PANDA Intermunicipal Cooperation Agreement
The Mayor is authorized to sign the PANDA Intermunicipal Cooperation Agreement including Rider, valid through 2029.[14]
Food Scrap Pickup — Laughing Fox Farm LLC
The Mayor is authorized to sign a contract with Laughing Fox Farm LLC to provide food scrap pickup service for the Village's County-grant-funded compost pilot program. The contract is at-will and may be cancelled with a minimum 30-day notice.[15]
Compost Program Grant Agreement — Dutchess County
The Mayor is authorized to sign the agreement with Dutchess County related to the Village's Compost Program grant.[18]
Textile Curbside Pickup Program
The Village participates in a free textile recycling program in partnership with Dutchess County and Helpsy, with curbside pickup available to residents.[16]
Intermunicipal Agreement — Village of Tivoli Solid Waste
The Mayor is authorized to sign an Intermunicipal Agreement with the Village of Tivoli for garbage and recycling collection and transportation. All collection costs are paid by the Village of Tivoli.[17]
Bulk Tag Fee — Mattress or Box Spring Surcharge
The additional fee for disposal of a mattress or box spring is $10.00 per item, effective immediately upon adoption in December 2025. The standard bulk item pickup requires purchase of a Bulk Tag (currently $25.00), with the mattress/box spring surcharge added on top.[19]

Roll-Off Dumpster Service — Royal Carting
The Mayor is authorized to sign a contract with Royal Carting (via NYS piggyback contract) for a 6-yard dumpster at the Village Highway Garage, replacing the prior 4-yard dumpster.[11][12]

Garbage Tag Sales — Red Hook Library
The Red Hook Library is authorized to sell Village garbage tags on the Village's behalf with no markup, allowing residents to purchase tags when Village Hall is not open. All garbage tag funds must remain separate from Library funds.[10]

Pay-As-You-Throw Tag Rates
Small/blue garbage tags are $3.00 per tag and large/red garbage tags are $6.00 per tag, effective January 1, 2019.[3][8][9]

Garbage Tag Newsletter Discount
A 10% discount is offered on garbage tag purchases when residents bring in the Village newsletter, to increase cash flow and generate discussion of the garbage program.[7]

Garbage Collection Day
The Village garbage pick-up day is Monday, effective January 11, 2010.[2]
Leaf Purchase Agreement — A.W. Coon
A.W. Coon is authorized to purchase Village leaves directly from the vacuum rig at $10.00 per load.[5]

Landfill Permit Fee
Village landfill permits are priced at $20.00 per permit. This increase from $5.00 was adopted to cover operational and attendant costs.[1]

Dutchess County Compost Grant Application — 2024
Expired May 4, 2026. The Mayor was authorized to submit a grant application to Dutchess County for a compost collection program with an 18-month commitment and annual cost not exceeding $1,000 per year, contingent on Town of Red Hook and Ozone agreement.[13]

Roll-Off Dumpster Service — Welsh/Royal Carting (Month-to-Month)
Superseded by footnote 12. The Mayor was authorized to sign a month-to-month contract with Welsh/Royal Carting for a roll-off dumpster at the Village Highway Garage.[11]

Pay-As-You-Throw Tag Rates — 2017 Schedule
Superseded by footnote 9. Small/blue tags were increased to $2.75 and large/red tags to $5.50, effective June 1, 2017.[8]

Superseded by footnote 14. The 2011 PANDA inter-municipal agreement renewal authorized a four-year term expiring April 21, 2015, with budget negotiations every two years.[6]
