2025–2026 Sand and Salt Cooperative Agreement
The Mayor is authorized to sign the 2025–2026 Sand and Salt Cooperative Agreement with the Town of Red Hook. This agreement expires December 31, 2026.[11]

UPSEU Department of Public Works Contract
The Mayor is authorized to sign the United Public Service Employees Union (UPSEU) Department of Public Works Memorandum of Agreement (MOA) and Contract on behalf of the Village. This authorization supersedes prior highway union contract execution authorizations.[10]

Plow Truck Bond Authorization
The Village authorized the acquisition of a plow truck at an estimated maximum cost of $173,355, financed through the issuance of bonds in the principal amount of not to exceed $173,355. The period of probable usefulness is fifteen (15) years, and the proposed maturity of the bonds exceeds five (5) years.[4]
2018 Freightliner Dump/Plow Truck Financing
The Village authorized the issuance of a note for $88,855 through Salisbury Bank and Trust Company at an interest rate of 1.88% for the purchase of a 2018 Freightliner 108SD Dump/Plow truck. A down payment of $84,500 was funded from identified 2016–17 and 2017–18 fiscal year line items, and proceeds from the sale of the 1996 International truck and FEMA recovery funds from Storm Stella were directed toward the first bond payment.[5]

John Deere Compact Tractor Purchase
The Village authorized the purchase of a John Deere compact tractor with a 53" bucket and 47" snowblower at a total cost of $23,564.08. Funding was drawn from the Snow Reserve ($5,000), General Repairs Highway budgets ($3,500.08 and $2,000), revenue from the sale of the existing tractor ($3,000–$5,000), and a 5-year bond for the remaining balance of approximately $8,064–$10,064.[1]
Power Broom Attachment Purchase
The Village authorized the purchase of a power broom attachment for the John Deere Compact Tractor at a cost of $2,803.76. Funds are drawn from budget line item #5110.2 – General Repairs EQ – Highway.[2]

Mayor Smythe was authorized to sign the 2024–2025 Sand and Salt Cooperative Agreement with the Town of Red Hook. Expired December 31, 2025; superseded by the 2025–2026 agreement.[9]

The Mayor was authorized to sign the Salt and Sand Cooperative Agreement with the Town of Red Hook for the 2023–24 winter season. Expired March 31, 2024; superseded by the 2024–2025 agreement.[8]

Mayor Smythe was authorized to sign the Highway Department Union Contract with the United Public Service Employees Union on behalf of the Village. Superseded by the November 2024 UPSEU Department of Public Works MOA and Contract authorization.[7]

2018 Highway Union Contract Execution
The Village authorized full execution of the completed highway contract with UPSEU, incorporating the previously approved Memorandum of Understanding. Superseded by the 2021 and 2024 UPSEU contract authorizations.[6]

2011 UPSEU Highway Department MOA
A two-year Memorandum of Agreement with the United Public Service Employees Union for the Highway Department was accepted, including modifications to overtime, health contributions, and call-in time, with a 1.5% salary increase. Expired April 29, 2013; superseded by subsequent union contract authorizations.[3]
