General Shared Services IMA with Dutchess County
The Village is party to an Intermunicipal Agreement with the County of Dutchess that creates the framework and opportunity for shared services between the parties without obligating the Village to participate in any specific service. The agreement has been renewed and updated most recently in 2026.[13][20]
NYCOMCO DPW Communications Radios Contract
The Mayor is authorized to sign a 5-year contract with NYCOMCO for Department of Public Works communication radios. This contract was authorized on February 9, 2026.[19]

Dutchess County 239-m Planning Referral IMA
The Village is party to an Inter-Municipal Agreement with Dutchess County Planning under GML §239-m, as updated by County Resolution 2015246, which modifies and reduces the categories of zoning and land-use matters requiring County referral while specifying those that still require 239-m compliance. The Village Clerk is directed to circulate the agreement to the Planning and Zoning Department and related boards.[8][11][17]
Dutchess County Shared Services Procurement Assistance Program
The Mayor is authorized to maintain and renew the Village's participation in the Dutchess County Shared Services Procurement Assistance Program, which provides procurement support services to the Village. The program agreement has been renewed most recently in November 2025.[14][15][16][18]

Shared Building Department Services IMA (Town of Red Hook)
The Village is party to an Intermunicipal Agreement with the Town of Red Hook for shared building department services, including fire inspections, at a service rate of $50 per hour. The agreement was executed subject to review by Village counsel (McCabe & Mack) with no substantial modifications.[10][12]

Highway and Public Works Shared Services IMA (Town of Red Hook)
The Mayor is authorized to sign the Inter-Municipal Agreement with the Town of Red Hook formalizing ongoing shared services for highway and public works operations, including shared highway material and fuel purchases under NY State Contract. Each individual instance of shared services must be reviewed by the Mayor and/or the Highway Foreman for feasibility and scheduling before approval.[9]

Perm 17 Undertaking — NYS DOT State Highway Work
The Village adopted Perm 17 Undertaking Documents allowing it to perform work on State highways without yearly permit reapplication from NYS DOT. The Undertaking has a term of 20 years from authorization, expiring January 12, 2035.[4]
Highway Shared Services IMA (Town of Red Hook & Village of Tivoli)
The Mayor is authorized to execute the Intermunicipal Agreement for Shared Services regarding Implementation Assistance for Shared Highway Administration among the Town of Red Hook, Village of Red Hook, and Village of Tivoli. The Mayor and other Village officers are directed to take all acts required under the agreement.[6][7]

Shared Highway Garage Occupancy (Town of Red Hook IMA)
The Village is authorized to occupy 2 bays in the shared highway garage under an Intermunicipal Agreement with the Town of Red Hook. This arrangement formalizes the Village's use of the jointly developed highway garage facility.[3]
Community Preservation Fund (CPF) Village Allocation MOU
The Village is party to a Memorandum of Understanding with the Town of Red Hook establishing that highly ranked Village parcels are eligible for a minimum of 10% of CPF funds annually (totaling 20% across both Villages). The MOU includes a municipal veto over allocation of funds to projects not directly benefitting the Village and a mechanism for the Village to relinquish its allocation.[2]

The Mayor was authorized to sign the Dutchess County Shared Services Procurement Assistance Program agreement for the term November 1, 2023 through October 31, 2024. Superseded by subsequent renewals.[15]

General Dutchess County Shared Services IMA (2022)
The Mayor was authorized to sign an Intermunicipal Agreement with the County of Dutchess in January 2022 creating the framework for shared services. Superseded by the updated Intermunicipal Agreement for Shared Services authorized in May 2026.[13]

Dutchess County 239-m Agreement (2020)
The Mayor signed the Dutchess County 239-m agreement document under County Resolution 2015246 in 2020. Superseded by the updated GML 239 Referral Exemptions Agreement signed in November 2025.[11]

Government Efficiency Plan — Dutchess County (2017–2019)
The Village authorized continuation with Dutchess County on the Government Efficiency Plan projecting 1% levy savings for 2017, 2018, and 2019. This plan expired December 31, 2019.[5]

Shared Highway Services and Facilities Study (LGE Grant)
The Village agreed to explore shared or consolidated highway services and facilities with the Town of Red Hook and Village of Tivoli, and to apply for a Local Government Efficiency Grant to fund a consultant study.
