RESOLVED

  1. The Village enters into a Memorandum of Understanding with the Town of Red Hook explaining the CPF allocation framework, including strategies for allocation of the 20% annual portion to the Villages, the power of each municipality to veto allocation of its funds to a project not directly benefitting the Village, a mechanism for the Villages to relinquish the use of the allocation, and designation of each party as an active participant in the decision-making process.

  • WHEREAS, The Town of Red Hook passed CPF requiring any home over medium price to pay 2% tax towards the purchase of development rights.
  • WHEREAS, The Town has agreed to purchase development rights of three properties on West Kerley Corner Road.
  • WHEREAS, Village properties, by their nature and intent, are non-agricultural, and using the same ranking process would automatically rank all village properties below those of most Town properties for access to CPF resources.
  • WHEREAS, Preserving the Villages is important to preserving the community as a whole.
  • WHEREAS, The CPF Advisory Board recommends that the Town and the Villages enter into an Intermunicipal Agreement or Memorandum of Understanding to assure that highly ranked parcels in the Villages are eligible for a minimum ten percent (10%) of the CPF each for a total of twenty percent (20%) annually dedicated to use in the Villages.
