Bulk Tag Mattress/Box Spring Surcharge
An additional fee of $10.00 per item applies to mattress or box spring disposal when purchased with a Bulk Tag, effective immediately upon adoption on December 8, 2025. The base Bulk Tag price is $25.00.[21]
PANDA Intermunicipal Cooperation Agreement
The Mayor is authorized to sign the PANDA Intermunicipal Cooperation Agreement including Rider, valid through 2029.[16]
Compost Program Food Scrap Hauler Contract
The Mayor is authorized to sign a contract with Laughing Fox Farm LLC to provide food scrap pickup service for the Village's County-grant-funded compost pilot program. The contract is at-will and may be cancelled with a minimum 30-day notice.[17]
Dutchess County Compost Program Grant Agreement
The Mayor is authorized to sign the agreement with Dutchess County related to the Village's Compost Program grant.[15][20]
Textile Curbside Pickup Program
The Village participates in a free textile recycling program in partnership with Dutchess County and Helpsy, with curbside pickup available to residents.[18]
Intermunicipal Solid Waste Agreement with Village of Tivoli
The Mayor is authorized to sign an Intermunicipal Agreement with the Village of Tivoli for garbage and recycling collection and transportation. All collection costs are paid by the Village of Tivoli.[19]

Highway Garage Roll-Off Dumpster Contract
The Mayor is authorized to sign a contract with Royal Carting (via NYS piggyback contract) for a 6-yard dumpster at the Village Highway Garage, replacing the prior 4-yard dumpster.[13][14]

Library Garbage Tag Sales
The Red Hook Library is authorized to sell Village garbage tags on the Village's behalf with no markup, allowing residents to purchase tags during hours when Village Hall is not open. All garbage tag funds must remain separate from Library funds.[11]
Garbage Tag Cash Drawer Starting Balance
The starting balance of the garbage tag cash drawer is set at $100.[12]

Pay-As-You-Throw Small Tag Rate
The current rate for small (blue) garbage tags is $3.00 per tag, effective January 1, 2019.[3][9][10]
Pay-As-You-Throw Large Tag Rate
The current rate for large (red) garbage tags is $6.00 per tag, effective January 1, 2019.[3][9][10]

Garbage Tag Newsletter Discount
A 10% discount is offered on garbage tag sales to residents who bring in the Village newsletter at time of purchase.[8]

Landfill Brush Burning
Brush burning in the Village landfill is authorized on a quarterly basis during winter months. All fire and safety regulations must be followed and the Fire Department must be notified prior to burning.[7]

Garbage Collection Day
The Village garbage pick-up day is Monday, effective January 11, 2010.[2]
Leaf Purchase Agreement
A.W. Coon is authorized to purchase Village leaves directly from the vacuum rig at $10.00 per load.[5]

Landfill Permit Fee
Village landfill permits are set at $20.00 per permit. This rate was increased from $5.00 to cover operational and attendant costs.[1]

2024
Dutchess County Compost Collection Grant Application
The Mayor was authorized to submit a grant application to Dutchess County for a compost collection program with one bin at or near Village Hall, with an 18-month commitment and annual cost not exceeding $1,000. The 18-month program commitment expired approximately May 4, 2026; superseded by the 2025 Dutchess County Compost Program Grant Agreement.[15]

Welsh/Royal Carting Roll-Off Dumpster Contract (Month-to-Month)
The Mayor was authorized to sign a month-to-month contract with Welsh/Royal Carting for a roll-off dumpster at the Village Highway Garage. Superseded by the 2024 Royal Carting contract for a 6-yard dumpster.[13]

Pay-As-You-Throw Small Tag Rate (2017)
Small (blue) garbage tags were increased to $2.75, effective June 1, 2017. Superseded by rate increase to $3.00 effective January 1, 2019.[9]
Pay-As-You-Throw Large Tag Rate (2017)
Large (red) garbage tags were increased to $5.50, effective June 1, 2017. Superseded by rate increase to $6.00 effective January 1, 2019.[9]
2011
PANDA Intermunicipal Agreement (2011–2015)
The Village entered into a four-year PANDA intermunicipal agreement with budget negotiations every two years, effective April 21, 2011 and expiring April 21, 2015. Expired and superseded by the 2025 PANDA agreement.[6]

Pay-As-You-Throw Small Tag Rate (2010)
Small garbage tags were set at $2.50, effective May 1, 2010. Superseded by rate increase to $2.75 effective June 1, 2017.[3]
Pay-As-You-Throw Large Tag Rate (2010)
Large garbage tags were set at $5.00, effective May 1, 2010. Superseded by rate increase to $5.50 effective June 1, 2017.[3]
PANDA Contract Non-Renewal Rescission (2010–2011)
The Village agreed to adhere to the 2010 PANDA contract and rescind the notice of non-renewal for 2011, with options to be reviewed after 2011. This resolution was tabled and superseded by subsequent PANDA agreement renewals.[4]
