Crisis Intervention Training (CIT/BEAT) Agreement
The Mayor is authorized to sign the Dutchess County Crisis Intervention Team (CIT) Training Program extension agreement, continuing the Village's participation in county-wide shared CIT and Behavioral Evaluation & Assessment Patrols (BEAT) services for police officer de-escalation training.[14][16][25][31][38][41][47]
School Resource Officer Contract — Red Hook Central School District
Police Services Contract — Village of Tivoli
The Mayor is authorized to execute a contract with the Village of Tivoli for the Police Department to provide patrol and court officer services; overtime wages for full-time officers on shifts patrolling Tivoli are charged to Tivoli, and rates are referenced via a Rate Schedule addendum.[29][30][44]

Full-Time Police Lieutenant Position
UPSEU MOA — Hourly Police Officer Position
The Mayor is authorized to sign a Memorandum of Agreement with UPSEU amending the Collective Bargaining Agreement to include the position of hourly police officer.[40]
Full-Time Hourly Police Officer — Tyrone Lawson
Officer Tyrone Lawson is appointed to the position of Full-Time Hourly Police Officer effective November 30, 2023, at the hourly pay rate per Article 8A (part-time hourly rate schedule) of the UPSEU collective bargaining agreement.[39]
Lexipol Master Services Agreement
The Mayor is authorized to sign the Master Services Agreement with Lexipol for a full library of customizable, state-specific law enforcement policies; the annual fee of $4,600 is budgeted under A3120.49 Police – Software, and the one-time implementation fee of $14,800 is funded from the Unrestricted Fund Balance.[36]
Police Vehicle Lease Authorization
The Mayor is authorized to proceed with the lease of a police vehicle at a cost not to exceed $57,000 over a 4-year lease period.[37]
Police Department Cell Phones
The Village procures 3 Verizon smartphones for the Red Hook Police Department at $39.99 per month per phone plus fees, funded from budget line 3120.41.[32]
STOP-DWI Contract
The Mayor is authorized to sign the amended 2023 STOP-DWI Contract Extension with updated County Executive information.[33]

Firearm Training Agreement — Northern Dutchess Rod & Gun Club
The Mayor is authorized to sign an agreement with the Northern Dutchess Rod & Gun Club allowing the Village Police Department to use the club's facilities for necessary firearm training.[27]

Police Body-Worn Camera Service Agreement
A police body camera service agreement is approved at an annual cost of $4,700.00 for five years, including warranty and equipment refresh after year 3, in lieu of a $12,500.00 outright purchase.[23]
Police Reform and Reinvention Plan
The Village of Red Hook adopted the "Village of Red Hook – Police Reform and Reinvention Project – 2021 Official Plan," developed in collaboration with the Dutchess County Police Reform Collaborative incorporating community input and stakeholder feedback.[20]

On-Call Computer Technician Classification
Rick Heinlein is classified as an on-call confidential computer technician (removed from the police roster and union dues list) at an hourly rate of $25.00 with a minimum engagement of 3 hours.[7]

Police Department Internship Program
The Police Chief is authorized to accept unpaid interns from Ulster Community College in the police department, commencing the second week in January, at 10 hours per week per student, with each student earning 4 college credits toward their degree.[2]

The contract with Dutchess County for CIT/BEAT services was extended from January 1, 2024 through December 31, 2024. Expired December 31, 2024; superseded by 2025 extension.[38]

Kyle Kolodziejski Promotion to Full-Time Officer
Kyle Kolodziejski was promoted from part-time to full-time police officer effective April 11, 2022. Historical personnel action.[26]
CIT/BEAT Agreement Extension — Calendar Year 2023
The contract with Dutchess County for CIT/BEAT services was extended from January 1, 2023 through December 31, 2023. Expired December 31, 2023; superseded by subsequent renewals.[31]

Police Reform and Reinvention Plan — Filing Deadline
The Mayor was authorized to sign and file the plan certification form with the NYS Division of the Budget prior to April 1, 2021. Filing deadline passed; plan itself remains adopted.[20]
CIT-BEAT Training — 2021 Calendar Year
The Village funded paid Crisis Intervention Training (CIT-BEAT) for police officers for calendar year 2021. Expired December 31, 2021; superseded by subsequent annual renewals.[21]
2020 Ford F-150 Responder XL Bond Authorization
The purchase of a 2020 Ford F-150 Responder XL for the Police Department was authorized at a maximum cost of $46,900.16, financed by $40,000.00 in serial bonds (5-year term) and $6,900.16 from the Village Reserve Fund. Bond maturity period ended June 14, 2026.[22]
Police Body Camera Service Agreement — Expiration
The five-year police body camera service agreement at $4,700.00/year with equipment refresh after year 3 expired July 12, 2026.[23]

SRO Contract — February 2020 to June 2021
The School Resource Officer contract with Red Hook Central School was approved and updated for February 2020 to June 2021 with increased hours. Expired June 30, 2021; superseded by later SRO contracts.[15]
Police Officer MOA — 3% Increase 2020–2021
A 3% hourly increase for police officers was authorized for the 2020–2021 budget year via a one-year Memorandum of Agreement. Expired June 30, 2021; superseded by subsequent CBA.[17]
UPSEU CBA Extension — Through May 31, 2021
The Collective Bargaining Agreement with UPSEU was extended through May 31, 2021 with a 3% raise and no other contract changes. Expired May 31, 2021; superseded by the 2021 CBA.[18]
Body-Worn Camera Purchase — Watchguard (2020)
Eight body-worn cameras were purchased from Watchguard under State Contract PM 21090 for $12,895.00. Superseded by the 2021 body camera service agreement.[19]

A five-year lease of a 2016 Ford Police Interceptor Sedan from Ford Motor Credit Company was authorized at a gross cost of $42,444.99 with 5 annual payments of $9,497.49. Lease expired February 13, 2022.[13]

Katherine Davies & Garry Tuma Jr. Part-Time Officer Appointments
Katherine Davies and Garry Tuma Jr. were appointed as part-time police officers with a one-year probation period after completion of Phase I training, effective June 18, 2015. Probation period expired June 18, 2016.[12]

Michael Brown Part-Time Police Officer Appointment
Michael Brown was appointed as a Part-Time Police Officer effective April 15, 2014, with no retirement benefits funded by the Village. Historical personnel action.[11]

Village/Town Police Services Contract — Reduced to $50,000
The Town of Red Hook's annual contractual obligation to the Village Police Department was reduced from $60,000 to $50,000, resulting in fewer police shifts. Superseded by 2025 patrol services contract.[10]

Village/Town Police Services Contract — $60,000 Annual Rate
Approved a revised police services contract with the Town of Red Hook at $60,000 annually, including court officer fees and a 30-day termination provision. Superseded by amendment reducing the rate to $50,000.[6]
Travis Sterritt Full-Time Officer Appointment
Officer Travis Sterritt was appointed to the vacant full-time hourly police officer position effective July 11, 2011, at the same rate of pay previously held. Subsequently promoted to Sergeant in 2023.[8]
Beth Imperato Part-Time Officer / SRO Appointment
Beth Imperato was appointed as a part-time police officer and School Resource Officer in the Red Hook School System effective 2011. Historical personnel action.[9]

Jim Truitt Part-Time Police Chief Appointment (Interim)
Continued the appointment of Jim Truitt as part-time police chief until the April 2010 reorganizational meeting. Expired April 1, 2010.[3]
Police Contract — October 2010 (Withdrawn)
A newly submitted police contract was proposed but withdrawn for further discussion and potential renegotiation due to concerns about days off.[4]
Police Union Contract — June 2010 to May 2012
Two-year police contract from June 2010 through May 31, 2012 approved, with removal of multipliers for health benefits to increase part-time officer hourly wages. Expired May 31, 2012; superseded by later agreements.[5]
