Bliss Juice & Smoothie Bar Site Plan – 19 West Market Street
The site plan for 19 West Market Street (a/k/a 7501 North Broadway) is approved for a change in use to an eating/drinking establishment for Bliss Juice & Smoothie Bar per Zoning Section 200-10-B-(15) and per Board of Health approval dated February 1, 2025.[25]
12 East Market Street Retail Use Site Plan
The site plan for 12 East Market Street (a/k/a 8 East Market Street, Tax Parcel ID 6272-10-440706) is approved as submitted with lighting proposal for retail use per Zoning Section 200-10-(30), reflecting a change of use from eating/drinking establishment to miscellaneous retail store with signage.[26]
3 St. John Street Commercial Office/Apartment Site Plan
The site plan for a 2,400 sq. ft. 2-story commercial office building with an apartment at 3 St. John Street (Parcel No. 6272-06-389759), per the site plan set dated February 29, 2024 last revised April 11, 2025 and architectural elevations dated March 23, 2025 last revised August 20, 2025, is approved conditioned on payment of all fees and escrow and Department of Health approval for water supply and sewer disposal.[27]
3 St. John Street – Continuing Lighting Condition
It is a continuing condition of approval for 3 St. John Street that all lighting on the property shall be downward facing and have a color temperature of 3000K or less.[27]
The Farmhouses at Red Hook Site Plan – Firehouse Lane
The site plan for The Farmhouses at Red Hook, a multi-family development of three two-family dwellings (six total units) on Firehouse Lane, prepared by Robert J. Dupont, Architect, dated August 27, 2025 last revised November 6, 2025, is approved with four conditions: payment of all fees and escrow; Village Attorney and Village Engineer approval and recordation of a sewer easement with the Dutchess County Clerk; approval and recordation of a sidewalk easement granting public access and obligating the owner to keep the sidewalk clear; and revision of the site plan to include ADA sidewalk bump-outs and a note requiring the property owner to maintain the sidewalks.[28]

Italian Deli Site Plan – 46 West Market Street
The site plan for an Italian deli at 46 West Market Street (Tax Parcel ID 6272-10-378736), dated February 26, 2024, is approved with two conditions: proposed lighting must not interfere with traffic visibility and must shield direct light from adjoining streets and properties, with compliance demonstrated prior to issuance of a Certificate of Occupancy; and the site plan must comply with all applicable laws.[20]
Lofty Supply Cannabis Dispensary Site Plan – 7536 North Broadway
The site plan for Lofty Supply's retail cannabis dispensary with accessory manufacturing and processing at 7536 North Broadway (Parcel 1: 134801-62720-06-470753; Parcel 2: 134801-6270-10-489743), per the site plan set dated January 26, 2024 last revised February 28, 2024, is approved subject to eleven conditions including payment of fees and escrow, NYS DOT conceptual approval for traffic pattern changes, Dutchess County Department of Behavioral and Community Health approval for water supply and wastewater disposal, a recorded access easement between Parcels 1 and 2, and signage prohibiting left-hand turns onto Graves Street.[21]
Lofty Supply – Cannabis Processing Employee Limit
No more than 5 persons shall be employed for the processing of cannabis on the property at 7536 North Broadway. This restriction must be noted on Sheet 2.0 of the Site Plan Set.[21]
Lofty Supply – Outdoor Cannabis Prohibition
Outdoor drying, storage, or processing of cannabis is prohibited at 7536 North Broadway. Storage of cannabis in buildings 2 and 3 on the property is also prohibited.[21]
Lofty Supply – Employee Parking Curb Stops
Five curb stops for employee parking must be provided on the southern portion of Parcel 1 at 7536 North Broadway. After six months of operation, or anytime thereafter, the Zoning Enforcement Officer may require the applicant to add an additional five curb stops based on demonstrated need.[21]
Lofty Supply – Odor Mitigation Condition
There shall be no odors emanating from the Lofty Supply facility at 7536 North Broadway beyond the property line. If odors occur, the Zoning Enforcement Officer may require additional odor mitigation and/or determine the property is in violation of its site plan approval.[21]
Lofty Supply – Future Structures Use Restriction
No uses other than storage are currently approved in the structures identified as 'Future Events' and 'Future Removal' at 7536 North Broadway. The applicant must return to the Planning Board for site plan amendment approval prior to any changes or modifications in use of those structures.[21]
Upstate Pines Site Plan – South Broadway
The site plan for Upstate Pines at South Broadway (Tax Parcel ID 6272-14-271441) is approved as submitted.[22]
Animal Husbandry Site Plan – 25 Fisk Street
The site plan for animal husbandry (Nigerian dwarf goats) at 25 Fisk Street (Tax Parcel #134801-6272-10-493612), prepared by Mark R. Graminski P.E. L.S. P.C. dated July 29, 2024 last revised October 3, 2024, is approved with six conditions including payment of fees and escrow, a note prohibiting composting of manure, a note limiting the use to no more than four animals with an average weight of less than 250 pounds each at mature size, relocation of all fences to comply with the 75-foot setback from boundary lines under § 200-18.1(A)(1), and evidence that one existing goat has been relocated to bring the total to four.[23]
Animal Husbandry – Zoning Law Compliance Condition
The animal husbandry use at 25 Fisk Street is subject to all requirements of Section 200-18.1 of the Zoning Law, as may be amended from time to time. This condition must be noted on the Site Plan Set.[23]
7484 South Broadway Retail Site Plan
The site plan for 7484 South Broadway is approved as submitted for retail store use per Zoning Section 200-10-B-(30).[24]

Rhinebeck Bank Site Plan – 7350 South Broadway
The site plan for Rhinebeck Bank at 7350 South Broadway (Tax Parcel ID #6272-14-302461), prepared by D.F. Wheeler Engineers, P.C. and dated November 9, 2022, is approved, conditioned on compliance with all Local, County, State, and Federal Laws.[13]
T-Spoon Bakery Special Permit/Site Plan – 29 West Market Street
A special permit and site plan are approved for T-Spoon Bakery at 29 West Market Street (Tax Parcel ID 6272-10-413739) to operate as a wholesale business under Zoning Section 200-10-D-(7), with permission to add wholesale vegetarian items per Board of Health approval dated January 17, 2023. The site plan was prepared by Mark R. Graminski, P.E., L.S., P.C., dated January 21, 2023, and the application must comply with all applicable laws.[14]
Locavore Market Eating/Drinking Establishment Site Plan – 29 West Market Street

The site plan for 7366 South Broadway (Tax Parcel ID 6272-14-320493), dated May 18, 2023 as amended and submitted July 13, 2023, is approved for conversion to four 1-bedroom apartments, contingent on Board of Health approval. The Planning Board retains the right to require exterior lighting adjustments up to 60 days after Certificate of Occupancy; the project is classified as a non-conforming use in the NMU District under Section 200-12.[18]
Cannabis Storage Site Plan – 7536 North Broadway
The site plan for storage use of cannabis at 7536 North Broadway (Tax Parcel ID 6272-06-470753) is approved. The Planning Board retains the right to require adjustments to exterior lighting up to a maximum of 60 days after issuance of a Certificate of Occupancy, limited to adjustment, dimming, and/or shielding of fixtures only.[19]

Bard College OSUN Center Site Plan – 7392 South Broadway
The site plan for Bard College's educational studio and office use at 7392 South Broadway (Tax Parcel #6272-10-324546) is approved per the site plan set dated May 26, 2022, conditioned on payment of all fees and escrow and approval from the Dutchess County Department of Behavioral and Community Health for water supply and sewage disposal. Before a Certificate of Occupancy is issued, the applicant must provide a PDF of the signed site plan set to the Planning Board Secretary.[8]
31–35 West Market Street Mixed-Use Site Plan
The site plan for 31–35 West Market Street (Tax Parcel ID #6272-10-408743) is approved with four conditions: Board of Health approval; Planning Board right to require exterior lighting adjustments up to 60 days after Certificate of Occupancy (limited to adjustment, dimming, and/or shielding); compliance with all applicable laws; and engineer Dan Wheeler to revise Sheet C-2 Symbol Legend to show 'LP' spelled out as 'light pack.'[9]

Special Permit/Site Plan – 90 West Market Street Two-Family Conversion
The Special Permit and Site Plan for conversion of the mixed-use building at 90 West Market Street (Tax Parcel ID 6272-10-444720) to a two-family apartment is approved, conditioned on Board of Health approval.[12]

DLV Ventures Site Plan – 7468 South Broadway
The site plan for DLV Ventures, LLC at 7468 South Broadway (Tax Parcel ID #6272-10-425669) is approved with three conditions: landscape plans must include low-height plants and flowers; Board of Health approval is required for the septic system; any changes to electrical panels and poles are deferred for an amended plan under separate site plan review.[7]

Key Bank Site Plan – 28 West Market Street
The site plan for Key Bank at 28 West Market Street (Tax Parcel ID #6272-10-395718) is approved with three conditions: one bike rack at the northwest corner of the property; a parking lot easement shown on plans and recorded with the Dutchess County Clerk; and a sewer easement shown on both parcels.[5]
Historic Red Hook Site Plan – 7562 North Broadway

TGKK Ventures Self-Storage/Retail Site Plan – 7518 North Broadway
Site plan for TGKK Ventures, LLC at 7518 North Broadway is approved per plans dated December 22, 2016 with additional submissions dated January 12, 2017 and February 21, 2017. The approval is conditioned on ten requirements including ancillary storage use only, no self-storage in the western retail section facing Route 9, tree replacement coordinated with the Village Green Committee, subsequent signage approval as tenants are designated, a 'no loading zone' along the building frontage, two EV charging stations, and one bike rack in the parking lot.[2]
TGKK Ventures – Exterior Lighting Adjustment Right
The Planning Board may require adjustment to exterior lighting at 7518 North Broadway up to a maximum of 60 days after issuance of a Certificate of Occupancy, limited to adjustment, dimming, and/or shielding of fixtures only.[2]
TGKK Ventures – Self-Storage Use Limitation
The approved self-storage use is limited to the property at 7518 North Broadway as proposed in the current site plan. No additions and/or further subdivisions of the building are permitted without submission of a new site plan/subdivision application.[2]

The site plan for 21 West Market Street (Tax Grid #6272-10-413739) as retail space is approved.[3]

Bubby's Take Away Site Plan – 19 West Market Street
Site plan for Bubby's Take Away at 19 West Market Street is approved per the May 12, 2016 submission. Conditions: only one table with two chairs on the east side; applicant must obtain a Health Department letter confirming the two outside seats are acceptable; a copy of that letter must be provided to the Planning Board.[1]
