  1. The Board grants the three area variances for the Curthoys/Mazza property to permit construction of the detached garage as proposed, finding that the variance will not produce an undesirable change to neighborhood character, that the applicant's needs cannot be achieved without a variance, that the variance is not substantial in terms of neighborhood conditions, that it will not adversely affect physical or environmental conditions, and that it represents the minimum variance necessary to meet the applicant's needs
