BOND RESOLUTION DATED JUNE 14, 2021 — A RESOLUTION AUTHORIZING THE PURCHASE OF A 2020 FORD F-150 RESPONDER XL FOR THE VILLAGE OF RED HOOK, DUTCHESS COUNTY, NEW YORK, TO BE USED IN THE OPERATION OF ITS POLICE DEPARTMENT AT A MAXIMUM ESTIMATED COST OF $46,900.16, AND AUTHORIZING THE ISSUANCE OF $40,000.00, SERIAL BONDS OF SAID VILLAGE TO PAY A PORTION OF THE COST THEREOF

WHEREAS

  • the Village of Red Hook Police Department has recommended the acquisition of a 2020 Ford F-150 Responder XL to be used in the operation of the Village of Red Hook Police Department
  • the Board of Trustees of the Village of Red Hook, after careful deliberation, has determined that the purposes of the Village of Red Hook will be furthered by the purchase of said vehicle

RESOLVED

  • The purchase by the Village of Red Hook of a 2020 Ford F-150 Responder XL to be used in the operation of the Village of Red Hook Police Department is hereby authorized at a maximum estimated cost of $46,900.16, and such amount is hereby appropriated therefore.
  • The Board of Trustees of the Village of Red Hook has determined that said purchase is described in Subdivision 29 of Section 11.00 of the Local Finance Law, and the probable usefulness of said purchase is Five (5) years.
  • The Board of Trustees of the Village of Red Hook hereby determine that the plan for financing such purchase is by the issuance of not more than $40,000.00 serial bonds of the Village of Red Hook, which is hereby authorized to be issued therefor pursuant to the provisions of the Local Finance Law; and for the expenditure of not more than $6,900.16 from the Village of Red Hook Reserve Fund.
  • The Board of Trustees of the Village of Red Hook hereby determine that the aforesaid purchase constitutes a Type II action as defined under the State Environmental Quality Review Act 6 NYCRR Part 617, which action is further hereby determined not to have a significant impact on the environment.
  • The Board of Trustees of the Village of Red Hook hereby determine that the maximum maturity of the serial bonds herein authorized shall not exceed five (5) years.
  • The faith and credit of said Village of Red Hook, Dutchess County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such bonds as the same respectively become due and payable.
  • The Board of Trustees of the Village of Red Hook, subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell such serial bond notes is hereby delegated to the Mayor of the Village of Red Hook, as the chief fiscal officer of the Village of Red Hook.
  • Such bonds shall be in fully registered form and shall be signed in the name of the Village of Red Hook, Dutchess County, New York, by the manual or facsimile signature of the Mayor of the Village of Red Hook and may be attested to by the manual or facsimile signature of the Village of Red Hook Village Clerk.
  • All other matters relating to such bonds shall be determined by the Mayor of the Village of Red Hook.
  • This resolution shall constitute a statement of official intent for purposes of United States Treasury Regulations Section 1.150 - 2.
  • The validity of such bonds may be contested only if such obligations are authorized for an object or purpose for which said Village is not authorized to expend money, or if the provisions of law which should be complied with at the date of publication of this resolution are not substantially complied with and an action, suit, or proceeding contesting such validity is commenced within twenty (20) days after the date of publication, or if such obligations are authorized in violation of the provisions of the New York State Constitution.
  • This resolution, which takes effect immediately, shall be published in full in the official newspaper of the Village of Red Hook for such purpose together with a notice of the Village Clerk in substantially the form provided in Section 81.00 of the Local Finance Law.
