  1. the ZBA formally adopts an escrow policy in conformance with Planning Board practice, allowing the ZBA to debit the cost of publication of public hearing notices in the Poughkeepsie Journal and certified mailings of said public hearing notices to neighbors directly from applicants' escrow accounts without increasing the amount of the initial escrow request charged to each applicant
