Resolution for Modification of Walk Signal at Broadway and Market Street, Village of Red Hook

WHEREAS
- the Village of Red Hook is located along NYS Highway Route 9 and NYS Highway Route 199 with its central business area at the intersection of Rt 9 and Rt 199
- the New York State Department of Transportation (NYS DOT) owns and controls the traffic lights, walk signals and related programming mechanisms at the intersection
- traffic flow, vehicle access and pedestrian access are important considerations for the health and safety of our residents and businesses
- traffic volume creates long delays and increasing idling traffic is noted at the intersection as a result of four lanes stopped for walk signals
- action to improve traffic flow and its impact on smart growth, climate change is needed by government, businesses and communities
- NYS DOT controls the sequencing and setting of the traffic light and walk signal at the Broadway and Market Street intersection
- NYS DOT is willing and able to modify the pedestrian walk sequences at the intersection with the approval and authority from the Village of Red Hook
- a modification to change the walk signal from a full four lane stop to a signal sequence to allow pedestrian crossing parallel to traffic only would promote less traffic tie up at the light and maintain pedestrian access
- community interests and businesses stand to benefit if safe and efficient traffic flow is promoted
- community members are looking for action to both improve traffic flow and pedestrian access, as well as reducing noise and emissions from stationary vehicles
RESOLVED
- the Village of Red Hook will authorize and instruct the New York State Department of Transportation to remove the all lanes blocked walk signal sequence and change the walk sequence to retain manual push button triggering but to trigger pedestrian crossing parallel to traffic only. NYS DOT will be authorized to sign or mark the controls or crosswalks as needed to advise pedestrians of the change.
