Full-Time DPW Laborer for Water and Sewer Operations
One full-time DPW Laborer is authorized at approximately $56,000 annually (at $20/hr plus benefits), with costs split between the Water and Sewer Funds, to provide day-to-day operations for the water and sewer systems with contracted oversight. Current part-time laborer Jerome Smith III was hired to fill this position, effective immediately upon passage on March 27, 2025.[6]
H2O Innovation Water and Sewer Operator Appointment
H2O Innovation Operation & Maintenance, LLC is appointed as the Village's Water and Sewer Operator, effective August 1, 2025. The Mayor is authorized to negotiate and sign the contract in consultation with the Village Attorney.[7]
H2O Innovation Operation and Maintenance Agreement — Amendment 1
The Mayor is authorized to execute revised Amendment #1 to the existing Operation and Maintenance Agreement with H2O Innovation, updating item number 2 to require both parties to collaborate on sewer system operation.[8]
Village Attorney Conflict Waiver — H2O Innovation
The Village Board has determined that Village Attorney Kyle Barnett's representation of H2O Innovation in a winding-down collection action is unrelated and inconsequential, and has waived any potential conflict of interest arising from that representation.[7]

Cross Connection Control Program
Local Law 2-2015 establishes a Cross Connection Control Program, mandated by the NYS Department of Health to protect the Red Hook water supply. A permit fee of $75.00 applies to the program.[2]

Backflow Protector Identification and Recommendation
C.T. Male consulting is authorized to identify residents and property owners who need cross-connection control devices and to recommend installation of backflow protectors at risk locations.[1]

C3ND Water and Sewer Operator Contracts
The Mayor was authorized to sign two operator contracts with C3ND for water and sewer systems, modified to end on May 31, 2022 and with the CPI-linked rate provision deleted. These contracts expired May 31, 2022.[5]

Delaware Engineering Annual Consulting Retainer
Delaware Engineering was retained as an annual consultant at a monthly rate of $850.00, superseded by the appointment of H2O Innovation as Water and Sewer Operator effective August 1, 2025.[4]
Gregg Stolarik Water and Sewer Operations Appointment
Gregg Stolarik was appointed as the main point of contact with control of software changes for sewer and water operations, working full time at 35 hours per week with a benefit package. This arrangement was superseded by the transition to contracted operations and the hiring of a full-time DPW Laborer in 2025.[4]

C.T. Male Water Department Operations Contract
The Village's water department operations contract with C.T. Male was terminated effective February 1, 2018, superseded by the VRI Environmental Services probationary contract.[3]
VRI Environmental Services Probationary Contract
A 4-month probationary contract with VRI Environmental Services, Inc. was entered into on February 1, 2018, per their proposal dated January 15, 2018. This contract expired June 1, 2018.[3]
