NYCOMCO Police Radios Contract
The Mayor is authorized to sign the NYCOMCO 5-year contract for Police Department communication radios, as authorized on February 9, 2026.[35]

Crisis Intervention Training (CIT-BEAT) Agreement
The Village participates in the Dutchess County Crisis Intervention Team (DCCIT) training and Behavioral Evaluation & Assessment Team (BEAT) Patrols program under a shared services agreement with Dutchess County. The Mayor is authorized to sign extension agreements as needed to continue participation. The most recent extension agreement was authorized on December 8, 2025.[11][12][20][23][29][32][34]

The Mayor is authorized to sign the amended 2023 STOP-DWI Contract Extension with updated County Executive information.[24]
Full-Time Police Lieutenant Position
The position of Full-Time Police Lieutenant was created effective June 1, 2023. Patrick Hildenbrand was temporarily appointed to the position of Full-Time Police Lieutenant effective June 1, 2023.[25]
Full-Time Police Sergeant Appointment – Travis Sterritt
Officer Travis Sterritt was temporarily appointed to the position of Full-Time Police Sergeant effective June 1, 2023.[25]
Lieutenant and Sergeant Pay Rates – UPSEU MOA
Pay rates for the Full-Time Police Lieutenant and Full-Time Police Sergeant positions are established per the Memorandum of Agreement with UPSEU, authorized by the Mayor on May 8, 2023. All other benefits and pay rates are as stated in the Collective Bargaining Agreement dated June 1, 2021 and as negotiated with the applicable union representative.[25][26]
Lexipol Master Services Agreement
The Village has entered into a Master Services Agreement with Lexipol for a full library of customizable, state-specific law enforcement policies. The annual fee of $4,600 is budgeted under A3120.49 Police – Software; the one-time implementation fee of $14,800 was funded from the Unrestricted Fund Balance.[27]
Police Vehicle Lease Authorization
The Mayor is authorized to proceed with the lease of a police vehicle at a cost not to exceed $57,000 over a 4-year lease period.[28]
Full-Time Hourly Police Officer – Tyrone Lawson
Officer Tyrone Lawson is appointed to the position of Full-Time Hourly Police Officer effective November 30, 2023. Hourly pay is per Article 8A (Part-Time hourly rate schedule) of the UPSEU collective bargaining agreement dated 6/1/21 to 5/31/24.[30]
UPSEU MOA – Hourly Police Officer Position
The Mayor is authorized to sign a Memorandum of Agreement with UPSEU amending the Collective Bargaining Agreement to include the position of hourly police officer, as authorized on November 30, 2023.[31]

Full-Time Officer Promotion – Kyle Kolodziejski
Kyle Kolodziejski was promoted from part-time to full-time police officer status, effective April 11, 2022.[21]
Firearm Training Agreement – Northern Dutchess Rod & Gun Club
The Mayor is authorized to sign an agreement with the Northern Dutchess Rod & Gun Club allowing the Village Police Department to use the facility for necessary firearm training.[22]

Body-Worn Camera Service Agreement
A police body camera service agreement is in effect at an annual cost of $4,700.00 for a five-year term, including warranty and equipment refresh after year 3, authorized on July 12, 2021.[18]
Police Reform and Reinvention Plan
The Village of Red Hook adopted the "Village of Red Hook – Police Reform and Reinvention Project – 2021 Official Plan" on March 8, 2021, developed in collaboration with the Dutchess County Police Reform Collaborative and incorporating community input and stakeholder feedback.[16]

Part-Time Officer Appointment – Michael Brown
Michael Brown was appointed as a Part-Time Police Officer effective April 15, 2014, with no retirement pension funding from the Village.[8]

Computer Technician Reclassification – Rick Heinlein
Rick Heinlein is removed from the police roster and union dues list and is classified as an on-call confidential computer technician at an hourly rate of $25.00 with a minimum engagement of 3 hours.[6]
Full-Time Officer Appointment – Travis Sterritt
Officer Travis Sterritt was appointed to the vacant full-time hourly police officer position effective July 11, 2011, at the same rate of pay previously held, vacating his part-time position.[7]

Police Department Internship Program
The Police Chief is authorized to accept unpaid interns from Ulster Community College in the police department, commencing the second week in January, at 10 hours per week per student, with each student earning 4 college credits toward their degree.[2]

Patrick Hildenbrand was approved as a full-time police officer, moving into the officer-in-charge (ore) position vacated by Jared Griffin effective June 1, 2008.[1]

The CIT/BEAT contract with Dutchess County was extended from January 1, 2024 through December 31, 2024. Superseded by the 2025 extension authorization.[29]

The CIT/BEAT contract with Dutchess County was extended from January 1, 2023 through December 31, 2023. Superseded by the 2024 extension.[23]
2021
Police Reform Plan Filing Deadline
The Mayor was authorized to sign and file the plan certification form with the NYS Division of the Budget prior to April 1, 2021. Deadline passed.[16]
CIT-BEAT Training Authorization 2021
Funding for Crisis Intervention Training (CIT-BEAT) for police officers was authorized for calendar year 2021. Expired December 31, 2021.[17]

Police Officer Hourly Increase MOA 2020–2021
A 3% hourly increase for police officers for the 2020–2021 budget year was authorized via a one-year Memorandum of Agreement. Expired June 30, 2021.[13]
Extended CBA with UPSEU through May 2021
The Collective Bargaining Agreement with UPSEU was extended with a 3% raise and no other contract changes through May 31, 2021. Superseded by subsequent CBA authorization.[14]
Body-Worn Camera Purchase – Watchguard
Eight body-worn cameras were purchased from Watchguard under State Contract PM 21090 for $12,895.00. Superseded by the 2021 body camera service agreement.[15]

Police Vehicle Lease – 2016 Ford Police Interceptor
A five-year lease of a 2016 Ford Police Interceptor Sedan from Ford Motor Credit Company was authorized, with 5 annual payments of $9,497.49 (gross cost $42,444.99). Lease expired February 13, 2022.[10]

Part-Time Officer Appointments – Davies and Tuma
Katherine Davies and Garry Tuma Jr. were appointed as part-time police officers with a one-year probation period after completion of Phase I training. Probation period expired June 18, 2016.[9]

Jim Truitt Part-Time Police Chief Continuation
Continued the appointment of Jim Truitt as part-time police chief until the annual April reorganizational meeting. Expired April 1, 2010.[3]
Police Contract Approval (Withdrawn)
A resolution to approve a newly submitted police contract was withdrawn on October 21, 2010 after being deferred for further discussion and potential renegotiation.[4]
Police Contract June 2010 – May 2012
A two-year police contract from June 2010 through May 31, 2012 was approved, with removal of multipliers for health benefits to increase part-time officer hourly wages. Expired May 31, 2012.[5]
