Section 5-1.31, which requires the supplier of a public water system protect the water system in accordance with procedures acceptable to the Commissioner of Health. These mandated requirements are as set forth in the Cross Connection Control Manual published by the New York Department of Health and to that extent, the terms, conditions and provisions of the New York State Sanitary Code, Part 5, Section 5-1.31 and the Cross Connection control Manual are incorporated in this Local Law by reference as if more fully stated.
Mayor Blundell made a motion to approve resolution 5-2015 authorizing a public hearing on June 8, 2015 at 7:00 pm on Cross Connection. DM Kovalchik seconded this motion. All were in favor.
RESOLUTION 6-2015
Mayor Blundell read the following resolution
Resolution establishing a date for a public hearing regarding the adoption of proposed local law ___ of 2015
Whereas, a proposed form of a Local Law entitled “ A local law to permit EV charging Station s as a permitted accessory use in certain Zoning District (the “ Proposed Local Law) has been submitted to the Village Board of Trustees of the Village of Red Hook, (the “ Board ” ); and
Whereas, the proposed Local Law would modify certain provisions of the Zoning Law to permit Electric Vehicle Charging Station s as a permitted accessory use in certain Zoning Districts; and
Whereas, pursuant to Section 239-m of the General Municipal Law, proposed amendments to the Zoning Law must be referred to the Department of Planning and Development for its review and report thereon;
Whereas, a Full Environmental Assessment Form ( “ EAF ” ) dated May 11, 2015 has been prepared on behalf of the Board; and
Whereas, in accordance with the New York State Environmental Quality Review Act ( “ SEQRA ” ), the Board is required to determine the classification of the proposed project; and
NOW THEREFORE BE IT RESOLVED, by the Board as follows:

The adoption of the Proposed Local law is a Type I action under SEQRA

The Mayor is authorized to sign page 13 of the EAF

The Board is the only involved agency under SEQRA

The Board shall hold a public hearing on June 8, 2015 at 7:15 PM at the Village Hall, 7467 South Broadway Red Hook NY to hear all interested parties on said Proposed Local Law; and

The Village Clerk is hereby authorized and directed to publish notice of said hearing in the official newspaper of the Village, on or before May 20, 2015 which is not less than ten calendar days prior to the date of said public hearing.

The Village Clerk is hereby authorized and directed to send a copy of the Proposed Local Law, together with a copy of the EAF, to the Dutchess County Department of Planning and Development for a report and recommendation thereon to Section 239-m of the General Municipal Law.

The Village is hereby authorized and directed to send a copy of the public hearing notice to the clerks of the adjacent municipalities.
Mayor Blundell made a motion to approve resolution 6-2015 authorizing a public hearing regarding the adoption of proposed local law. DM Kovalchik seconded the motion. All were in favor.
Bard Bus Shuttle – Mayor Blundell stated the Bard Shuttle is becoming a problem on Village streets. A new bus is on the route and this bus appears larger and having difficulty turning on village streets.
Suggestions of having a bus stop in front of the Village Hall and turn around at Hannaford. DM Kovalchik suggested scheduling a discussion with Bard. The students will soon leave for the summer. Mayor Blundell will contact Bard to open up discussion.
PUBLIC COMMENTS
Don Finn asked what the tower rental income was and why isn ’ t it put away for maintenance on the tower. Mayor Blundell stated the maintenance on the tower will come from Phase II. Also Don asked what the total police budget is and will the board consider consolidating with Dutchess County Sheriff. Mayor Blundell stated the Village is not considering moving to DC Sheriff for village police protection.
George Beekman asked about truck traffic on Village Streets. Mayor Blundell stated large trucks are not allowed on Village Streets and will have the police keep watch.
Trustee Trapp made a motion to pay bills after audit. DM Kovalchik seconded this motion. All were in favor.
DM Kovalchik made a motion to adjourn the meeting at 9:20. Trustee Norris seconded the motion. All were in favor.
