Sewer O&M Fee Rate
The Operating & Maintenance (O&M) sewer fee is $162 per Benefit Unit (BU) per quarter, effective with the March 2026 billing. One (1) BU equals 150 gallons per day of water consumption (or portion thereof), based on the most recent 4 billing periods of water use.[17]
Sewer Capital Fee EDU Assessment Basis
The capital portion of the sewer charge is assessed on a capital-only EDU basis as set forth in Exhibit A of Resolution 5-2026, effective March 2026, and billed in accordance with the Village's regular billing cycle. The updated schedule separates capital-only EDU assessments from O&M-only benefit units and incorporates corrected water-consumption data and system infrastructure information.[17]

The Village Board has approved a water leak adjustment policy, with adjustments as discussed and adopted on April 27, 2023.[15]
Sewer EDU Reassessment — 7472 South Broadway
Following a lot line adjustment, the sewer EDUs for 7472 South Broadway (parcel 433677) were reassessed: 2 EDUs assigned to parcel 433677 and 1 EDU assigned to parcel 435669, replacing the prior single allocation of 3 EDUs to parcel 433677.[14]
Knollwood Commons — Sewer Capital Fee per EDU
Knollwood Commons is charged a reduced capital fee reflecting only the force main system and WWTP portion (69% of the standard capital charge per EDU): $494.04 per year or $123.51 per quarter per EDU.[16]

Water Rate and Fee Schedule
The Village Board adopted the current water rates and fee schedule effective August 8, 2022, including base use rates, late penalties (5% at 30 days, additional 5% at 60 days), and revised tapping fees with additional charges for road and sidewalk cutting. Pool filling rates were removed at this time.[5][6][7][9][12]

A late penalty of 5% is assessed on unpaid water balances at 30 days past due.[12]

Sewer Phase I Final Revised Apportionment
The Final Revised Apportionment for the Village of Red Hook Municipal Sewer System Phase I is adopted, with a gross project cost of $8,500,000.00, establishing the basis for EDU assessments among service area properties. The Village Board retains authority to reduce assessments if additional funding sources are secured.[10][11]

Sewer Phase I Original Apportionment — $4,900,000
Superseded by footnote 11 (2021). The original final apportionment for Sewer Phase I was based on a maximum project cost of $4,900,000.00, funded via a zero percent interest EFC loan, adopted March 12, 2018.[10]
2017
Final Water Rate Increase Waiver
The last scheduled quarterly water rate increase (under footnote 7) was forfeited in recognition of $2,280,000 in Drinking Water Infrastructure Improvement Act grants awarded to the Village. This action is now fully executed and reflected in subsequent rate schedules.[9]

Water Rate Increase — 3% Per Quarter Over 8 Quarters
Expired October 31, 2017. Authorized a 3% per quarter water rate increase over 8 quarters beginning March 2016 to address bonding costs for Phase II of the water project. The final scheduled increase was subsequently forfeited by footnote 9.[7]
Water Fee — $50.00 General Service Fee
Superseded by footnote 12 (2022). Established a general water service fee of $50.00 to reflect expenses incurred by the Village when providing water services.[8]

Water Base Rate — $69.00 Minimum / $59.00 Senior
Superseded by footnote 7 (2016) and ultimately footnote 12 (2022). Established a $69.00 minimum base usage charge ($59.00 for senior citizens) with tiered per-gallon charges of $0.002850, $0.003750, and $0.004750 for usage above the base tiers.[6]

Water Rates — Cubic Feet to Gallons Conversion Schedule
Superseded by footnote 6 (2014). Established a rate schedule converting billing from cubic feet to gallons, with a minimum charge of $45.00 for usage up to 5,610 gallons, effective October 1, 2013.[5]

Monthly Water Surcharge — $5.00
A $5.00 monthly water surcharge was implemented for all water customers effective June 2011 billing to recover costs from Central Hudson's meter billing error on well pump electric meters. No subsequent resolution continues this surcharge; treated as a time-limited recovery measure now concluded.[3]
Water Tapping Fees — $2,500 / $3,000
Superseded by footnote 12 (2022). Previously, new tapping fees were set at $2,500.00 (or $3,000.00 if highway installation was required), effective June 1, 2011.[4]

Hydrant Fill Charges for Pool Filling
