Penflex serves as the LOSAP program administrator. The Mayor is authorized to sign the Penflex Service Fee Agreement for 2025–2026 Service Award Program Administration for volunteer members of the Red Hook Fire Company.[17][26]

Town Fire Protection District Fire Service Agreement 2025–2026
The Village of Red Hook has agreed to the conditions of the Town of Red Hook Fire Protection District Fire Service Agreement for 2025–2026, and the Mayor is authorized to sign the contract. The agreement covers fire protection services for the territory of the Town of Red Hook Fire Protection District established by the Red Hook Town Board on October 23, 1946.[25]
Fire Service Agreement — Amendment 1 (Town/Fire Company)

LOSAP Costs — IMA Amendment
An amendment to the Inter-Municipal Agreement among the Town of Red Hook, Village of Red Hook, and Village of Tivoli provides that costs associated with the volunteer firefighter Length of Service Award Program (LOSAP) shall be paid solely by the Town of Red Hook.[21]

The Village of Red Hook LOSAP account is held with RBC Wealth Management, contingent on the Red Hook Fire Department also agreeing to hire RBC. The Mayor, Deputy Mayor, and Clerk/Treasurer (or any one of such officers) are authorized to purchase, sell, transfer, or otherwise dispose of securities and enter into related agreements on behalf of the LOSAP account.[1][8]

A rider to the tri-party Fire Service Agreement provides that the Town of Red Hook shall reimburse the Village of Red Hook 79% of the actual Workers' Compensation insurance premium upon presentation of the bill, based on actual costs and a ten-year census.[7]

Fire Company Lease — Training Shed Amendment
The existing 1985 fire company lease was amended to permit construction of a 28' x 32' training facility shed on the north, east, and south sides of the firehouse, with a 5-inch maintenance buffer on those sides. The shed is exempt from planning review but must meet all local, town, and state building codes and health, safety, and fire codes.[4][5]

Fire Protection Contract — Two-Year Term with 2% Increase (2019)
The Mayor was authorized to sign a two-year fire protection contract with a 2% increase, with the Village and Town each covering LOSAP and Cancer Coverage costs, and the Village establishing a $2,500 capital reserve. Superseded by subsequent fire service agreements.[14]

18-Month Fire Company Contract Authorization (2017)
The Mayor was authorized to offer the Red Hook Fire Company a 4% salary increase on an 18-month contract and to provide consultation on steps to create an independent fire district. Expired approximately July 19, 2018.[11]

Fire Contract Increase and LOSAP/Work Comp Premium Sharing (2016 Terms)
The Village agreed to contract increases of 2% for year one and 2% for year two, and accepted a 75/25% pro-rating on LOSAP and Workers' Compensation premium costs, with the Town paying the 75% share. Superseded by the IMA amendment under footnote 21 which shifted LOSAP costs solely to the Town.[10]
