Refunding Bond Authorization — Sewer System Improvement
The Village Board authorized the refunding of its $3,673,000 Sewer System Improvement Serial Bond-2023 (originally issued August 11, 2023) through the issuance of new Refunding Bonds in a principal amount not to exceed $3,673,000, appropriating that amount for such purpose. The Refunding Bonds are general obligations of the Village, with faith and credit irrevocably pledged, payable by a general tax on all taxable real property within the Village.[5]
Delegation of Refunding Bond Issuance Authority to Village Treasurer
The powers and duties relative to determining the amount of Bonds To Be Refunded, prescribing the terms, form, and contents, and as to the sale and issuance of the Refunding Bonds are delegated to the Village Treasurer, as chief fiscal officer of the Village. The Village Treasurer is also authorized to execute a purchase contract on behalf of the Village if the Refunding Bonds are sold at private sale.[5]
Escrow Arrangement for Refunding Bond Proceeds
Prior to issuance of the Refunding Bonds, the Village may contract with a bank or trust company located and authorized to do business in New York State to act as Escrow Holder of the proceeds. All moneys held by the Escrow Holder, if invested, shall be invested only in direct obligations of the United States of America.[5]
Annual Budget Provision for Refunding Bond Debt Service
Provision shall be made annually in the Village budget for (a) the amortization and redemption of the Refunding Bonds maturing in such year and (b) the payment of interest due and payable in such year. The faith and credit of the Village are irrevocably pledged to the punctual payment of principal and interest on the Refunding Bonds.[5]

Residential Payment Plan for Past-Due Water Bills
The Village of Red Hook has adopted a Residential Payment Plan allowing residents who are past due on water payments an opportunity to pay off their bills based on their financial circumstances. The plan applies to Village water customers and is governed by the attached agreement approved by the Village Board.[4]

Water Charges as Lien on Real Property
Water charges and penalties thereon shall be a lien upon the real property upon which the water is used. Such charges may be collected in accordance with § 11-1118 of the Village Law of the State of New York.[2]

Re-Levy Authority for Amounts Owed to the Village
The Village Clerk is authorized to re-levy any funds owed to the Village by a Village resident onto the Village Tax bill. Eligible charges include water, snow removal, escrow, and planning and zoning fees.[1]

Serial Bond Authorization — 2020 Ford F-150 Responder XL (Police Department)
The Village authorized the purchase of a 2020 Ford F-150 Responder XL for the Police Department at a maximum estimated cost of $46,900.16, financed by $40,000.00 in serial bonds (5-year maximum maturity) and $6,900.16 from the Village Reserve Fund. The 5-year bond term expired June 14, 2026; this authorization is time-bounded and no longer operative.[3]
