RESOLUTION FOR REPLACING THE SCADA WATER SYSTEM COMPUTER AND UPGRADING THE SOFTWARE

Resolution #34-2022 — 2022-12-12

WHEREAS

  • the Village water system uses a SCADA (Supervisory Control And Data Acquisition) system, which is a combination of hardware and software that enables the automation of our water system using real-time data
  • the computer and server for the SCADA system is out of date and not running efficiently and is at risk of failing
  • the Village Engineer, Delaware Engineering, and Water Operator, C3ND, recommend that the Village replace the current server and computer as soon as possible
  • the WIIA grant, Project 18787, includes upgrading the SCADA software
  • since we need to upgrade the server and computer now, it will be most efficient to upgrade to a server and computer that can accommodate the upgraded SCADA system under the WIIA grant that will be worked on in the coming year
  • for the server and computer, we have received and reviewed multiple proposals and Avanti Control System is the lowest price
  • with this change, the existing CitectSCADA and Win911 based SCADA and alarm notification system from Teamwork Solutions which provides the communication to our water operator needs to be upgraded to FactoryStudio EdgeHMI
  • the Village of Red Hook has ARPA funding available that can be used for infrastructure upgrades

RESOLVED

  • the Board of Trustees of the Village of Red Hook hereby approves the purchase of the proposed server and computer as proposed by Avanti Control System for $18,000 and the proposal from Teamwork Solutions for $4,613 to be paid for with ARPA funding
