood Commons — Adjusted Sewer Capital Fee
Knollwood Commons is charged 69% of the standard capital cost per EDU, reflecting only the force main system and WWTP costs. The current rate is $494.04/yr ($123.51/qtr) per EDU.[15]
Knollwood Commons — Adjusted Sewer O&M Fee
Knollwood Commons is charged 76% of the standard O&M cost per EDU, reflecting only the force main system and WWTP costs. The current rate is $236.36/yr ($59.09/qtr) per EDU.[15]
2022
DCWWA Consecutive Water System Agreement — Traditions
The Mayor is authorized to sign a renewal agreement with the Dutchess County Water & Wastewater Authority for continued operation and water testing services for the consecutive water system serving the Traditions neighborhood.[12]
Sewer District Fee Initiation Schedule
Capital fees on sewer district properties were initiated on the December 2022 (Quarter 4) utility bill. Operation and maintenance (O&M) fees were initiated on the April 2023 (Quarter 1) utility bill.[13]

Sewer Phase I Final Revised Apportionment
The Final Revised Apportionment for the Village of Red Hook Municipal Sewer System Phase I was adopted with a gross project cost of $8,500,000.00, revised from the original $4,900,000.00 estimate. The Village Board retains authority to reduce assessments if additional funding sources are secured and applied to the project.[11]

Real Estate Donation — Red Hook Commons WWTP
The Mayor is authorized to execute a Real Estate Donation Agreement with Red Hook Commons Sewage-Works Corp. to accept the donation of an existing wastewater treatment plant (WWTP) and the real property on which it is located to support the Village's municipal sewer system project.[9]

Sewer Easement Execution Authority
The Mayor and Deputy Mayor are authorized to execute sewer easements for the Phase 1 Village Sewer Project and to record them with the Dutchess County Clerk. The Mayor is also authorized to execute a hold harmless agreement with the Parish of St. Christopher and St. Sylvia consistent with sewer easement terms.[8]

Sewer Project Map and Plan Ratification
The Village Board ratified the Map and Plan for the Sewer Project prepared by C.T. Male Associates, dated February 15, 2017, last revised May 8, 2017, entitled "Map, Plan & Report, Village of Red Hook Sewer System." The maximum amount to be expended for the Sewer Project is $4,900,000.00.[6]
Phase II Sewer Areas — Temporary Deferral
The Village Board deemed it desirable and in the best interest of the Village that the portion of the Village not covered in Phase 1 of the Sewer Project as set forth in the Map and Plan are temporarily omitted or deferred. The Mayor was delegated and directed to certify this deferral.[6]

SEQRA Lead Agency — Municipal Sewer System Phase I
CT Male Engineering Design Services — Sewer Project
CT Male Engineering of Latham, NY was selected as the engineering design services provider for the Village of Red Hook Sewer Project following review of three RFQ submissions. The Mayor was authorized to sign the contract.[4]

DCWWA Sewer Service Consent
The Village consents to the provision of sewer service by the Dutchess County Water and Wastewater Authority to individual consumers within a specified area of the Town, contingent upon Village Attorney approval.[1]

Village Planning Board — SEQR Lead Agency Consent (Town Sewer District)
The Village of Red Hook Planning Board consented to the Town of Red Hook Board of Trustees serving as lead agency for SEQR review of the Town sewer project and requested continued notification of all SEQR proceedings. This was a procedural consent action now reflected in the executed Intermunicipal Sewer Agreement.[18]
Planning Board — Lead Agency Consent for STEP Sewer Phase II
The Village of Red Hook Planning Board consented to the Village of Red Hook serving as lead agency for the STEP Sewer upgrade – Phase II SEQR review. This was a procedural consent action supporting the formal SEQRA Lead Agency declaration.[21]

DCWWA Consecutive Water System Agreement — Initial Term
The Village and DCWWA agreed to operate the Tradition Water System as a consecutive system with the Village Water System for a one-year term commencing January 1, 2021 and ending December 31, 2021. This initial term has expired; the agreement was renewed by the Mayor in April 2022.[10]

Sewer Project Phase I Original Cost Apportionment
The original final apportionment for the Municipal Sewer System Phase I was adopted with a maximum project cost of $4,900,000.00 funded via a zero percent interest EFC loan over 30 years. Superseded by the Final Revised Apportionment adopted May 17, 2021 at $8,500,000.00.[7]

SEQRA Lead Agency Intent — Municipal Sewer System (Initial Declaration)
The Village initially declared its intent to serve as SEQRA lead agency on November 9, 2015, classifying the project as a Type I action. Superseded by the formal Lead Agency declaration of December 14, 2015.[3]

CT Male — Preliminary Engineering Services Contract Amendment
The Village amended the Preliminary Engineering Services Contract with C.T. Male Associates. Superseded by subsequent engineering design services contract with CT Male (footnote 4) and later award to Delaware Engineering (footnote 16).[2]
