Dutchess County Sewer Expansion Grant Contract
The Mayor is authorized to execute the contract with Dutchess County associated with a $500,000 grant for sewer expansion.[14]
2025
Phase 2 WWTP Bond Authorization
The Village is authorized to issue bonds in a principal amount not to exceed $20,000,000 to finance the construction of improvements to the Village's wastewater treatment plant (Phase 2), as described in the engineers report prepared by Delaware Engineering, D.P.C. dated June 2024. The period of probable usefulness is 40 years, and grant funds received may reduce the principal amount of bonds issued.[10]
NYS Empire State Development Grant Agreement
The Mayor is authorized to sign the NYS Empire State Development grant agreement to accept potential future funding of approximately $1.98 million for the sewer system expansion Phase II project, subject to a $250 application fee.[11]
Phase 2 WWTP & STEP System Total Project Cost
The Village authorizes the undertaking of Phase 2 upgrades to the existing WWTP and STEP Sewer System at a total estimated project cost of $19,502,800.00. The project will increase WWTP capacity and provide sewer service to 170 additional properties through an expanded collection system.[12]
WIIA Grant Application — Local Match Obligation
The Village authorizes the obligation of funds necessary to meet any required local match for the WIIA grant application, including but not limited to other state or federal grant funding and/or State Revolving Loan funds.[12]
WIIA Grant Agreement Signatory Designation
Mayor Karen Smythe is designated as the authorized representative to execute a Grant Agreement with the NYS Environmental Facilities Corporation and any and all other contracts, documents, and instruments necessary to fulfill the Village's obligations under the Water Infrastructure Improvement Act.[12]
Delaware Engineering Professional Services Agreement — Phase 2
The Mayor is authorized to sign the Professional Services Agreement with Delaware Engineering for WWTP upgrades and STEP sewer system expansion, contingent on removal of the MBR reference and a requirement for written direction prior to starting different project phases. The agreement must be reviewed by the Village Attorney before execution.[13]

Wastewater Expansion Engineering Services Award
Delaware Engineering is awarded the Engineering Services contract for the Wastewater Expansion Project following competitive evaluation under RFQ#2024-01.[8]
Septic Tank & Grease Trap Hauling Contract (2024–2027)
Superior Sanitation is awarded the 2024–2027 Septic Tank & Grease Trap Pump Out & Hauling contract under RFP#2024-02 at a total cost of $106,131.84. This contract supersedes the prior 2023–2024 contract with Superior Sanitation.[9]

WWTP Real Estate Donation Agreement
The Mayor is authorized to execute a Real Estate Donation Agreement with Red Hook Commons Sewage-Works Corp. to accept the donation of an existing wastewater treatment plant and the real property on which it is located in support of the Village's municipal sewer system project.[6]

Sewer Easement Execution Authority
The Mayor and Deputy Mayor are authorized to execute partially executed easements for the Phase 1 Village Sewer Project and to cause them to be recorded in the Office of the Dutchess County Clerk. The Mayor is also authorized to execute a hold harmless agreement consistent with the terms of the sewer easement with the Parish of St. Christopher and St. Sylvia.[5]

Phase 1 Sewer Map and Plan
The Village Board ratified the Map and Plan for the Sewer Project prepared by C.T. Male Associates, dated February 15, 2017, last revised May 8, 2017, entitled "Map, Plan & Report, Village of Red Hook Sewer System." The portion of the Village not covered in Phase 1 is temporarily deferred, and the Village Clerk is directed to submit the Map and Plan to the NYS Commissioner of Health for approval.[4]

Phase 1 Sewer System Bond Authorization
The Village is authorized to establish and construct a sewer system including acquisition of an existing privately-owned wastewater treatment plant, expansion of the WWTP, construction of approximately 7,000 linear feet of collection pipes and 7,500 linear feet of lateral pipes, and acquisition of easements. The estimated maximum cost is $4,900,000, financed by bonds in the principal amount of $4,900,000 with a period of probable usefulness of 40 years.[3]
Phase 1 SEQRA Negative Declaration
On February 8, 2016, the Village Board adopted a negative declaration finding that the sewer project as proposed would not result in any significant adverse environmental impacts and that a Draft Environmental Impact Statement would not be prepared.[4][5][6]

The Mayor was authorized to sign the 2023–2024 Septic Tank & Grease Trap Pump Out & Hauling Contract with Superior Sanitation. This contract expired December 31, 2024 and was superseded by the 2024–2027 contract.[7]

CT Male Engineering Design Services Selection (2015)
CT Male Engineering of Latham, NY was selected as the engineering design services provider for the Village of Red Hook Sewer Project following review of three RFQ submissions, and the Mayor was authorized to sign the contract. Superseded by the 2024 award of engineering services to Delaware Engineering for the Wastewater Expansion Project.[2]

Preliminary Engineering Services Contract Amendment — C.T. Male Associates
The Village amended the Preliminary Engineering Services Contract with C.T. Male Associates in 2009. Superseded by the 2015 selection of CT Male for full engineering design services under a new contract.[1]
