The Mayor is authorized to sign the updated Red Hook Fire Company Length of Service Award Plan (LOSAP) Document, provided by Penflex, restated January 1, 2024.[23]
LOSAP Annual Service Award Contribution Rate
Effective January 1, 2024, the annual Service Award contribution for active volunteer firefighters who earn 50 or more points under the Point System in a calendar year is $1,200, increased from the prior rate of $500. This amendment was approved by public referendum on November 7, 2023.[19]
Town Fire Protection District Fire Service Agreement (2025–2026)

The Village Board, as landlord, has consented to the Red Hook Fire Department's continued lease of Village property and authorized the Mayor to sign the Planning Board application for the firehouse construction and renovation project.[12]

Worker's Compensation Premium Sharing — Town Reimbursement
The Town of Red Hook reimburses the Village of Red Hook 75% of the actual Worker's Compensation insurance premium (superseding the earlier 79% rate), based on actual costs. This pro-rating also applies to associated LOSAP costs, with the Town paying the 75% share.[10]

LOSAP Investment Account Manager
The Village of Red Hook LOSAP account is held with RBC Wealth Management, contingent on the Red Hook Fire Department also agreeing to hire RBC. The Mayor, Deputy Mayor, and Clerk/Treasurer (or any one of them) are authorized to purchase, sell, transfer, or otherwise dispose of securities and enter into related agreements on behalf of the LOSAP account.[1][8]

Fire Company Lease — Training Shed
The 1985 lease with the Red Hook Fire Company has been amended to permit a 28' × 32' training facility shed on the north, east, and south sides of the firehouse, with a 5-inch maintenance buffer on those sides. The shed is exempt from planning review but must meet all local, town, state building codes and health, safety, and fire codes.[4][5]

The Village awarded the fire services contract to the Red Hook Fire Company from June 1, 2021 through May 31, 2023. Expired May 31, 2023.[15]

The Village agreed to the conditions of the Town of Red Hook Fire Protection District Fire Service Agreement for 2023–2024 and authorized the Mayor to sign. Expired December 31, 2024.[16]

Mayor Smythe was directed to sign the initial Penflex LOSAP contract in December 2022. Superseded by subsequent annual Penflex service fee agreements.[17]

Fire Protection Contract — 2-Year Term with 2% Increase and Capital Reserve
The Mayor was authorized to sign a two-year fire protection contract with a 2% increase, with the Village and Town each covering LOSAP and Cancer Coverage costs, and the Village establishing a $2,500 reserve for future capital costs. Superseded by subsequent contract authorizations.[14]

Fire Contract — 18-Month Term with 4% Increase
The Mayor was authorized to offer the Red Hook Fire Company a 4% salary increase on an 18-month contract, and to provide consultation on steps to create an independent fire district. Expired approximately July 19, 2018.[11]

Fire Contract Increase Stance — 2% Plus 2%
The Village adopted a contract stance of 2% plus 2% increases over two years for the fire contract. Superseded by subsequent contract negotiations and authorizations.[10]

Worker's Compensation Premium Sharing — 79% Rate
