INTERMUNICIPAL TASK FORCE (ITF) RED HOOK INFRASTRUCTURE MONTHLY REPORT FEBRUARY, 2023

1. Red Hook Sewer Project

Meetings were held on February 10 and 24, 2023 in the Red Hook Village Building and via telephone conference call.

  • a. February 10, 2023 – Progress Meeting #30: C.T. Male Associates (Ron Smaka, Kevin Dufek), Carver Construction (A. G. Bourgeois, Eric Klefbeck), Sausto Contracting (Mario Sausto), and the Village of Red Hook (Karen Smythe, Brent Kovalchik) attended. Items discussed included:

    • Tasks completed since January 27, 2023:

      • A total of 113 tanks are placed (103 septic tanks and 10 grease traps) with associated electrical and plumbing connections. Approximately 98 properties have been fully connected and are operational. 39 tanks, including 31 septic tanks and 8 grease traps, remain to be installed.

      • Sausto Contracting continues to wire existing domestic electric service panels and stubbing out wire for pump control panels.

      • Some properties have been identified with having deep laterals (existing discharge pipes) requiring structurally upgraded tanks to support increased cover from parking lot grade. Other properties have excessive landscape features in the area of the proposed tank installation. Meetings between property owners and Carver Construction continue to resolve and determine best tank locations.

    • Tasks Scheduled:

      • Carver Construction to provide a two-week look ahead schedule.

      • Restaurant hook-up continues to be a priority. Restaurants remaining to be connected include: Golden Wok, Salvatore’s, Historic Red Hook Diner, Yum-Yum Noodle Bar, and Bridget Bistro.

    • Items needed from Contractors:

      • Nothing from Carver Construction.

      • Sausto Contracting to provide a proposal to replace insufficient main electrical panels at three locations, provide a reduced cost proposal for WWTP VFD installation, and an estimate to upgrade wiring for a property on North Broadway.

    • Items needed from C.T. Male Associates:

      • The Village has requested a breakdown of the site construction inspectors’ additional hours past originally scheduled Substantial Completion date and overtime hours.
    • Application for Payment Status:

      • Carver Construction Pay Applications #11 and #12 have been approved and are pending payment.
  • Erosion/Sediment Control:

    - No erosion has been observed due to winter conditions. 
    
    • Site Safety:

      • No incidents have been reported. Carver Construction employees have completed an annual in-house safety training.
    • Open Discussion:

      • Interior work to separate the grease and septic lines of a restaurant is scheduled to be complete during the week of 2/13/23.

      • A canopy/kiosk is to be installed over the WWTP main electrical panel board.

      • The transfer switch has arrived to complete hook-up of the WWTP generator.

  • b. February 24, 2023 – Progress Meeting #31: C.T. Male Associates (Kathryn Serra, Ron Smaka, Kevin Dufek), Carver Construction (A.G. Bourgeois), Sausto Contracting (Mario Sausto), and the Village of Red Hook (Karen Smythe, Brent Kovalchik) attended. Items discussed included:

    • Tasks completed since February 10, 2023:

      • 129 tanks (117 septic tanks and 12 grease traps) have been installed. 22 tanks (16 septic and 6 grease traps) remain to be installed.

      • Substantial Completion is anticipated by March 15, 2023.

      • Two properties on South Broadway are being evaluated to determine best locations and procedures to install tanks (depth of existing drainage pipe and site obstacles are reasons for concern and discussions with property owners).

      • Several tanks have been switched out to accommodate extra depth or circumstances involving structural capacity to carry loads of vehicles in parking lot locations.

    • Items needed from Contractors:

      • A project schedule up to the Substantial Completion date has been requested from Carver Construction.

      • All proposals for electrical upgrades have been submitted and approved for Sausto Contracting.

      • Carver Construction will start site restoration immediately following tank installation based on weather conditions.

    • Application for Payment Status:

      • Carver Construction received payments for Pay Applications #11 and #12.

      • Sausto Contracting is up-to-date on payments; all Pay Applications have been paid.

    • Erosion/Sediment Control:

      • There have been no issues with erosion during construction.
    • Site Safety:

      • No issues have been reported.
  • Open Discussion:

    • Internal plumbing to separate grease and septic lines at a restaurant on South Broadway will be completed during the week of 2/27/23.

    • The odor control unit at the WWTP has been installed and will be operational the week of 2/27/23.

    • Switching for lights at the WWTP have been installed and Sausto Contracting will confirm operational status is complete.

    • The transfer switch for the generator at the WWTP will be installed during the week of 2/27/23.

    • Discussed a “Public Outreach/Informational” campaign (issue a written list) of items not to be flushed and procedures/protocol for emergency alarm situations.

2. Village of Red Hook Water Distribution System Maintenance and Improvement Project - Sewer Service Area Operating/Maintenance Procedures and Protocol

Meetings were held on February 16, 2023 in the Red Hook Village Building. Delaware Engineering (Robert Flores), C3ND (Fernando Dongo), and the Village of Red Hook (Karen Smythe, Brent Kovalchik) attended. Items discussed included:

  • Develop scope of work for repair, maintenance, and upgrades to the former RH Commons WWTP including the sand filter, flow meters, and connection from the new RHV WWTP to the existing/former RH Commons WWTP. Repairs can now be scheduled since the new WWTP is operational and can treat wastewater from RH Commons residential units.

  • Reviewed/revised RFP for sludge pumping services for the WWTP, septic tanks, and grease traps in the Sewer Service Area.

  • Discussed the status of testing for sulfur at the WTP that may be causing non-harmful cloudiness in the drinking water distribution system. C3ND is to conduct testing in the month of March, 2023.

  • Discussed the status of the WIIA Project. Bid documents and specifications have been proposed for the Tower Street Elevated Tank Rehabilitation/Painting Project, and the Cherry Street/Graves Street Water Distribution System Upgrades. The SCADA System Upgrade Project is in final preparation based on an approved Schematic Design Proposal.

  • Reviewed the status of short-term and long-term financing through the NYSEFC. The long-term financing will cover the Village’s $720,000.00 debt obligation of the $1.8 million project cost.
