CloudPlan Web Service Renewal — ChargePoint EV Charging Ports
The Mayor is authorized to sign a contract to renew CloudPlan web service for the Village's ChargePoint EV charging ports.[21][24]
EV Charger User Fee
Users of the Village's public electric vehicle charger are charged $0.12 (12 cents) per kilowatt-hour, effective February 15, 2026. The Village Clerk is directed to place a sign on the EV charger announcing the fee, and the Board will review use data 6 months after the fee takes effect.[23]

Climate Smart Communities Task Force — Establishment
The Village Board has created the Climate Smart Communities Task Force (CSC Task Force) to advance the Village's Climate Smart Communities Pledge. Members are appointed by the Mayor and approved by the Village Board, with a minimum of 4 and a maximum of 7 members, including at least 3 Village residents (excluding the Village Trustee liaison) and a Chair appointed by the Mayor.[22]
Climate Smart Communities Task Force — Term of Office
CSC Task Force member terms are two (2) years. Upon initial appointment, 3 members serve one-year terms and 4 members serve full two-year terms. Members may remain until a replacement is appointed and may be reappointed for additional two-year terms at the Mayor's discretion.[22]
Climate Smart Communities Task Force — Powers and Duties
The CSC Task Force shall use the NYS DEC Climate Smart Communities Pledge Elements to prioritize actions with the goal of achieving Bronze Certification as quickly as possible, followed by increasing levels of certification. The Task Force shall recommend prioritized actions to the Village Board for approval, implement Board-approved actions, and submit an Annual Report to the Village Board outlining activities over the past calendar year and goals for the year ahead.[22]
Climate Smart Communities Task Force — Meeting Requirements
CSC Task Force meetings shall be open to the public when a quorum is present, with agendas and minutes filed with the Village Clerk. A meeting schedule shall be established by the Chair, with all meetings posted at least one week in advance on the Village website. A virtual option shall be made available unless the meeting is outdoors.[22]

ICLEI Membership Authorization
Trustee Bradley-Rickard is authorized to pursue membership with the International Council for Local Environmental Initiatives (ICLEI) and negotiate a cost-sharing agreement with the Town of Red Hook.[20]

Street Light Installation — Bird and Tower Street
The Village authorized installation of an additional street light at the intersection of Bird and Tower Street on an existing Central Hudson pole, subject to annual maintenance and service charges assessed to the Village.[18]
NYS Climate Action Council Scoping Plan Support
The Village of Red Hook declares support for the NYS Climate Action Council Scoping Plan and its recommendations, including prohibiting expansion of fossil fuel infrastructure, transitioning to efficient electricity-based solutions for buildings and transportation, advanced building codes phasing in requirements prohibiting on-site combustion of fossil fuels in new buildings over a 2024–2027 period, making electric vehicles more affordable, and expanding fast-charging infrastructure. The Village directed copies of this resolution to the Commissioner of NYS DEC, President of NYSERDA, Chair of the NYS PSC, the NYS Climate Action Council, and Members of the State Senate and Assembly representing the Village.[19]

Zero Emission Vehicle Grant — EV Charging Station Intermunicipal Agreement
The Mayor is authorized to sign an Intermunicipal Agreement with the Town of Red Hook for the Zero Emission Vehicle Grant Project, providing for installation of two electric vehicle charging stations in the Village municipal lot. The Town will handle grant applications and cover match funding not to exceed $10,000; the charging stations become Village property upon installation.[17]

Climate Smart Communities Pledge
The Village of Red Hook has adopted the New York State Climate Smart Communities pledge, committing to reduce greenhouse gas emissions and adapt to a changing climate through ten elements: (1) Build a climate-smart community; (2) Inventory emissions, set goals, and plan for climate action; (3) Decrease energy use; (4) Shift to clean, renewable energy; (5) Use climate-smart materials management; (6) Implement climate-smart land use; (7) Enhance community resilience to climate change; (8) Support a green innovation economy; (9) Inform and inspire the public; (10) Engage in an evolving process of climate action.[11]
Community Solar Intermunicipal Agreement — Town of Red Hook
The Mayor is authorized to execute an Intermunicipal Agreement with the Town of Red Hook regarding the Community Distributed Generation Solar (PV) Project, in substantially the form on file with the Village Clerk, with non-substantive changes approved by the Mayor and subject to revisions to Exhibit A.[12]
Community Solar Project — Zoning Immunity Determination
The Village Board has determined that construction of the proposed 1.73 MW AC community solar array on an approximately 9.5-acre portion of parcel 6272-14-427425-0000 at Glen Pond Drive is immune from the application of the Town of Red Hook's Zoning Law, except that the project remains subject to Town Zoning Law Sections §143-37(E), (F), (G), and D(e) through (j), including the requirement for issuance of a building permit. A final site plan shall be submitted to and approved by the Village Board, executed by the Mayor, and filed with the Village Clerk and Town Clerk.[13][16]
Community Solar Ground Lease — Red Hook CSA, LLC
The Mayor is authorized to execute the ground lease and site plan with Red Hook CSA, LLC for the community solar project on the Village well fields, subject to final legal and engineering review of attachment pages and modification of the insurance clause (Section 11) to enhance protection of the well field. The First Amendment of Land Lease Agreement, relocating the originally proposed power connection point, has been approved and the Mayor (or Deputy Mayor) is authorized to execute it in substantially the form on file with the Village Clerk.[14][16]
Community Distributed Generation Credit Purchase Agreement — Red Hook CSA, LLC
The Mayor is authorized to execute the Community Distributed Generation Credit Purchase Agreement (PPA) with Red Hook CSA, LLC for a 1.73 MW AC community solar array co-located at the Village's well site, providing CDG Credits and Value of Distributed Energy Resources credits allocated to the Village's listed accounts and priced based on metered electrical output. The agreement includes a project purchase option.[15]

NYPA LED Lighting Agreement
The Mayor is authorized to sign an agreement with the New York Power Authority (NYPA) to continue the Village's LED street lighting conversion project, with costs to be absorbed into a payment schedule.[10]

Mid-Hudson Street Light Consortium Participation
The Village of Red Hook is a participant in the Mid-Hudson Street Light Consortium cooperative agreement, authorized under General Municipal Law Article 5-G, to solicit proposals for LED street lighting conversion and maintenance services via the RFP process under General Municipal Law §104-b. The Mayor (or Deputy Mayor in his absence) is authorized to sign the Agreement and execute related documents on the Village's behalf.[9]

LED Street Lighting Authority Order
The Village authorized the LED Street Lighting Authority Order to replace current streetlights with LED fixtures through Central Hudson's tariff program as existing lights fail.[6]

EV Charging Station Permitting Classification
Installation of an electric vehicle charging station is classified as "minor work" requiring only the permitting process administered by the code enforcement officer, rather than a full building permit. Notwithstanding this classification, all installations must still comply with all applicable requirements of the Village's Zoning Law.[5]

Energize New York Partnership Pact
The Village of Red Hook has adopted the Energize Partnership Pact to participate in the Energize New York residential energy efficiency program. The Mayor is authorized to appoint Municipal Energize Liaison(s) from among municipal staff or civic volunteers, subject to Board affirmation, to serve as chief points of contact with Energize staff and coordinate with community Champions and Sponsors.[3]

Street Light Deactivation for Carbon Reduction
The Village approved turning off 30 street lights as identified in an energy efficiency study to reduce its carbon footprint and Central Hudson Gas & Electric expenses.[1]

ChargePoint Web Connection 2-Year Renewal Contract
Expired September 26, 2026. The Mayor was authorized to sign the ChargePoint Web Connection 2-year Renewal Contract using NYS OGS State Contract Pricing via piggybacking. Superseded by the CloudPlan web service renewal authorization (footnote 24).[21]

LED Street Lighting Conversion — Mayor Investigation Authorization
Superseded by the Mid-Hudson Street Light Consortium participation resolution (footnote 9) and NYPA LED agreement (footnote 10). The Board had declared interest in pursuing LED street light conversion with anticipated annual savings of $43,600 and authorized the Mayor to investigate grant options and energy data.[7]
LED Street Lighting Consortium Exploration
Superseded by the formal Mid-Hudson Street Light Consortium participation resolution (footnote 9). The Board had authorized continued exploration of LED street lighting conversion and participation with an 18-municipality consortium, with Trustee Laing as Village contact and Courtney Strong as consultant.[8]

Dutchess County Retail Electric Energy Supply Participation
The Village authorized participation in the Dutchess County Department of Central Services' Retail Electric Energy Supply application, with the Clerk authorized to submit Central Hudson account information to the County by September 12, 2014. This was a time-bounded authorization that has since expired.[4]

Electric Power Supply — MEGA Distributor Rate
Superseded by subsequent county electric supply program participation (footnote 4). The Village had approved purchase of electric power from MEGA at a rate of $7.22 per unit unless another vendor submitted a lower bid, with anticipated savings of 14% on annual electric costs of $114,000.[2]
