Village Green Committee — 2026 Appointments
The Board approves the Mayor's appointments to the Village Green Committee for terms ending 12/31/26: Trustee Frances Uku as Liaison; Tara Barrett as Chairperson; and Brenda Cagle, Jim Cashen, Joy Glass, Kevin Joseph McGinnis, and David Pearson as members.[14]

Village Green Committee meetings for 2026 are scheduled for 1/15/26, 4/16/26, 7/16/26, and 9/17/26 at 6pm at Village Hall.[14]
Public Spaces Committee — Current Appointments
The Board approves the Mayor's appointments to the Public Spaces Committee for two-year terms ending April 3, 2028: Perry Allen (Committee Chair, one-year term) and Board Liaison, Ash Bradley-Rickard, Betsy Brauer, Linda DiGasper, Camille Norvell, David Pearson, David Sokol, and Karen Smythe (Mayor).[15]

Standing Committees of Village Board — Legal Framework
Local Law No. 1 of 2025 adopted a new Chapter 61 of the Village Code establishing that at its annual organizational meeting, or throughout the year as needed, the Village Board of Trustees shall by resolution establish standing committees, prescribe their functions and duties, and may discontinue or abolish any standing committee.[7]
Village Green Committee — Authorization and Structure
The Village Green Committee is authorized under Chapter 179 of the Village Code with three appointed officers and additional members, all Village residents, plus a Board liaison appointed by the mayor. Officers and members serve one (1) year terms, not subject to term limits.[8]
Village Green Committee — Meeting Requirements
All Village Green Committee meetings shall be open to the public when a quorum is present; agendas and minutes shall be kept and filed with the Village Clerk; meetings shall be posted at least one week in advance. A virtual attendance option shall be made available except for outdoor meetings.[8]
Village Green Committee — Powers and Duties
The Committee is charged with developing and administering the Community Forestry Program in collaboration with the DPW Foreman, advising the Board on recommended adjustments, organizing the annual Arbor Day observance, maintaining the tree inventory, adhering to Tree City USA guidelines, coordinating bench donations, and recommending additional projects.[8]
Village Green Committee — Community Forestry Program Budget
The Village will set aside a budget of at least $2 per capita for implementation of the Community Forestry Program.[8]
Events Committee — Authorization and Structure
The Events Committee is established with members appointed by the mayor and approved by the Board; all members must be Village residents. A Board member appointed by the mayor serves as liaison. Members serve two (2) year terms with a minimum of two (2) members.[9]
Events Committee — Meeting Requirements
Permit review meetings are not open to the public; however, their outcome will be presented to the Village Board. Minutes of all public meetings shall be kept and filed with the Village Clerk. A schedule of non-permit review meetings shall be established by the Committee and posted at least one week in advance on the Village website where possible.[9]
Events Committee — Powers and Duties
The Events Committee is charged with advising the Village Board on the Village Events Permit Application and Process, ensuring the agreed-upon process is followed, and after initial review of each permit application, an Events Committee member shall meet with the mayor and the applicant(s) for the purpose of advising the Mayor.[9]

The Board approves the Mayor's appointments to the Events Committee for terms ending 4/5/27: Karen Smythe and Amy Smith as members, with Amy Smith also serving as liaison.[11]
Climate Smart Communities Task Force — Authorization and Structure
The Climate Smart Communities Task Force (CSC Task Force) is established with members appointed by the mayor and approved by the Village Board. The Task Force shall contain a minimum of four (4) and a maximum of seven (7) members, including a Village Board member appointed by the mayor as liaison. A minimum of three (3) members (excluding the Village Trustee) shall be residents of the Village of Red Hook; additional non-resident members may be appointed based on environmental or sustainability expertise.[10]
Climate Smart Communities Task Force — Term of Office
The term of office for CSC Task Force members shall be two (2) years, except that when members are first appointed, three (3) members shall serve for one year and four (4) members shall serve full two-year terms. When a member's term ends, he or she may remain until a replacement is appointed and may be reappointed for another two-year term at the discretion of the mayor.[10]
Climate Smart Communities Task Force — Chair Appointment
A Chair shall be appointed by the mayor from among the CSC Task Force members and approved by the Village Board.[10]

Climate Smart Communities Task Force — Powers and Duties
The CSC Task Force shall use the NY State DEC Climate Smart Communities Pledge Elements to prioritize actions with the goal of achieving Bronze Certification as quickly as possible, followed by increasing levels of certification; recommend prioritized actions to the Village Board for approval; implement Board-approved actions; and submit an Annual Report to the Village Board outlining activities over the past calendar year and goals for the year ahead.[10]
Public Spaces Committee — Authorization and Structure
The Public Spaces Committee is established with members appointed by the mayor and approved by the Board; the Committee must be made up of a majority of Village residents. A Board member appointed by the mayor serves as liaison. Members serve two (2) year terms with a minimum of three (3) and a maximum of ten (10) members. Volunteers are welcome to attend and assist at any time under the direction of the Chair.[12]

The Public Spaces Committee shall be open to the public when a quorum is present. Agendas and minutes of all meetings shall be kept and filed with the Village Clerk. All meetings shall be posted at least one week in advance on the Village website. A virtual option shall be made available unless the meeting is held outside.[12]
Public Spaces Committee — Powers and Duties
The Public Spaces Committee is charged with advising the Village Board on how best to enhance and preserve public green space including the Richard M. Abrahams Memorial Park, reviewing and making recommendations on possible local laws to promote pollinators, native plants, and natural land use, recommending how to proceed with the Pollinator Pathway project, recommending ways to incorporate art into public spaces and develop a procedure for that, and implementing actions approved by the Village Board.[12]
