INTERMUNICIPAL TASK FORCE (ITF) RED HOOK INFRASTRUCTURE MONTHLY REPORT OCTOBER, 2022

1. Red Hook Sewer Project

  • Meetings were held on October 7 and 21, 2022 in the Red Hook Village Building and via telephone conference call.

  • a. October 7, 2022 — Progress Meeting #22: C.T. Male Associates (Kathryn Serra and Ron Smaka), Carver Construction (A.G. Bourgeois and Eric Klefbeck), Sausto Contracting (Mario Sausto), C3ND (Fernando Dongo), and the Village of Red Hook (Karen Smythe and Brent Kovalchik) attended. Items discussed included:

    • e A total of 33 septic tanks with simplex pumps, including risers, control panels, service lateral runs have been placed and installed.

    • e Air piping and shut-off from WWTP blower pad is complete.

    • e Sausto Contracting has completed conduit runs from contro! panels to riser split boxes at the WWTP. Wiring from existing main panels to new control panels, and wiring from pump vault splice boxes to the control panels at individual properties has begun.

    • e Septic tank and pump placement continue on properties located on East Market Street and South Broadway.

    • e Site grading, with fill from individual property septic tanks are being used for site grading and backfill at the WWTP.

    • e The emergency generator propane tank has been set at the WWTP. e Carver Construction to provide two week look ahead schedule. e Carver Construction’s Pay Application #8 has been processed by RHV and is being processed for payment by NYSEFC.

    • e All site safety procedures and precautions are being observed with weekly site visits by Carver Construction safety personnel.

    • e The excessive soil cover for the tank at Christ Church has been resolved. Tank had to be placed lower to accommodate existing discharge from the building. A more heavily reinforced tank has been installed to handle the extra weight of top soil fill.

    • e CS3ND is working with Neemar on required VFDs and required components of the blower/main panel system at the WWTP.

    • e Transfer switch from the generator to the control panels at the WWTP is still on back order. No date for delivery has been issued.

    • e Tank upgrades at 31-35 West Market Street are being reviewed. Costs of upgrades will be paid separately and will not be included within the Sewer Project Budget.

  • b. October 21, 2022 — Progress Meeting #23: C.T. Male Associates (Kathryn Serra, Kevin Dufek, and Ron Smaka), Carver Construction (A.G. Bourgeois and Eric Klefbeck), Sausto Contracting (Mario Sausto), C3ND (Fernando

  • Dongo), and Village of Red Hook (Karen Smythe and Brent Kovalchik) attended. Items discussed included: e 42 septic tanks including pumps, risers, control panels, service lateral runs and conduit runs have been placed and installed.

  • e The odor control unit at the WWTP has been set in place.

  • e Sausto Contracting continues with electrical work, including wiring from existing main electrical panels to new control panels and wiring from pump vault splice boxes to the control panels at existing properties.

  • e Tank, vault, pump and wiring continues on properties located on North Broadway.

  • e The Village of Red Hook removed approximately 20 trees at the WWTP for maintenance, safety and preventative measures.

  • e The security fence around the facilities at the WWTP is being prepared for installation.

  • e Sausto Contracting will continue wiring pumps, controls, power runs at properties in the Sewer Service Area where tanks have been installed.

  • e Carver Construction to issue a two week look ahead schedule. e Carver Construction’s Pay Application #9 has been submitted by the Village of Red Hook to NYSEFC.

  • e Sausto Contracting’s Pay Application #7 has been approved and is being processed by NYSEFC.

  • e Current open-graded areas from construction activities should be stabilized, especially in sloped sections (i.e. 62 East Market Street).

  • e November 14, 2022 will be when the components, hook-up and initial start-up of the WWTP will begin.

  • e The transfer switch from the WWTP generator to the controls is pending a confirmed delivery date.

  • e Property owners at 31-35 West Market Street, 7588 North Broadway and 51 West Market Street have requested tank installation as soon as possible.

  • e A letter by Mayor Smythe to Carver Construction was issued outlining the Village’s position on continuing progress of installing tanks despite delays in the start-up of the WWTP.

2. Village of Red Hook Water Distribution System Maintenance and improvement Project/Sewer Service Area Operating/Maintenance Procedures and Protocol

  • Water/Sewer Service Area Operating/Maintenance Meetings were held on October 7, 14, and 21, 2022 at the Red Hook Village Building.

  • a. October 7, 2022 — Delaware Engineering (Robert Flores) and the Village of Red Hook (Karen Smythe and Brent Kovalchik) attended. Items discussed included:

    • e The Village has passed a resolution to amend the SEQR Application and forwarded to Delaware Engineering for processing.

  • e Discussions are ongoing to resolve issues with invoices from Delaware Engineering to Kirchhoff (Traditions) regarding the Water Loop Project (Old Farm Road/South Route 9) for compliance inspection fees.

  • e NYSEFC will review and make determinations regarding Short Term and Long Term Financing for the remaining $720,000.00 debt obligation (of the total $1.8 million water improvement project) within 2-3 months.

  • e Discussed costs involved of installing flush curbs on Graves Street and Cherry Street as part of the WIIA Grant Water Improvement Project. Reviewed progress drawings for improvements, including new mains, valves, connections and hydrants for the WIIA Grant Water Improvement Project (Contract Specifications and Bid Documents — Contract 19 (October, 2022)).

    • Current Project Estimates for the WIIA Water Upgrade Project: * SCADA System at WTP = $201,000 « Graves Street/Cherry Street = $913,000 * RHT/RHV Interconnect = $305,000 = Tower Street Tank Re-painting = $356,000 Total = $1.785 million
  • b. October 14, 2022 — Delaware Engineering (Anthony Mantas and Robert Flores), C3ND (Kaitlyn Dongo and Fernando Dongo), and the Village of Red Hook (Karen Smythe, Jen Cavanaugh, Jake Smith, and Brent Kovalchik) attended. Items discussed included: e Reviewed previous water rates. The last increase was in 2017. Rates need to be reviewed and amended as necessary.

    • e The current Water System (meters, work orders) were discussed. New meters (small volumes) have been able to be delivered with the latest version of cell read meter heads. There are supply side issues for meter horns and meter heads (at least 3 month lead time). The Village cannot complete all work orders without changing out meter heads and meter horns.

    • e Discussed Traditions Development off of Old Farm Road. Nine properties, not connected to the Traditions’ master water meter, will have separate meters. Discussed procedures, protocols and consistent meters that are compatible with Village meter reading technology.

    • e Discussed delinquent payments for water customers located in portions of the Town of Red Hook where delinquent payments cannot be assessed, by the Village, or Dutchess County taxes.

    • e Discussed Badger Meter software, and hardware, updates. e The Village’s southeast quadrant, two portions of the Town, east of the Village are connected to the Village water distribution system.

  • c. October 21, 2022 — Delaware Engineering (Robert Flores), C3ND (Fernando Dongo), and the Village of Red Hook (Karen Smythe and Brent Kovalchik) attended. Items discussed included: e Status of Asset Survey — The southeast, northeast quadrants, Park Avenue and portions of the Town of Red Hook east of the Village

connected to the Village’s water distribution system have been surveyed. Mains, hydrants, valves have been located and mapped.

  • e Bard College interns have been performing a GPS survey of curb stop/individual property shut-off valves in portions of the Village.

  • e Delaware Engineering is entering all survey data. The Village Highway Department did receive a tablet that all data, including maps locating water system assets and spreadsheets, will be entered and connected to Diamond Map software.

  • e WIIA Water Improvement Project Updates — Agreements between the Village of Red Hook and Bond Council will be approved, via RHV Resolutions, and forwarded to Delaware Engineering for processing.

  • e Discussed procedures for bidding and contractual agreements for the WIIA Water Improvement Project. The SCADA/controls of the WTP, Tower Street Elevated Water Storage Tank re-painting, infrastructure improvements of Graves and Cherry Street, and the RHT/RHV Interconnect will be bid and executed as separate contracts.

  • e Discussed installing meters at Father Carroll Field and at the fire hydrant near the old Highway Garage.

  1. A conference call with McCabe and Mack LLP (Rich Olson and Michael Towey) and the Village of Red Hook (Karen Smythe and Brent Kovalchik) was held on October 17, 2022 to review contractual obligations, procedures and protocols regarding the Red Hook Sewer Project.

  2. A conference call with C.T. Male Associates (Kathryn Serra, Kevin Dufek, Chad Kortz, and Ron Smaka), McCabe and Mack LLP (Michael Towey), and the Village of Red Hook (Karen Smythe and Brent Kovaichik) was held to review and discuss scheduling, contractual obligations, procedures and protocol regarding the Red Hook Sewer Project.
