PANDA Board Director Appointments
Alex Geller is appointed as the Village's Primary Director to the PANDA Board of Directors, and Faith Barr is appointed as Alternate Director, both with terms ending June 7, 2028.[22]

PANDA Intermunicipal Cooperation Agreement
The Mayor is authorized to sign the PANDA Intermunicipal Cooperation Agreement including Rider, valid through 2029.[16]
Compost Program — Laughing Fox Farm Food Scrap Pickup
The Mayor is authorized to sign a contract with Laughing Fox Farm LLC to provide food scrap pickup service for the Village's County-grant-funded compost pilot program. The contract term is at-will, allowing cancellation with a minimum 30-day notice.[17]
Compost Program — Dutchess County Grant Agreement
Textile Curbside Pickup Program
The Village is authorized to participate in a free textile recycling program in partnership with Dutchess County and Helpsy, with curbside pickup available to residents.[18]
Intermunicipal Agreement — Village of Tivoli Solid Waste Collection
The Mayor is authorized to sign an Intermunicipal Agreement with the Village of Tivoli for garbage and recycling collection and transportation. All collection costs are paid by the Village of Tivoli.[19]
Bulk Tag Mattress and Box Spring Surcharge
The additional fee for disposal of a mattress or box spring with a Bulk Tag is $10.00 per item, effective immediately upon passage in December 2025. The base Bulk Tag price remains $25.00.[21]

Library Garbage Tag Sales
The Red Hook Library is authorized to sell Village garbage tags on the Village's behalf with no markup, allowing residents to purchase tags during hours when Village Hall is not open. All garbage tag funds must remain separate from Library funds.[11]
Garbage Tag Cash Drawer Starting Balance
The starting balance of the garbage tag cash drawer is set at $100.[12]

Garbage Tag Newsletter Discount
A 10% discount is offered on garbage tag sales to residents who bring in the Village newsletter at time of purchase.[8]

Landfill Brush Burning
Brush burning in the Village landfill is authorized on a quarterly basis during winter months. All fire and safety regulations must be followed and the Fire Department must be notified prior to burning.[7]

The Village garbage pick-up day is Monday, effective January 11, 2010.[2]

Landfill Permit Fee
Village landfill permits are priced at $20.00 per permit. This rate was increased from $5.00 to cover operational and attendant costs.[1]

Dutchess County Compost Grant Application (2024)
Expired. The Mayor was authorized to submit a grant application to Dutchess County for a compost collection program with an 18-month commitment and annual cost not exceeding $1,000. The application authorization expired May 4, 2026; the program itself was subsequently formalized under footnotes 17 and 20.[15]

Roll-Off Dumpster Contract — Welsh/Royal Carting (Month-to-Month)
Superseded by footnote 14 (2024). The Mayor was authorized to sign a month-to-month contract with Welsh/Royal Carting for a roll-off dumpster at the Village Highway Garage.[13]

Authorized renewal of the PANDA intermunicipal agreement for a four-year term with two-year budget negotiations, expiring April 21, 2015. Superseded by the 2025 PANDA agreement.[6]

Leaf Purchase Agreement — A.W. Coon
A.W. Coon's proposal to purchase Village leaves directly from the vacuum rig at $10.00 per load was approved. No subsequent renewal on record; treated as expired/superseded.[5]
