T-Mobile Lease — First Amendment (Rent Increase)
The Mayor is authorized to sign the T-Mobile First Amendment to Site Lease Agreement, which includes an increase in the rent paid to the Village in connection with a proposed equipment upgrade. This amendment supersedes the original T-Mobile lease rent terms.[6]

T-Mobile Colocation — Zoning Exemption
The Village Board determined, pursuant to the Monroe Balancing Test (Matter of Cty. of Monroe v. City of Rochester, 72 NY2d 338 (1988)), that the public benefit of authorizing T-Mobile antenna colocation on the water tower at 21 Tower Street outweighs compliance with the Zoning Law, and exempted the project from zoning requirements. A telecommunication antenna is not a permitted use in any Village zoning district, making the water tower the only viable colocation site within the Village.[4]
T-Mobile Colocation — SEQRA Negative Declaration
The Village Board declared itself Lead Agency under SEQRA and determined that the T-Mobile antenna installation at the Village water tank will have no significant adverse environmental impacts, adopting a Negative Declaration. The Board's cell tower consultant confirmed the installation can be accomplished safely with no harmful effects to Village property or residents.[5]
2015
Sprint Lease — 4G Equipment Modification
The Village Board approved a modification of the Sprint cell tower lease agreement at the Tower Street water tower to accommodate an equipment upgrade for 4G capability.[3]
2008
Verizon Antenna Lease — Monthly Rent
The Village entered into a lease agreement with Verizon for antenna installation on the water tank on Tower Street, generating a monthly income of $1,900.00 with a 3% annual increase.[1]
Cingular Wireless Lease — Monthly Rent
The Village accepted a Cingular Wireless monthly lease at $1,700.00 for cellular antenna use on Village property.[2]

T-Mobile Original Lease — Rent Terms
Superseded by the T-Mobile First Amendment to Site Lease Agreement (footnote 6), which increased the rent paid to the Village for the equipment upgrade authorized in 2023.[5]
2008
Verizon Wireless — Five-Year Service Contract
The Village accepted a Verizon Wireless five-year contract for cellular service on Village property, authorized 2008-05-12. The five-year term has since expired.[2]
