VILLAGE OF RED HOOK BUDGET WORKSHOP FEBRUARY 20, 2020 7PM
Present: Mayor Blundell, DM Kovalchik, Trustee Laing, Trustee Trapp, Trustee Norris, Clerk/Treasurer Chiarella.
Mayor Blundell opened the meeting at 7pm with a presentation from Highway Foreman Dan Streib.

Ornamental lighting in front of the Kiosk on South Broadway are not working (power to poles are out). Submitted solar power heads that will charge in 6-8 hours. (heads only) for $ 333 each.

Gas post pounder – hand held – currently sign posts are hammered in by hand and is dangerous. Gas post pounder is $ 3,000 with all adaptors. If we rent from the Town it would cost for the machine and manpower.

2020-2021 Budget Service Truck is rusted out. Ok with purchasing a used vehicle. Dan is requesting a set amount be approved and when he finds the right vehicle he can –

quickly purchase it. Used vehicles seen so far are in the $10 15,000 range. Dan also stated he thinks the current service truck would auction for $3-5,000.

Dodge Flat Bed – purchased in 2007 and has 100,000 miles on it. Crucial area are ruste but the dump bed is only three years old. He is requesting a gas engine replacement and re-using the bed. Price is anticipated at $40,000 range.

Flammable cabinet for the shop which is required by OSHA$ 1,800.00.

Furnace in the old shop – G & S can ’ t fix it any more. New furnace is $ 2,800.00.

Valve exerciser - $ 4-8,000.00 for water.
Resolution 4-2020
Mayor Blundell made a motion to authorize him to sign consent for Central Hudson to remove one street light (#139039) on East Market Street that is located on Rt 199, in the Town. Our review found no reason it is on our bill. It does not light any of our roads or other infrastructure. Town wanted to remove it and it was noticed that we were being billed for the light. Trustee Norris seconded this motion. All were in favor.
Mayor Blundell stated the Public Hearing is closed for Zoning Map revisions with a 21 day written comment period. Jennifer Fier submitted a letter with suggestions that has been reviewed by the Board. Mayor Blundell will respond DC Department of Planning with questions on the revisions.
Mayor Blundell made a motion to enter into executive session at 7:40 to discuss personnel with the Board and Clerk/Treasurer. Trustee Norris seconded this motion. All were in favor.
Mayor Blundell made a motion to reconvene into regular session at 7:45. Trustee Norris seconded this motion. All were in favor.
Mayor Blundell made a motion to authorize a letter to Cindi Chiarella to accept her letter of resignation effective June 30, 2020 and acknowledges the Village will continue to pay Health Insurance to age 65 and thereafter Part B.

Mayor Blundell stated he intends to meet with Supervisor McKeon to discuss the Town to pay ½ of the police department budget, but this will not be a factor in next few years.

8:45 Mayor Blundell made a motion to enter into executive session to discuss personnel. DM Kovalchik seconded this motion. All were in favor. Clerk/Treasurer left the meeting.
