Snow Removal Fee — First Offense
Per Village Code Section 165-1, if a property owner fails to clear snow and ice within 24 hours after a storm, the Village will clear the sidewalk and charge the owner. The first offense in a season is billed at $2.00 per linear foot for snow removal and $0.50 per linear foot for sanding/salting. These fees are effective retroactive to the beginning of the winter season.[9]
Snow Removal Fee — Second Offense
A second offense in the same season is billed at $3.00 per linear foot for snow removal and $0.75 per linear foot for sanding/salting, per the tiered penalty structure established to encourage timely sidewalk clearing.[9]
Snow Removal Fee — Third and Subsequent Offenses
A third or any subsequent offense in the same season is billed at $4.00 per linear foot for snow removal and $1.00 per linear foot for sanding/salting. Fees are charged against the property owner in the next tax assessment and collected with the next tax levy per Village Code Section 165-4.[9]

Plow Truck Bond Authorization
The Village authorized the acquisition of a plow truck at an estimated maximum cost of $173,355 and authorized the issuance of bonds in that principal amount to finance the acquisition. The period of probable usefulness is fifteen (15) years, and the proposed maturity of the bonds exceeds five (5) years.[3]
2018 Freightliner Dump/Plow Truck Financing
The Village authorized the Mayor and Treasurer to issue a note for $88,855 through Salisbury Bank and Trust Company at an interest rate of 1.88% for the purchase of a 2018 Freightliner 108SD dump/plow truck. A down payment of $84,500 was funded from identified 2016–17 and 2017–18 fiscal year line items, with proceeds from the sale of the 1996 International truck and FEMA recovery funds to be deposited toward the first bond payment.[4]

The Village authorized the purchase of a John Deere compact tractor with a 53" bucket and 47" snowblower for the Highway Department at a total cost of $23,564.08. Funding was drawn from the Snow Reserve ($5,000), General Repairs Highway budgets ($3,500.08 and $2,000), revenue from the sale of the existing tractor ($3,000–$5,000), and a 5-year bond for the remaining balance of approximately $8,064–$10,064.[1]

The Village authorized the purchase of a power broom attachment for the John Deere Compact Tractor at a cost of $2,803.76, funded from budget line item #5110.2 – General Repairs EQ – Highway.[2]

Snow Removal Fee — Flat Rate $4.00/Linear Foot
