Site plan approved for a 2,400 sq. ft. two-story commercial office building with an accessory apartment at 3 St. John Street (Parcel No. 6272-06-389759), per site plan set last revised April 11, 2025 and architectural elevations last revised August 20, 2025. Conditions: payment of all fees and escrow; Department of Health approval for water supply and sewer disposal; all lighting on the property must be downward-facing with a color temperature of 3000K or less (continuing condition).[27]
The Farmhouses at Red Hook Site Plan – Firehouse Lane
Site plan approved for The Farmhouses at Red Hook, a multi-family development of three two-family dwellings (six total residential units) on Firehouse Lane, per site plan set prepared by Robert J. Dupont, Architect, dated August 27, 2025, last revised November 6, 2025. Conditions: payment of all fees and escrow; Village Attorney and Village Engineer approval and recordation of a sewer easement with the Dutchess County Clerk; approval and recordation of a sidewalk easement granting public access and obligating the owner to keep the sidewalk clear; revision of the site plan to include ADA sidewalk bump-outs and a note requiring the property owner to maintain the sidewalks.[28]

Italian Deli Site Plan – 46 West Market Street
Site plan approved for an Italian deli at 46 West Market Street (Tax Parcel ID 6272-10-378736), as submitted and dated February 26, 2024. Conditions: proposed lighting must not interfere with traffic visibility and must shield direct light from adjoining streets and properties, with compliance demonstrated prior to issuance of a Certificate of Occupancy; site plan must comply with all Local, County, State, and Federal Laws.[20]
Lofty Supply Cannabis Dispensary Site Plan – 7536 North Broadway
Site plan approved for Lofty Supply for conversion of a former retail equipment shop into a cannabis retail dispensary with accessory manufacturing and processing at 7536 North Broadway (Parcel 1: 134801-62720-06-470753; Parcel 2: 134801-6270-10-489743), per site plan set dated January 26, 2024, last revised February 28, 2024. Conditions include: payment of all fees and escrow; no more than 5 persons employed in cannabis processing; no outdoor drying, storage, or processing of cannabis; no cannabis storage in buildings 2 and 3; signage prohibiting left-hand turns onto Graves Street; recorded access easement between Parcel 1 and Parcel 2; conceptual DOT approval for traffic pattern changes; and Dutchess County Department of Behavioral and Community Health approval for water supply and wastewater disposal.[21]
Lofty Supply – Employee Parking Curb Stops
Five curb stops for employee parking must be provided on the southern portion of Parcel 1 at 7536 North Broadway. After six months of operation, or anytime thereafter, the Zoning Enforcement Officer may require the applicant to add an additional five curb stops based on demonstrated need.[21]
Lofty Supply – Odor Mitigation Condition
It is an ongoing condition of the Lofty Supply site plan approval at 7536 North Broadway that no odors may emanate from the facility beyond the property line. If odors occur, the Zoning Enforcement Officer may require additional odor mitigation or determine the property is in violation of its site plan approval.[21]
Upstate Pines Site Plan – South Broadway
Site plan approved as submitted for Upstate Pines at South Broadway (Tax Parcel ID 6272-14-271441).[22]
Animal Husbandry Site Plan – 25 Fisk Street
Site plan approved for animal husbandry (Nigerian dwarf goats) at 25 Fisk Street (Tax Parcel #134801-6272-10-493612), per site plan set dated July 29, 2024, last revised October 3, 2024. The maximum number of animals permitted is four, each with an average weight of less than 250 pounds at mature size; composting of manure is prohibited; all fences must maintain a 75-foot setback from boundary lines; and the use is subject to all requirements of Zoning Law Section 200-18.1 as may be amended.[23]
7484 South Broadway Retail Site Plan
Site plan approved as submitted for retail store use at 7484 South Broadway per Zoning Section 200-10-B-(30).[24]

Rhinebeck Bank Site Plan – 7350 South Broadway
Site plan approved for Rhinebeck Bank at 7350 South Broadway (Tax Parcel ID #6272-14-302461), per plans prepared by D.F. Wheeler Engineers, P.C., dated November 9, 2022. The application must comply with all Local, County, State, and Federal Laws.[13]
T-Spoon Bakery Special Permit/Site Plan – 29 West Market Street
Site plan and special permit approved for T-Spoon Bakery at 29 West Market Street (Tax Parcel ID 6272-10-413739), per plans dated January 21, 2023, to operate as a wholesale business under Zoning Section 200-10-D-(7) of the General Business District, with permission to add wholesale vegetarian menu items per Board of Health approval dated January 17, 2023. Special permit and site plan approved for conversion of the mixed-use building at 90 West Market Street (Tax Parcel ID 6272-10-444720) to a two-family apartment. Board of Health approval is required.[12]

DLV Ventures Site Plan – 7468 South Broadway
Site plan approved for DLV Ventures, LLC at 7468 South Broadway (Tax Parcel ID #6272-10-425669). Conditions: landscape plans must include low-height plants and flowers; Board of Health approval required for the septic system; any changes to electrical panels and poles are deferred for an amended plan under separate site plan review.[7]

Key Bank Site Plan – 28 West Market Street
Site plan approved for Key Bank at 28 West Market Street (Tax Parcel ID #6272-10-395718). Conditions: one bike rack at the northwest corner of the property; parking lot easement to be shown on plans and recorded with the Dutchess County Clerk; sewer easement to be shown on both parcels.[5]

TGKK Ventures Self-Storage/Retail Site Plan – 7518 North Broadway
Site plan approved for TGKK Ventures, LLC for self-storage and retail use at 7518 North Broadway, per plans dated December 22, 2016 with additional submissions dated January 12, 2017 and February 21, 2017. Self-storage is permitted only as ancillary to the retail component and is prohibited in the western section of the building facing Route 9; no additions or further subdivisions are permitted without a new site plan/subdivision application.[2]
