Dutchess County Sewer Expansion Grant Contract
The Mayor is authorized to execute the contract with Dutchess County associated with a $500,000 grant for sewer expansion.[22]
2025
NYS Empire State Development Grant — Sewer Phase II
The Mayor is authorized to sign the NYS Empire State Development grant agreement to accept potential future funding of approximately $1.98 million for the sewer system expansion Phase II project, subject to a $250 application fee.[21]
2024
Water System Improvement Bond Authorization (Amended)
The Village is authorized to construct various improvements to the Village water system, including PFOA/PFOS removal, water storage upgrades, water system controls upgrades, replacement of certain water mains and lead services, and other related or ancillary work. The estimated maximum cost is $2,000,000, appropriated for such purpose, with bonds in the principal amount of $2,000,000 authorized to be issued pursuant to the Local Finance Law; any grant funds or other appropriated funds shall reduce the principal amount of bonds issued. The period of probable usefulness is 40 years and the proposed maturity will exceed five years.[13][17][20]
Water System Bond — Delegation to Village Treasurer
The powers and duties of the Board of Trustees relative to authorizing bond anticipation notes and prescribing the terms, form, contents, sale, and issuance of the water system bonds and any anticipation notes, including execution of credit enhancement agreements, are delegated to the Village Treasurer as chief fiscal officer.[13][17][20]
Water System Bond — General Obligation Pledge
The water system bonds and any bond anticipation notes issued in anticipation thereof shall be general obligations of the Village, payable as to both principal and interest by general tax upon all taxable real property within the Village, with the faith and credit of the Village irrevocably pledged to punctual payment.[13][17][20]
Intermunicipal Sewer Service Agreement — Town of Red Hook
The Mayor is authorized to sign the Intermunicipal Agreement for Sewer Service with the Town of Red Hook, including a modification to item 8e removing text up to the ability to disperse funds between municipalities.[19]
Water System Improvement Project Scope (Current)
The authorized scope of water system improvements includes PFOA/PFOS removal, construction of a booster pump station at the Town–Village interconnect, water storage upgrades, water system controls upgrades, replacement of certain water mains and lead services, and other related or ancillary work, as described in the report prepared by Delaware Engineering, D.P.C., dated August 2019 and revised November 2021.[17][20]

WIIA Financing Agreement — NYS EFC
The Mayor is authorized to execute the WIIA Financing Agreement with the New York State Environmental Facilities Corporation for water system improvements.[18]
2022
PFOA/S Water Project — SEQR Type II Classification
The Village Board has determined that the water system project encompassing PFOA/S removal and resiliency upgrades — including upgrades to the Village/Town interconnect, the Village water tower, replacement of approximately 2,400 linear feet of undersized water mains, replacement of hydrants and valves, and replacement of approximately 30 residential lead service lines on Cherry Street and Graves Street — is a Type II Action under SEQR (6 NYCRR Part 617.5) and is not subject to environmental review.[16]

Sewer System Bond Authorization (Amended)
The Village is authorized to establish and construct a sewer system including acquisition of an existing privately-owned wastewater treatment plant, expansion of the wastewater treatment plant, construction of approximately 7,000 linear feet of collection pipes and 7,500 linear feet of lateral pipes, acquisition of easements and other interests, and original furnishings, equipment, machinery, or apparatus. The estimated maximum cost is $8,500,000, appropriated for such purpose, with bonds in the principal amount of $8,500,000 authorized to be issued; grants from EFC, NYS Water Grants Program, USDA Rural Development, and other sources may be applied toward project costs or bond redemption. The period of probable usefulness is 40 years.[9][15]

Wastewater Treatment Plant Donation Agreement
The Mayor is authorized to execute a Real Estate Donation Agreement with Red Hook Commons Sewage-Works Corp. to accept the donation of an existing wastewater treatment plant and the real property on which it is located to support the Village's municipal sewer system project.[14]
2018
Sewer Easement Execution Authority
The Mayor and Deputy Mayor are authorized to execute partially executed easements for the Phase 1 Village Sewer Project and to cause them to be recorded with the Dutchess County Clerk. The Mayor is additionally authorized to execute a hold harmless agreement with the Parish of St. Christopher and St. Sylvia consistent with the terms of the sewer easement.[12]
2017
Sewer Map and Plan Ratification
The Village Board of Trustees has ratified the Map and Plan for the Sewer Project prepared by C.T. Male Associates, dated February 15, 2017, last revised May 8, 2017, entitled "Map, Plan & Report, Village of Red Hook Sewer System," with a maximum project cost of $4,900,000. The Village Clerk is directed to submit the Map and Plan to the NYS Commissioner of Health for approval, including certification of the temporary deferral of Phase II areas.[11]
Sewer Project — Phase II Temporary Deferral
The portion of the Village not covered in Phase 1 of the Sewer Project as set forth in the Map and Plan is temporarily omitted or deferred, and the Mayor is delegated and directed to certify this deferral to the NYS Commissioner of Health.[11]
Sewer Project — SEQRA Negative Declaration
USDA-RD Water and Waste System Grant Agreement
The Water and Waste System Grant Agreement with the US Department of Agriculture Rural Utilities Services is approved, authorizing the Village to receive USDA Rural Utilities Services grant funding for water system improvements.[10]

Water System Bond — Form E Budget Update
The original Form E for the USDA-RD Water Phase II project, generated July 14, 2014 with a project budget of $3.8 million, has been updated to insert two legal firms (McCabe and Mack LLC, and Rodenhausen/Chale) under the legal budget line and a record keeper (Doris Balacic-Schueing) under the bookkeeping/reporting budget line, without increasing overall project costs or budget.[8]

CT Male Associates — Sewer Project Engineering Design
CT Male Engineering of Latham, NY was selected as the engineering design services provider for the Village of Red Hook Sewer Project following review of three RFQ submissions, and the Mayor is authorized to sign the contract.[7]

Water System Improvement Bond — Amended $1,800,000 Scope (PFOA/PFOS)
The bond resolution amended on November 14, 2022 restated the project scope as PFOA/PFOS removal, booster pump station, water storage upgrades, controls upgrades, water main and lead service replacements, maintaining the $1,800,000 authorization. Superseded by the further amendment of October 7, 2024, which increased the authorization to $2,000,000.[17]

Water System Improvement Bond — Original $1,800,000 Scope (Carbon Filtration)
The original bond resolution of August 28, 2019 authorized $1,800,000 in bonds for installation of a carbon filtration system at the water plant, reconditioning the interior of the elevated water tank on Tower Street, and insertion of a pumping station at the Town/Village inter-connect. Superseded by the amended project description adopted November 14, 2022, and further amended October 7, 2024.[13]

Sewer System Bond Authorization — Original $4,900,000
The original bond resolution of June 13, 2016 authorized bonds in the principal amount of $4,900,000 for establishment and construction of the sewer system. Superseded by the amended bond resolution of April 1, 2021, which increased the authorization to $8,500,000.[9]
2014
Salisbury Bank Line of Credit — Well #15 Bridge Loan
The Village issued a commercial line of credit note in the aggregate principal sum of $200,000 from Salisbury Bank and Trust Company at 1.35% interest to provide interim bridge funding for the Water Improvement Project (Well #15), bridging gaps between Village payments to contractors and reimbursement from Dutchess County Department of Planning under a CDBG award of up to $150,000. This was a time-limited financing instrument and is no longer active.[6]

Water Facility Improvement Bond — $1,242,000
The Village was authorized to incur indebtedness by issuance of bonds in the principal amount of $1,242,000 for acquiring, constructing, enlarging, improving, and/or extending its water facility. Superseded by the amended bond resolutions of 2019, 2022, and 2024.[5]
2011
CT Male Associates — USDA-RD Water Improvement Project Engineer
C.T. Male and Associates was selected as the professional engineer for the Village's USDA-RD funded water improvement project following a competitive RFQ process. Superseded by subsequent engineering engagements for the sewer and updated water projects.[3]
Bond Counsel — Hawkins Delafield & Wood (USDA-RD)
Hawkins, Delafield & Wood was selected as bond counsel for the Village's USDA-RD water improvement grant bonding process, based on USDA-RD preliminary funding approval of $1.27 million at 2.25% interest for 38 years. Superseded by subsequent bond counsel and financing arrangements.[4]

Well Restoration and Generator Service Contract
Approved reasonable costs for restorations and electrical hookup service to the well, with an RFP to three vendors and an annual service contract for the generator. Superseded by subsequent water system improvement resolutions.[1]
Preliminary Engineering Services Contract Amendment — CT Male Associates
The Village amended the Preliminary Engineering Services Contract with C.T. Male Associates for early-stage water project work. Superseded by the formal selection of CT Male as engineer for the USDA-RD water improvement project.[2]
