  1. the Town Board authorizes the Town Supervisor, or in his absence or unavailability the Deputy Supervisor, to execute the Financial Advisory Services Agreement with Fiscal Advisors and Marketing, Inc. in substantially the form on file with the Clerk, with such insubstantial changes as may be approved by the officer executing the same
