2025–2026 Sand and Salt Cooperative Agreement
The Mayor is authorized to sign the 2025–2026 Sand and Salt Cooperative Agreement with the Town of Red Hook for cooperative purchasing of road salt and sand.[20]

UPSEU Department of Public Works MOA and Contract
The Mayor is authorized to sign the United Public Service Employees Union (UPSEU) Department of Public Works Memorandum of Agreement (MOA) and Contract on behalf of the Village.[19]
Garbage/Leaf Truck Refinancing — Additional Funding Sources
Additional funding approved for the 2020 International Garbage/Leaf Truck purchase includes $17,400 from proceeds of the sale of the old truck at auction, $2,500 from the A9621 Highway Reserve Fund line item, and $80,100 from the General Fund balance. The refinanced amount of $50,000 is financed for a 3-year term (expiring approximately January 25, 2027).[17]

Highway and Public Works Shared Services IMA — Town of Red Hook
The Mayor is authorized to sign the Inter-Municipal Agreement with the Town of Red Hook formalizing ongoing shared services arrangements for highway and public works operations. Each instance of shared services is to be reviewed by the Mayor and/or the Highway Foreman for feasibility and scheduling before approval.[12]

Plow Truck Bond Authorization — 2017
The Village is authorized to acquire a plow truck at an estimated maximum cost of $173,355, financed by the issuance of bonds in a principal amount not to exceed $173,355. The period of probable usefulness is fifteen (15) years and the proposed bond maturity exceeds five (5) years.[9]
2018 Freightliner 108SD Dump/Plow Truck — Bond Note
The Mayor and Treasurer are authorized to issue a note for $88,855 through Salisbury Bank and Trust Company at an interest rate of 1.88% for the purchase of a 2018 Freightliner 108SD dump/plow truck. A down payment of $84,500 was funded from identified 2016–17 and 2017–18 fiscal year line items.[10]

Perm 17 Undertaking with NYS DOT
The Village adopted Perm 17 Undertaking Documents allowing highway work on State highways without yearly permit reapplication from NYS DOT. The undertaking lasts for 20 years from adoption, expiring January 12, 2035.[6]
Highway Shared Services IMA — Town of Red Hook and Village of Tivoli
The Mayor is authorized to sign the Highway Shared Services Intermunicipal Agreement between the Town of Red Hook, Village of Red Hook, and Village of Tivoli for joint highway administration. A companion resolution authorized execution of an Intermunicipal Agreement for Shared Services regarding Implementation Assistance for Shared Highway Administration among the same three parties.[7][8]

The Village is authorized to occupy 2 bays in the shared highway garage under an Intermunicipal Agreement with the Town of Red Hook.[5]

Sand & Salt Cooperative Agreement — 2024–25 Season
The Mayor was authorized to sign the 2024–2025 Sand and Salt Cooperative Agreement with the Town of Red Hook. Expired December 31, 2025; superseded by the 2025–26 agreement.[18]
2023
Salt and Sand Cooperative Agreement — 2023–24 Season
The Mayor was authorized to sign the Salt and Sand Cooperative Agreement with the Town of Red Hook for the 2023–24 winter season. Expired March 31, 2024; superseded by the 2024–25 agreement.[16]

Highway Department Union Contract — 2021
Mayor Smythe was authorized to execute the Highway Department Union Contract with UPSEU on behalf of the Village. Superseded by the 2024 UPSEU DPW MOA and Contract.[14]
Inter-Municipal Agreement — Building Department Shared Services (2021)
Mayor Smythe was authorized to sign the Intermunicipal Agreement between the Town of Red Hook and the Village of Red Hook regarding building department services for properties in both jurisdictions. Note: this agreement concerns building department services and is outside the Highway/DPW scope; recorded here for completeness.[15]

Inter-Municipal Agreement — Building Department Shared Services (2020)
Mayor Blundell was authorized to sign an Inter-Municipal Agreement with the Town of Red Hook for shared building department services at $50 per hour, subject to review by Village counsel with no substantial modifications. Superseded by the 2021 re-execution of the building department IMA.[13]
2018
Highway Union Contract Execution — 2018
The completed highway contract with UPSEU, incorporating the previously approved Memorandum of Understanding, was authorized for full execution. Superseded by the 2021 and 2024 UPSEU contracts.[11]
2011
Shared Highway Services and Facilities Study — LGE Grant
The Village agreed to explore shared or consolidated highway services and facilities with the Town of Red Hook and Village of Tivoli, and to apply for a Local Government Efficiency Grant to study current budgets and needs. Superseded by the execution of the Highway Shared Services IMA in 2015.[3]
Highway Department UPSEU Union Contract — 2011
A two-year Memorandum of Agreement with UPSEU for the Highway Department was accepted, including modifications to overtime, health contributions, and call-in time, with a 1.5% salary increase. Expired April 29, 2013; superseded by subsequent contracts.[4]

John Deere Compact Tractor Purchase — 2008
Approved purchase of a John Deere compact tractor (53" bucket and 47" snowblower) at $23,564.08, funded from Snow Reserve, General Repairs Highway budgets, sale of existing tractor, and a 5-year bond for the remaining balance. Equipment purchase is complete; bond term has expired.[1]
Power Broom Attachment Purchase — 2008
Approved purchase of a power broom attachment for the John Deere Compact Tractor at $2,803.76, funded from budget line item #5110.2 General Repairs EQ – Highway. One-time equipment purchase; no ongoing policy effect.[2]
