Dutchess County Shared Services IMA
The Mayor is authorized to execute an Intermunicipal Agreement for Shared Services with the County of Dutchess, creating the opportunity for shared services without obligating the Village to participate in any specific service.[15][20]

2025–2026 Sand and Salt Cooperative Agreement
The Mayor is authorized to sign the 2025–2026 Sand and Salt Cooperative Agreement with the Town of Red Hook. The agreement expires December 31, 2026.[19]

Each instance of shared services is subject to review by the Mayor and/or the Highway Foreman for feasibility and scheduling before approval.[11]

2018 Freightliner 108SD Dump/Plow Truck Purchase
The Village authorized the purchase of a 2018 Freightliner 108SD dump/plow truck from Patriot Truck Inc. A note of $88,855 was issued through Salisbury Bank and Trust Company at an interest rate of 1.88%. A down payment of $84,500 was funded from identified fiscal year line items, with proceeds from the sale of the 1996 International truck and FEMA Storm Stella recovery funds to be deposited toward the first bond payment.[8]

Three-Municipality Highway Shared Services IMA
The Mayor is authorized to sign the Highway Shared Services Intermunicipal Agreement among the Town of Red Hook, Village of Red Hook, and Village of Tivoli for joint highway administration. A companion IMA for Implementation Assistance for Shared Highway Administration among the same three municipalities was also executed.[6][7]

Town of Red Hook Shared Highway Garage IMA
The Village executed an Intermunicipal Agreement with the Town of Red Hook authorizing the Village to occupy 2 bays in the new shared highway garage.[5]

John Deere Compact Tractor Purchase
The Village authorized the purchase of a John Deere compact tractor with a 53" bucket and 47" snowblower at a total cost of $23,564.08. Funding was drawn from the Snow Reserve ($5,000), General Repairs Highway budgets ($3,500.08 and $2,000), revenue from the sale of the existing tractor ($3,000–$5,000), and a 5-year bond for the remaining balance of approximately $8,064–$10,064.[1]
Power Broom Attachment Purchase
The Village authorized the purchase of a power broom attachment for the John Deere Compact Tractor at a cost of $2,803.76. Funds are drawn from budget line item #5110.2 – General Repairs EQ – Highway.[2]

2024–2025 Sand and Salt Cooperative Agreement
The Mayor was authorized to sign the 2024–2025 Sand and Salt Cooperative Agreement with the Town of Red Hook. Expired December 31, 2025; superseded by the 2025–2026 agreement.[17]

2023–2024 Salt and Sand Cooperative Agreement
The Mayor was authorized to sign the Salt and Sand Cooperative Agreement with the Town of Red Hook for the 2023–24 winter season. Expired approximately March 31, 2024; superseded by the 2024–2025 agreement.[16]

Town–Village Building Department Shared Services IMA (2021)
Mayor Smythe was authorized to sign the Intermunicipal Agreement between the Town of Red Hook and the Village of Red Hook regarding building department services for properties in both jurisdictions. This resolution is outside the Highway Department scope and is noted here for completeness; it superseded the 2020 authorization.[14]

Town–Village Building Department Shared Services IMA (2020)
The Mayor was authorized to execute an inter-municipal agreement with the Town of Red Hook to share building department services, including fire inspections, at a rate of $50 per hour. Superseded by the 2021 re-authorization of the same agreement.[12]

NYCOMCO Radio Lease Agreement
The Village approved a three-year lease with NYCOMCO for six refurbished radios installed in highway department vehicles at $150 per month ($1,800 annually). The lease expired February 11, 2022.[10]

Shared Highway Services and Facilities Study (LGE Grant)
The Village agreed to explore shared or consolidated highway services and facilities with the Town of Red Hook and Village of Tivoli, and to apply for a Local Government Efficiency Grant to fund a consultant study. Superseded by the execution of formal shared services IMAs.[3]
UPSEU Highway Union Contract 2011 (Two-Year MOA)
A two-year Memorandum of Agreement with the United Public Service Employees Union for the Highway Department was accepted, including modifications to overtime, health contributions, and call-in time, with a 1.5% salary increase. Expired April 29, 2013; superseded by subsequent union contracts.[4]
